The Singapore Carbon Market Alliance (SCMA) is a significant initiative aimed at promoting sustainable climate action and responsible carbon trading.  Launched recently, it facilitates the exchange of high-quality carbon credits within Singapore and beyond.  The SCMA focuses on projects that supply credits compatible with the Paris Agreement.  These credits represent one tonne of carbon dioxide (CO2) either prevented from being released into or removed from the atmosphere.  The SCMA acts as a matchmaker, connecting developers of carbon credit projects with potential buyers.  Singapore-based corporates can purchase these credits to offset part of their carbon tax. Companies can develop carbon credit projects aligned with SCMA criteria, preventing or removing emissions.  Rigorous third-party verification ensures project quality.  Companies register their projects with the SCMA, and participate in credit trading within the SCMA.  Companies may also explore bilateral agreements with countries Singapore has signed implementation agreements with.  Projects undergo third-party verification.  A transparent registry tracks credits, preventing double-counting.  Standardised protocols ensure consistency.  Companies must disclose project details.  Aggregated data on credit transactions is periodically published.  The SCMA represents a crucial step toward a sustainable future, emphasising transparency, environmental integrity, and responsible carbon trading. The challenge with the SCMA is that it operates within the voluntary carbon market.  Unlike the compliance market, which involves mandatory emissions reduction targets set by governments, the voluntary market allows companies and individuals to voluntarily offset their emissions by purchasing carbon credits.  These credits support projects that reduce or remove greenhouse gas emissions, contributing to global climate goals.  There are no real quality voluntary credits, since the compliance framework is lacking. ST Explains: What are bilateral carbon credit pacts, and how do they benefit S’pore? SINGAPORE – On July 9, Laos became the 19th country to collaborate with Singapore on carbon credits, which will help the two nations meet their climate goals while allowing Singapore to grow into a carbon services and trading hub. Large greenhouse gas emitting companies here can eventually buy these credits to offset up to 5 per cent of their carbon tax, which is set to increase by 2030. The Straits Times breaks down the complex concepts behind carbon trading and what it takes to form carbon credit pacts in line with the Paris Agreement. What are carbon credits and how are they generated? Carbon credits refer to permits or certificates that allow a company’s operations to generate a certain amount of carbon emission. One carbon credit represents one tonne of carbon dioxide (CO2) that is either prevented from being released into or removed from the atmosphere. Carbon credits can be generated through projects that take in CO2 from the atmosphere, or through measures taken to reduce the amount of greenhouse gases released. These include carbon capture technologies, forest restoration, swopping pollutive cookstoves for cleaner ones, and renewable energy projects. Not all projects can make the cut. In late 2023, Singapore released a set of eligibility criteria to ensure that credits and projects are of high quality. For example, in calculating the amount of emissions removed by a mangrove planting project, the calculations must be made in a conservative and transparent way, and measured and verified by an independent third party. The National Environment Agency also released a list of specific types of projects or methodologies that Singapore is willing to accept, based on existing carbon crediting programmes. These include international carbon credits that come from offshore wind technology and cleaner cookstoves. Internationally, a recent oversupply of carbon credits from renewable energy projects failed to deliver additional climate benefits, noted Ms Melissa Low, a research fellow at the National University of Singapore’s Centre for Nature-based Climate Solutions. How far along is Singapore in trading carbon credits? Of the 19 countries Singapore is collaborating with on carbon credits, two have finalised bilateral agreements with Singapore so far – Papua New Guinea and Ghana. These are known as implementation agreements. This means companies here can buy carbon credits to offset up to 5 per cent of their taxable emissions, provided the carbon projects in Papua New Guinea and Ghana meet Singapore’s eligibility criteria. COP29 must reach new finance deal, China’s climate envoy says. SINGAPORE - November’s COP29 United Nations climate talks in Azerbaijan must have a new global agreement on climate finance or risk setting back the green transition, China’s top climate official said on June 25. Mr Liu Zhenmin, Beijing’s special envoy for climate change, also said efforts by the US and European Union to target Chinese green tech goods with tariffs will only lead to higher global prices for solar panels, batteries and other goods vital to the green transition. Speaking at the World Economic Forum’s Annual Meeting of the New Champions in Dalian, China, Mr Liu told a panel discussion that China’s innovations and vast manufacturing capacity have helped the world speed up the adoption of green energy. “Globally, we need to be united to avoid these unilateral actions. They are going to raise the cost,” he told a panel discussion, moderated by The Straits Times editor Jaime Ho, on unlocking climate leadership in a competitive world. The other panellists were Professor Julie Zimmerman, vice-provost for planetary solutions at Yale University, and Professor Kim Sang-hyup, co-chairman of South Korea’s Presidential Commission on Carbon Neutrality and Green Growth. China, the world’s largest greenhouse gas polluter, is also by far the world’s largest producer and investor in renewable energy. The government sees green energy as key to reaching net-zero emissions by the mid-century. Globally, in 2023, the world added 473 gigawatts (GW) of renewable energy capacity, according to the International Renewable Energy Agency. China accounted for the lion’s share, adding  another 297.6GW, mostly wind and solar. This rapid growth in China, fuelled by state subsidies, has helped slash green energy costs globally, and further investment will drive costs down even more, said Mr Liu. “I think we are also prepared to collaborate with many of the developing countries to help them. So, globally, we have to maintain this process for both the innovation and manufacturing,” he said. And for the world to achieve carbon neutrality, there needs to be further investment to make clean technology even cheaper, he added. The panel discussion comes against a backdrop of rising geopolitical and trade-related tensions and increasingly severe impacts from climate change, with 2023 being the hottest year on record. More than ever, nations need to collaborate on financing innovation to limit global warming to 1.5 deg C above pre-industrial levels, a key guard rail under the 2015 UN Paris Agreement. COP29 will be a major test of cooperation and willingness to step up the fight against climate change. Vietnam is estimated to possess around 5 billion carbon credits in total. The big question is: at what price should Vietnam market its carbon credits? The forestry sector alone could potentially produce 57 million carbon credits, equivalent to 52 million tons of CO2, that can be sold internationally. At the panel session, “Catalysts of change: the role of climate tech investors in shaping the future”, Mervin Teo - Managing Director, Alternatives from Fullerton Fund Management, was joined by distinguished industry experts from Temasek, Saja Climate Partners and Synapses.   Mervin spoke about the interesting climate investment opportunities in South & Southeast Asia, in sub-sectors such as renewable energy value chain, supply chain decarbonisation, green mobility and agriculture. He opined that climate-tech and innovation are critical in paving a scalable and effective way for emerging Asia’s green transition, enabling companies to deliver on both its financial and sustainability objectives.   In its own decarbonisation strategy, the Fullerton Carbon Action Strategy prefers to invest selectively in technology alongside its portfolio companies that are in more traditional businesses such as agriculture, manufacturing and services, where such technology can help advance their green transition. On the morning of September 20 in Hanoi, the Vietnam Energy Association (VEA) coordinated with Vietnam Electricity Group (EVN), Vietnam National Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV) to organize a workshop on urgent mechanisms and policies to ensure energy security. This workshop, a pivotal platform for discussing and shaping the necessary mechanisms and policies to ensure national energy security in the context of sustainable development, was of paramount importance. It underscored the crucial role of each stakeholder in the energy sector's growth. The main topics of discussion included: VEA has highlighted the importance of ensuring energy security and reducing emissions. Developing offshore wind infrastructure is a new focus, while coal mining is becoming more complex and costly, with deeper underground mining posing safety challenges for workers. EVN proposed completing mechanisms for developing large-scale renewable energy, such as pricing, bidding, investor selection, and developing renewable energy combined with storage batteries. It also proposed improving mechanisms to encourage investment in capacity supply sources, ancillary services for the electricity system, and supporting mechanisms for urgent electricity projects. The Vietnam Oil and Gas Association has outlined challenges related to policy mechanisms, financial arrangements, and government guarantees for gas power plant projects. They have also highlighted the need for preferential policies for new energy sources and addressing commitments and risks related to grid connection and energy auditing. The Oil and Gas Association urgently recommends amending several laws, including Electricity, Investment, Bidding, Tax, Land, Marine and Island Environmental Resources, Planning, and Environmental Protection laws. The amendments are necessary to address challenges in project investment, particularly in LNG gas and offshore wind projects. This underscores the significance of the issue and the need for immediate action. To implement tax laws effectively, it's important to research additional guidance related to tax mechanisms for LNG gas and offshore wind projects, export taxes on electricity, and carbon emissions trading taxes/fees. This research will provide a basis for implementation by units and management agencies. PVN representatives propose that, according to PDP8, long-term purchase guarantees for electricity output from LNG thermal power plants must be allowed to develop LNG thermal power projects. This can be done through a horizontal transfer mechanism from LNG purchase contracts, with a reasonable purchase guarantee ratio of additional production from power plants. The horizontal transfer of imported LNG prices, storage fees, regasification fees, and LNG distribution into electricity prices should be approved. 👉 Read the full text below:

Nickel - Bounce Back No commodity keeps falling forever, and one current case study is nickel. The metal has suffered in price terms from a large shadow of oversupply emanating out of Indonesia. Despite persistent negativity, prices have started to turn, with political unrest in New Caledonia (the world’s number three nickel producer) being a catalyst. Nickel has traded above $21,000 per metric ton yesterday for the first time in about a month. Whether this is a sustained recovery remains to be seen, and there could be more headwinds ahead, but what it does underline is that commodity prices can react very quickly. #commodities #resources #nickel #mining #edenam

Very pleased to be heading up to KL next month to get an update on what is happening in Malaysia in the energy transition space.   Like many economies that have been historically reliant on fossil fuels, the decarbonization of energy infrastructure will need to be led by both industry and gov’t, so it’s great to see senior delegations from both constituencies supporting efforts in Malaysia.   SE Asia as a region continues to gain momentum for both public policy & capital flows – and while Singapore remains constrained by size and natural resources, countries like Malaysia have the opportunity to leverage existing industry expertise to build large scale projects.   I’m particularly interested in hearing about tech companies' (ex Amazon Web Services) plans for multi-billion dollar investments in data centres in the country, and how they will be powered.
