📍Representatives of the SFMS participated in the Egmont Group of Financial Intelligence Units meetings📍 From 2-7 June 2024, in Paris (France), with the support of the Special Representative of the OSCE Chairman-in-Office – Project Coordinator in Ukraine, the representatives of the State Financial Monitoring Service of Ukraine were taking part in the Egmont Group of Financial Intelligence Units Plenary Meetings. It is a global event, which annually gathers key players of national anti-money laundering, terrorist financing and the financing of proliferation of weapons of mass destruction (“AML/CFT/CPF“) systems to share experiences, strategic and operational developments, study modern methods, trends and tendencies in the anti-money laundering area, and take necessary steps, aimed at strengthening the collective response of financial intelligence units (FIUs) to modern challenges. It is worth reminding that on 18 October 2023, during a virtual meeting, the HoFIUs of the Egmont Group agreed to suspend Rosfinmonitoring’s membership with the Egmont Group of FIUs, for as long as it is required to protect the interests of the Egmont Group and to ensure the achievability of its objectives. This historic decision deprived the Russian Federation of the right to participate in the activities of the Egmont Group and restricted access to intelligence information obtained through the its secure channels. As part of the Plenary week, the representatives of the SFMS took an active part in both global discussions in various directions, and discussions at the regional level, as well as in operational training sessions, aimed at increasing the capacity of FIUs in the AML/CFT/CPF area. In order to present the current ML/FT threats, the SFMS made a presentation on “Typologies of money laundering and sanctions evasion during military aggression”. Within the framework of the meetings, a consensus was reached on steps to continue strengthening the capacity of the Egmont Group community to withstand current challenges and discussing issues aimed at improving the effectiveness of bilateral and multilateral international cooperation between Egmont Group member-FIUs, including within the framework of project initiatives of different Working Groups. A number of meetings were also held with international partners to agree on positions and further steps to maintain the integrity of global financial intelligence. The permanent work of the SFMS, as a national center for the collection and generation of financial intelligence, continues to bring results, aimed at protecting the rights and legitimate interests of citizens, society and the state, as well as at ensuring national security.

🔷 "One of the biggest problems for the Ukrainian agricultural sector in the process of European integration will be the issue of access to financial instruments," emphasised Oleksandra Avramenko, Head of the UCAB European Integration Committee, during the webinar "Ukrainian Agricultural Sector in the EU: Search for Compromises and Polish Experience". 🟠 Ukraine has been successfully moving towards European standards since 2014, so companies exporting to the EU agri-food products already comply with European norms and standards. If we talk about Ukrainian agriculture becoming part of the EU shortly, the sector will need financial resources to modernise. The Ukrainian agricultural sector has a lot of production facilities that are focused on the local level. Given the problems with human capital, institutional capacity, and economic stability in the country, additional financial resources are needed to adapt these producers to European norms and standards. ✅ The EU will also benefit from integration, as the scale of Ukrainian agriculture makes it possible to strengthen some areas of the European Union. This includes food security, especially regarding imports of agricultural products from third countries. 💬 "Given an honest dialogue, supported by facts and figures, a clear understanding of where the strengths are, they can be made even stronger. It will also be possible to displace russian products from Africa with European exports. 📝 On November 12, the European Business Association and the State Service of Ukraine on Food Safety and Consumer Protection signed a Memorandum of Cooperation and Interaction. The document aims to establish bilateral cooperation between the government and businesses to address pressing issues in food safety. Our shared values are reflected in Ukraine’s #agricultural priorities, including #sustainability, support to #smallholders, #climate-smart practices, and #digital #innovation. As an agricultural powerhouse, #Ukraine is the world's largest exporter of sunflower oil (50% of world exports), the third largest exporter of barley (18%), the fourth largest exporter of maize (16%) and the fifth largest exporter of wheat (12%). So investing in Ukraine's #rural areas is not just an #investment in #development and #progress in one of Europe's largest countries - it is also an investment in the world's ability to feed itself.

Local and regional leaders call for fairer labour standards in agriculture! In case you missed it, last week, at the 163rd #CoRPlenary, the European Committee of the Regions adopted a NAT Commission opinion on working conditions in agriculture. 🗣️ “We aim to enforce 'social conditionality' more effectively to ensure decent working conditions, address labour shortages and prevent unfair competition between regions based on exploitation. It is essential to improve health and safety standards, support rural communities, and promote the inclusion of women, migrants, and workers with disabilities." - Opinion rapporteur Karine Gloanec Maurin (FR/PES), First Deputy Mayor of COMMUNE DE COUETRON-AU-PERCHE and member of the NAT Commission. The opinion came as a response to challenges facing the agricultural sector, including declining family farms, growing reliance on migrant workers, and increasing labour shortages. 🔵 On November 13, 2024, IFC - International Finance Corporation, in partnership with the Ministry of Finance of the Czech Republic and in collaboration with the Ukrainian Agribusiness Club (UCAB), held the seminar, Developing Sustainable Value-Added Grain Processing in Ukraine, at Global Grain Geneva 2024. 👥 This seminar brought Ukrainian and international agribusiness companies and investors together in order to discuss opportunities and solutions for developing value-added grain processing in Ukraine. The seminar was organized by IFC’s AgriResilience Project, which is focusing on facilitating private sector investments in sustainable and resilient food ecosystems in Ukraine and in Central and Eastern Europe. ✅ Experts discussed the war's impact on the Ukrainian grain and oilseeds sector, revealing supply chain vulnerabilities and investment opportunities. Despite increased costs, Ukraine remains competitive due to its fertile land and skilled labor. Meeting the European Union’s integration terms, especially the EU Green Deal, is key to further investments in the sector. Continuing our EU election briefs and on the occasion of today’s visit by #EU Agriculture Commissioner Wojciech Wojciechowski in #Bulgaria, we dedicate our post to the importance of European farming policy reflected in the Common Agricultural Policy (CAP) - a system of subsidies that accounts for a third of the bloc’s budget. In recent years, the EU has aimed to move towards a more sustainable agricultural model through its Green Deal's ‘Farm to Fork’ Strategy, representing a shift away from direct farmer subsidies and intensive farming practices towards protecting nature, supporting small farmers, and promoting eco-farming. 🚜🌱 This ambitious strategy has sparked significant protests from farmers across many member states, exposing contradictions in Europe’s agricultural policy and increasing social tensions. Some striking statistics have emerged: between 2005 and 2020, the number of farmers decreased by 37% in EU countries, with farms under 5 hectares falling by 4.6 million. Since their introduction in 1963, 80% of CAP direct subsidies have gone to just 20% of farmers, intensifying the concentration of EU farming. As we approach the European elections, the landscape of EU agricultural policy is undergoing significant shifts. The recent relaxation of environmental regulations within the CAP until 2027 highlights the EU's commitment to addressing the concerns of the agricultural sector. This "simplification package" proposed by the European Commission aims to balance environmental goals with agricultural profitability, despite criticism from environmental organizations. 🌾 During his visit to Bulgaria, EU Agriculture Commissioner Wojciech Wojciechowski emphasized Bulgaria's crucial role in EU agriculture and food security. Bulgarian Agriculture Minister Dimitar Tahov presented several proposals to support farmers, including reducing administrative burdens, extending project deadlines, and increasing thresholds for "Ukrainian aid." Tahov also called for a cautious approach to greening measures, suggesting that Green Deal standards should apply to both EU and non-EU countries using the European market.🌱 Wojciechowski discussed two key issues: the Green Deal and the flexibility for member states in implementing agricultural measures. Farmer protests have significantly impacted the political landscape. As the new European Commission navigates a delicate balance between environmental sustainability and agricultural profitability, the next European Parliament will play a crucial role in shaping the future of EU agriculture and solving the dilemma between ‘what is possible’ and ‘what is imperative’. Spain and Bulgaria call on the EU to limit the import of several agricultural products from Ukraine. Minister of Agriculture of Bulgaria Giorgi Takhov said that the EC should ban the import of Ukrainian eggs to Bulgaria. In the first half of 2024, exports reached 2,618 tons, 400% higher than last year. The announced import prices are much lower than the prices of Bulgarian eggs, which puts severe pressure on the domestic market. The protective measures taken so far by the EU have not achieved the expected results. Also, Unión de Uniones, the organization which represents the interests of Spanish farmers, demands that the EC find a solution to counteract the increase in grain imports, especially from Ukraine. The import of Ukrainian grains amounted to almost 8.4 million tons in 2023 and nearly 6.5 million tons in the first half of 2024. "Spain receives more than half of the Ukrainian grain that goes to the EU, and what's more, at increasingly lower prices," the organization points out. Opportunities and challenges for Russia’s agricultural sector Over the past few years, support measures for the agribusiness have ensured Russia's self-sufficiency in key commodities, and the country has confirmed its status as a net exporter of agricultural products for the fourth consecutive year. At the same time, a survey of farmers conducted by experts of the Yakov and Partners’ Agriculture Practice showed that the quality and availability of seeds, undersupply of agricultural machinery, workforce shortages and difficulties in marketing products remain the key challenges. In addition, almost two-thirds of the respondents faced economic problems, in particular, falling selling prices (65%) and rising cost of inputs (53%).
