Secure Consultants was originally started in 2001 in the UK by its Managing Director and is now re-established with his new business partner in Hong Kong, they have a collective experience of +40 years in business & some 25 years of this in Asia. The company aims to establish itself as a specialist consulting company aiding and guiding companies within Hong Kong, the Greater Bay Area and Internationally, using previous consulting experience with large and small companies across Europe and also in America to secure a strong foothold in the consulting market. It will also make use of previous consulting experience with previous clients including large Retailers, Importers, Testing & Auditing Laboratories, Trading and Engineering Companies. As a company we are continously trying to develop the types and quality of services we offer to our clients, so in this vain we entered into a partnership with AMIC Gallery in Hong Kong to offer facilities to source/devlop a wide range of products. Mission Statement: An independent international consulting company which aims to meet the actual needs of the customer and their business. Its client list has included companies in Europe, Asia and America on a wide range of quality/technical sectors such as training, inspections, audits, product development, risk assessment and the compiling of various types of technical files related to EU directives. It now also acts as the South China representative of Conformance Ltd in the UK. The company is continuously trying to develop its types of services and the quality level to its clients.     Luxury Yacht maker Fined under Timber & Timber Products 2013 Regulations In a landmark court case a luxury yacht maker (Sunseeker International Ltd) in the UK was fined plus a total of £358,759.64.     EUDR Delay Confirmed by EU Parliament Yesterday (14 Nov) the EU Parliament approved the EUDR delay for full implementation of all aspects of the regulation.     EUDR Information System Available for Registration Since 6 November economic operators have been able to register in the production system of the EUDR Information System. The system can be accessed via the following link: https://lnkd.in/gTmdux_D Note that submissions of due diligence statements is not enabled in the system. Details on the Information System, including training videos and a detailed user guide, which sets out the steps of registration, are available on the dedicated EU Commission EUDR website.

    New addition to Candidate List of Substances of Very High Concern (SVHCs)   A new substance was added to the Candidate List of SVHCs with the addition of Triphenyl Phosphate (EC No. 204-112-2 and CAS No. 115-86-6) on 7th November 2024, The current list of SVHC's now contains 242 substances.   Triphenyl Phosphate has endocrine disrupting properties and is used as a flame retardant and plasticiser in polymer formulations, adhesives and sealants.

    Deforestation Free- Products (EUDR) Update The EU Commision confirmed this week that it intends to delay by 12 months the full implementation of the EUDR, Large and medium companies would be delayed until 30 December 2025 and for micro- and small enterprises the delay will be until 30 June 2026. NOTE: This ammendment has to first be approved by the European parliament and Council to become official.     EU General Product Safety Regulation - 13 Dec 2024 The new requirements under the General Product Safety Regulation (EU) 2023/988 (GPSR) will apply from 13 December 2024 in the European Union (EU); the GPSR replaces the General Product Safety Directive 2001/95/EC (GPSD). The GPSR represents a major update from the current rules and listed below are some key areas: 1. New requirements for non-harmonised products which includes stricter labelling obligations, new requirements to prepare a technical file, conduct a pre-market risk assessment and the appointment of EU representative. 2. Additional requirements to consider in relation to software updates/software subsequently downloaded, artificial intelligence (AI) and machine learning (ML) functionalities, connectivity, different impacts on health and safety for different genders, and risks for vulnerable consumers. 3. New requirements for online sales including the need to display mandatory information, such manufacturerdetails, EU representative (where applicable), information to identify the product, warnings and safety information required to be affixed to the product, or on its packaging or included in accompanying documents. 4. New requirements for complaints such as an obligation to investigate complaints that concern the safety of products or allege products are dangerous, and keep an internal register of those complaints and product recalls/corrective actions, along with specific requirements regarding personal data stored on that register. 5. New mandatory accident reporting obligations will require reporting accidents over a certain threshold without undue delay from the moment they know about it. There also is a separate accident reporting obligation on online marketplaces. 6. New requirements for online marketplace including a single point of contact for market surveillance authorities and also consumers, to cooperate with authorities, to respond to notices from authorities within 2 working days and process notices related to product safety issued under the notice and action mechanism in the Digital Services Act within 3 working days, to design interfaces to enable traders to display the information required for online offers, to report dangerous products via Safety Gate, to report accidents via Safety Gate, and to directly notify affected consumers about recalls and publish information about recalls, plus more. 7. New requirements on product recalls & corrective actions that include notifying all affected consumers directly, along with requirements for recall notices and new rules for the recall action. 8. It will become mandatory to use the European Commission portal, Safety Gate, to notify product recall. Consumers and ‘other interested parties’ will be able to use Safety Gate to report products that may present a risk. 9. Increased enforcement which includes on a regular basis joint activities between market surveillance authorities to inspect products.

    UK Extended Producer Responsibility for Packaging (EPR) EPR for packaging fees have been deferred for a year and you will not have to pay any EPR packaging fees in 2024. However, you must still follow the requirements and report your packaging data for 2023, and you will also be required to pay any related fees in 2025 based on 2024 data. Obviously, you must also continue to pay any fees due under previous regulations. Deadlines for reporting packaging data: For small organisations: These organisations should have collected their 2023 packaging data but they do not have to report it. However, they should collect their 2024 data and submit it by 1 April 2025. Large organisations:  In England, Scotland and Northern Ireland you should submit by:  1 October 2023 to report for January to June 2023   1 April 2024 to report for July to December 2023   1 October 2024 to report for January to June 2024 1 April 2025 to report for July to December 2024 In Wales, you should have submitted data for July to December 2023 by 1 April 2024. You can include data from January to June 2023 if you have it.

    Bedding and Upholstered Furniture Fire Testing & Regulations in EU/UK Bedding and upholstered furniture are products that pose a significantly high fire risk if not properly tested due to the properties of the materials used in these items. Mentioned in this post are the flammability regulations and testing standards for bedding and upholstered furniture for residential/domestic use, focusing on regulations in the European Union (EU) and the United Kingdom (UK).   Flammability Regulations and Testing Standards in the EU The EU does not have specific regulation regarding furniture flammability but this does not imean that flammability testing can be disregarded, as the the current General Product Safety Directive (General Product Safety Regulation (EU) 2023/988 (GPSR), replacing from 13 December 2024) and the Food Imitating Product Directive, requires that all consumer products are safe and it establishes specific obligations that businesses ensure it. This new GPSR emphasis is on the importance of product safety and in this case, the furniture flammability. The testing standards for furniture flammability in the EU include: EN 1021-1 (Furniture - Assessment of the ignitability of upholstered furniture – Part 1: Ignition source smouldering cigarette) EN 1021-2 (Furniture - Assessment of the ignitability of upholstered furniture – Part 2: Ignition source match flame equivalent) EN 597-1 (Mattresses and upholstered bed bases – Ignition source smouldering cigarette) EN 597-2 (Mattresses and upholstered bed bases – Ignition source match flame equivalent) Furthermore, specific national standards apply in certain countries, such as DIN 4102 (B1) in Germany and NFP 92-503 in France.   Flammability Regulations and Testing Standards in the UK The Furniture and Furnishings (Fire) (Safety) Regulations 1988 (amended 1989, 1993 and 2010) is in place to set levels of fire resistance for domestic upholstered furniture, furnishings and other products containing upholstery in the UK. Detailed below are the testing standards, it is important to note the Regulation does specify the exact standard to be used: SI 1324:1988 - UK Furniture & Furnishings (Fire) (Safety) Regulations 1988 Schedule BS 7175 - Methods of test for the ignitability of bedcovers and pillows by smouldering and flaming ignition sources) BS 5852 - Methods of test for assessment of the ignitability of upholstered seating by smouldering and flaming ignition sources) In 2023, the UK Government proposed a new regulation “Fire safety of domestic upholstered furniture” to revoke the existing Furniture and Furnishings (Fire) (Safety) Regulations 1988 and replace them with a new, largely voluntary advice. It is currently not in place, pending review from the new UK government.

    Ecodesign for Sustainable Products (EU) 2024/1781 Ecodesign for Sustainable Products Regulation, ESPR - (EU) 2024/1781 has been published this month (28 June 2024) and it repeals Ecodesign for Energy Products 2009/125/EC, also amending Directive (EU) 2020/1828 and Regulation (EU) 2023/1542.
