Strong policy discussion on AI in the EU. Audrey Herblin-Stoop from Mistral AI provided an insightful and much needed reality check. To keep up with the global AI race, EU urgently needs: 1. More financing for AI companies 2. More super computers and related infrastructure 3. To provide access to large sets of data in various EU languages to train AI models and preserve EU cultural norms. Otherwise future AI-generated content will be based mainly on data from US and China.

At a time when the most crucial questions are transforming our societies, parity is a radical solution The General Recommandation 40 adopted by the CEDAW Committee is the major instrument for global and sustainable change in line with the implementation of the Beijing 30 Platform. The equal and inclusive representation of women in all decision making processes is now operational in its official version . We propose a radical change towards parity based on parity 50/50 by 2030 as a starting point to build the world differently.

It was a privilege for me to deliver the #keynote address at the European Evaluation Society (EES) meeting this year, at #Rimini. In the era of #AI and #climatechange, I spoke about the market-shaping role that credible evidence can play in informing our investments and financing. But this requires i) a critical mass of evidence, to especially remove biases in our algorithms; ii) a focus on incentives especially given the amount of #impactwashing we are witnessing today; iii) co-developing the architecture for producing and using evidence. I also spoke about the #scandals we are witnessing in the reporting space, and the use of #art. #Effectiveness and #credibility are even more important today if we want to see #Article6 driven #carbonmarkets really make a difference, and the $300 Bn committed at #COP29 go a long way, and the right way. What if I told you the Single Market has its own radar system? 🌍 Last week, I was honoured to speak at the #EU Technical Regulations Committee where all Member States and DG GROW come together to oversee the use of #TRIS. Think of TRIS as the radar system of the Single Market. It's designed to catch regulatory incompatibilities between national and EU laws before they disrupt EU cross-border trade. 800 draft laws pass through TRIS every year and 8,000 stakeholders actively weigh in. But TRIS isn’t flawless, and needs upgrades to avoid blind spots. I shared DIGITALEUROPE's insights on the vital need to boost TRIS's effectiveness, clarify its scope and facilitate stakeholder engagement. So what’s on the horizon that makes this so timely? The #EuropeanCommission is set to launch a Single Market Barriers Prevention Act to stop new national barriers before they happen, along with a broader #SingleMarket strategy planned for mid-2025. Removing obstacles to scaling up should be a top goal in all of these efforts.🚀 Thanks to my colleague Giorgia Murgia for helping prepare the material. 🙌

Interesting report from AI forensics https://lnkd.in/e5fpim_q Their key findings are: - We found 51 instances of AI-generated images across Facebook, Instagram, and X. - The Rassemblement National, Reconquête, and Les Patriotes used generative AI imagery as an integral campaigning strategy. We also observed a single instance from L’Alliance Rurale and the Union des Démocrates et Indépendants. - These images were used to dramatize party-specific narratives and sensationalistic topics, particularly amplifying anti-EU and anti-immigrant messages. - None of the AI-generated images were labeled as such by the political parties or the platforms hosting them, nor was the synthetic nature of these images addressed or questioned in the comment sections of the posts. This lack of transparency is alarming and highlights several critical concerns. Firstly, political parties and social media platforms are failing to adequately disclose the use of AI-generated imagery, which undermines public trust. Additionally, there is a pressing need for stricter content moderation to ensure the integrity of political campaigns and prevent the spread of misleading information. Finally, our findings underscore the necessity of reinforcing EU-wide policies on the use of generative AI in elections to safeguard democratic processes and maintain electoral integrity.

Great panel on AI and climate transition at the #PPF with Minister Olga Givernet, French Deputy Minister for Energy; Fatih BALYELI, Mary Burce Warlick, Marjeta Jager and Pauliina Murphy. Given that we are not in line to achieve the goals of the #ParisAgreement, let’s make sure that #AI contributes to this effort and does not make matters worse. As we stand today, the #AI high energy and water consumption, waste generation, or resource intensity (particularly those linked with foundational models) is increasing and not reducing its carbon footprint. At UNESCO, the Recommendation on the Ethics of #AI includes an environmental chapter that calls for better measurement and reduction of #AI impact. What is more, it calls to ensure AI capacities contribute to the better management of our ecosystems. But for that, we need the right incentive frameworks and policies. This is exactly what we are doing with the French Ministry of Ecological Transition, ISO - International Organization for Standardization, and will present in the French AI Action Summit.

🚨 NEW PROJECT 🗣️ We had the pleasure to present to the European Parliament’s Committee on Development (DEVE) with my colleague Katharina Eisele and our research consultants - Cristiano Lanzano and Fabien Tondel (ECDPM 🔎 🌍 ), and Tesseltje de Lange (Radboud University) - the preliminary results of our European Parliamentary Research Service evaluation of the implementation of policy coherence for development (PCD) in selected EU legislation and policies. The study aims to draw lessons from the implementation of PDC in two case studies - 1) the conflict minerals regulation and 2) the legal pathways of migration to the EU - to assess its impact on poverty reduction and development cooperation. Ultimately the study seeks to identify lessons to enhance the implementation of PCD across EU policies, thus breaking silos across the EU internal-external policy divide. 📝 This project will keep us busy over the spring and summer while we wait for the new legislative term to begin. Joining from Strasbourg, I had the great pleasure of speaking at the #Politico-led discussion on the transatlantic landscape post-US elections along with Jan Dusík, Brett Bruen and Philippe Dauba-Pantanacce. We discussed how geopolitics heightens competition and the race for competitiveness, including intra-alliance competition between the US and the EU; the importance for the EU to reduce its strategic dependencies and invest in three critical sectors: green, digital & defense; and the potential for transatlantic cooperation under a revitalized framework that leverages various channels, including state-level initiatives, city partnerships, and private sector collaboration. Projected results (exit polls) - 2nd round of the French legislative elections: Victory of the Nouveau Front Populaire, the new left-wing coalition formed hurriedly under a month ago. Big loss of seats for Macron's Ensemble coalition, but managed to come in 2nd with somewhere around 160 seats. Le Pen and Bardella's Rassemblement National (RN) comes 3rd, with a big increase in number of seats (they had 89). While what will happen next is still very much uncertain, and although Le Pen's Rassemblement National won in the European elections and the 1st round of these legislative elections, many of us will be relieved that in the end France will not have a RN government with Jordan Bardella as PM. #France #Politics #PoliticalScience #Europe #NouveauFrontPopulaire #Ensemble

On the road again …… This time the road leads to Montreal and the Convention on Biological Diversity, where we are to negotiate how to operationalize the multilateral mechanism for benefit-sharing from the use of digital sequence information on genetic resources*, including a global fund. The mechanism was established at COP15 to the CBD Convention when the new global goals for biodiversity was established in 2022. However the mechanism was only established as an empty shell – as a sign of the political commitment – and now needs to be operationalized and brought into life.   The aim is to reach agreement on the practical modalities of the functioning of the multilateral mechanism: who will pay for using DSI on genetic resources, how much they will pay, what would trigger the payments, how the collected payments will be disbursed and how the entire set-up would be managed. The multilateral mechanism, including a global fund, is expected to:  - Provide a multilateral solution and policy guidance on the fair and equitable benefit-sharing from the use of digital sequence information on genetic resources.  - Generate non-monetary benefits that can help to bridge scientific, technical and technological gaps in the way DSI on genetic resources is accessed and used around the world. -To bolster capacity-building and development and technology transfer. - Mobilize new streams of additional funding for biodiversity conservation. ....... So – at lot is at stake to provide and ensure both social justice , environmental governance and research and innovation. * DSI: There is no internationally agreed definition of Digital Sequence Information (DSI) and it is not the only term used. DSI in this context refers to information on the basic building blocks of life that are encapsulated in DNA.  * Genetic resources: The term means genetic material of actual or potential value derived from non-human sources, including the DNA of plants, animals or microorganisms. A recent article by CEPR - Centre for Economic Policy Research presents "economic pathways" as a novel, theory-based approach to climate policy. Here are the key takeaways: 🔍 Economic Pathways: These are dynamic models that simulate different policy impacts on the economy, providing a clear visualization of the consequences of various climate actions. 🌿 Decarbonization: The research shows that deep decarbonization only modestly delays economic development. In fact, stringent climate policies can ultimately lead to higher medium and long-term consumption growth. 📈 Policy Scenarios: The study explores three scenarios - business-as-usual (BAU), standard, and super escalator models. The super escalator, with a progressively increasing carbon price, is the most effective, achieving full decarbonization by 2040 with minimal economic disruption. 👥 Population Impact: Interestingly, population growth does not significantly interfere with economic development or resource use within these pathways. 💡 Policy Implications: The findings underscore the importance of robust, progressively stringent climate policies. The #UNGA High-Level week has come to a close with a final set of speeches by global leaders and national representatives on Monday. Many of the speakers in the last week referenced the Pact for the Future and its Global Digital Compact, including the calls for coordinated global efforts on the development of #ArtificialIntelligence. It was interesting to observe very different attitudes to #AI and its #regulation, use, potential benefits and perceived risks. 🇬🇷 prime minister Mitsotakis criticised AI-powered #socialmedia platforms and expressed concerns about malicious use of AI, advocating harsh regulatory response: "For our governments, AI has enormous power to enhance productivity, facilitate more effective decision making, and deliver more efficient and higher impact public services. It is a game changer. However, AI also has the potential to do extraordinary harm. Unchecked, and in the hands of malign actors, AI could yet become a weapon of control in an uncertain world order. We are already seeing how generative AI is used to create more and more convincing deep fakes and content designed to spread misinformation and disinformation." 🇺🇿 foreign minister Saidov highlighted the UN-led efforts to make AI serve the needs of #sustainabledevelopment: “Rise of the digital technologies presents new challenges, particularly concerning the uncontrolled use of artificial intelligence. Based on this idea, at the previous session, Uzbekistan supported and co-sponsored UN General Assembly resolutions on utilizing safe artificial intelligence for sustainable development and strengthening international cooperation. We will continue to advocate for broad international collaboration to address these issues.” 🇧🇩 head of the interim government, Prof Yunus pointed out the risks of AI for #labour markets and future of work: “We see the world of work is changing where a younger person has to adapt constantly, re-skill, adopt newer attitudes. <…> We are particularly enthused with emergence of the Artificial Intelligence tools and applications. Our youth are excited with the prospect of fast unfolding generative AI. They aspire to walk and work as global citizens. The world needs to ensure that no youth in countries like Bangladesh get left behind in meaningfully reaping benefits out the AI-led transformation. The world simultaneously needs to ensure that the development of artificial intelligence does not diminish the scope or demand for human labour.” It's difficult for politicians and policymakers to be ahead of the curve racing against rapid technological developments but we will definitely see more efforts to tame AI or at least make it more predictable. Or predictive?

The GRIDMAP Consumer Protection Module is now available! 🌍 GRIDMAP (Global Regulations, Institutional Development and Market Authorities Perspective) is an innovative tool designed by the World Bank to help emerging markets and developing economies (EMDEs) identify policies and practices to build trustworthy and safe contestable markets. 💡 GRIDMAP identifies a “Minimum Package” of policies and practices that sets out essential regulatory provisions, institutional arrangements, and implementation and enforcement needed for those markets to thrive. This first Module of GRIDMAP focuses on building consumer trust in digital markets 🤝🛒 by developing tools that foster fair, safe, and transparent commercial environments where consumers can make informed decisions.  ✅ 🏦 During the data collection phase, the World Bank has provided Consumer Protection Authorities a standardized self-assessment tool consisting of three key pillars: legal framework, institutional arrangements, and implementation and enforcement actions. 🔝 The goal is to help EMDEs identify their strengths and gaps, enabling them to benchmark their results to the Minimum Package identified by GRIDMAP, and to gauge their progress in relation to average results of other countries in their region and income groups. 📈 The GRIDMAP Consumer Protection Module report shows the results of these assessments.
