This is paint by numbers. Setup version control and CI, first. Every push is green, every time. No code goes in without tests. Choose a proper language. Don’t allow any negotiation whatsoever here. It’s the only thing that you really need to force. Nothing dynamic typed is acceptable if you care about code quality. The only thing you need to care about is tests. All kinds of them. Integration. Unit. Acceptance tests. Whole system tests. Performance tests. Data failover tests. Chaos monkey tests. The code itself necessary to pass those tests, assuming you followed step 1 and chose a decent language, is basically not your problem. What you want is those tests to pass every single commit. Everything else will solve itself.

You have to ask yourself how do you measure code quality? There are many tools that scan your code and report potential bugs, corrections to naming conventions, code smells, security risks and even potential performance issues. I like to use them to have a scorecard of the code. Once that is set, you have a way to track changes up or down. You can set objectives and clear goals. In my experience it's better to link a goal with a number. For example, instead of "make the code faster" use "improve average execution time from 30 seconds to 10 or less." While working remote, constant communication is key. As a manager, you need to have clarity on the activities of the team members. Maintain clear deadlines as well.
