Public Service General Order 22.40-22.44: Consultation on Appointments by the National Executive Council Section 193 of the National Constitution of PNG, mandates, that the Public Services Commission (PSC) be consulted by the National Executive Council (NEC) before appointing candidates to key positions, including Departmental Head, Deemed Departmental Head, Provincial Administrator, Head of a State Service, and other significant statutory roles. To fulfill this consultative role, the Commission ensures that candidates have not compromised their right to consideration, as a result of their past employment, that include: • Criminal activities, • Improper conduct in public office, or • Poor disciplinary or performance records. The Commission guarantees that executive officers are appointed based solely on merit and are removed from office only for justifiable reasons, in accordance with their employment contracts. In executing its duties under this General Order, the PSC facilitates the Merit-Based Appointment process. It prepares final submissions and assessment reports for the NEC after making its final recommendations. Please note, Section 193 of the Constitution also requires the NEC to consult the Commission on the removal of Departmental Heads and other officials covered by this Section. Significant legislative change is needed to guide the functioning of the NDIS. However, the current Bill is not fit for this purpose, as demonstrated by the myriad proposed amendments that have been presented since its introduction. AHPA is particularly concerned about the fundamental lack of detail in the Bill regarding foundational supports and proposed needs assessments. An equally fundamental issue is that the allied health sector was not consulted in any way before the introduction of the Bill. Despite our continued advocacy, at this stage AHPA is not confident that our members will be appropriately involved in the necessary collaborative processes to ensure that the elements of critical relevance to allied health are part of a strong and fair NDIS. There are many other aspects of the Bill that could also be highlighted. All risk undermining the Scheme’s principles of participant choice and control, and are likely to further exacerbate provider financial insecurity, and consequent lack of availability of quality supports for participants. #NDIS  #auspol

𝗦𝘁𝗼𝗽 𝗦𝗼𝗿𝗰𝗲𝗿𝘆 𝗔𝗰𝗰𝘂𝘀𝗮𝘁𝗶𝗼𝗻 𝗥𝗲𝗹𝗮𝘁𝗲𝗱 𝗩𝗶𝗼𝗹𝗲𝗻𝗰𝗲 According to the Government’s Special Parliamentary Committee on Gender-Based Violence (SPC-GBV)* in PNG, on average, almost 400 people are accused of sorcery each year, with 65 of these accusations resulting in the accused person being killed. We support the SPC-GBV recommendations for action to prevent and respond to Gender-Based Violence and Sorcery Accusation Related Violence (SARV). Recommendation 28a states that the Royal Papua New Guinea Constabulary should review its existing SARV response mechanisms and develop a specific proposal or strategy to address the problem. This includes clarifying the personnel dedicated to SARV investigations, any internal procedural changes to strengthen the response, and any budget requirements. We call on the Royal Papua New Guinea Constabulary to share an update on the nation’s progress in implementing this recommendation. #PNG20DaysOfActivism #16DaysOfActivism

Alarmingly, Defence Force Veterans, First Responders and Sexual Abuse Survivors are among cohorts who experience higher rates. According to Phoenix Australia, the symptoms of PTSD can include: "... reliving the event through unwanted memories, flashbacks or nightmares, avoiding places, people or activities that bring back the event, having negative emotions such as fear, anger, guilt or numbness, being constantly alert for danger, being easily startled and taking risks." Phoenix Australia has provided the following tips for recovering from trauma: - Recognise you have been through something awful, and give yourself permission to feel how you feel, but also remember your strengths and have confidence that you will get through it. - Rest, even if you can't sleep, eat nutritious meals and exercise. Physical and mental health are linked. - Plan your days and schedule at least one pleasurable or meaningful activity for each. - Avoid making major life decisions in the weeks after the event. But make as many small decisions as you can to restore your feeling of control. - If you are still having difficulties more than two weeks after the event, contact your GP for further help. The AFP is celebrating the achievements of it's National DNA Program. The AFP has helped resolve 19 missing persons cases since the National DNA Program for Unidentified and Missing Persons started in 2020. The AFP-led National DNA Program was established to work with state and territory police, along with coronial and forensic agencies, to resolve cold cases of unidentified and missing persons. During the four years of the program’s operation, forensic testing was done on 99 unidentified remains – some discovered by law enforcement, some long held by coroners and some provided by members of the public. The Australian-first initiative initiative enhanced collaboration between the AFP, state and territory police, along with coronial and forensic agencies to resolve cold cases of unidentified and missing persons.
