Sakoi Masami was appointed director-general of the Office for Covid-19 and Other Emerging Infectious Disease Control Cabinet Secretariat in 2021 and appointed to his current position in July 2023. Various roles he has held at the Ministry of Health since 2005 include director, Health Risk Management Office, Minister’s Secretariat; planning director, Health Insurance Bureau; director, Division of Health for the Elderly; director, Medical Care Planning Division; director, Medical Economics Division; deputy director-general of the ministry, Minister’s Secretariat; and director-general of the Health Policy Bureau. Dr Masami also has experience working with the Hiroshima prefectural government as director-general of the Health and Welfare Department (2006–09).
After joining the Ministry of Health and Welfare in 1992, he visited the US to study at the Harvard School of Public Health and received a master of public health in 1997. He graduated from the University of Tokyo Faculty of Medicine in 1989. Dr Masami has served as a surgical clinician at institutions including the University of Tokyo Hospital and Toranomon Hospital.
Secretary of Health, Philippines
Dr Teodoro “Teddy” J. Herbosa, the 30th Secretary of Health of the Philippines, is a distinguished trauma surgeon and emergency medicine physician renowned both locally and internationally for his expertise in healthcare systems and public health. He earned his medical degree from the University of the Philippines Manila and holds a bachelor’s degree in biology from the University of the Philippines in Diliman. Additionally, he completed an international diploma course in emergency and crisis management from the University of Geneva and pursued postgraduate studies in medicine from the Sackler Faculty of Medicine, Tel Aviv University.
With a career spanning various crucial roles, Secretary Herbosa served as Undersecretary at the Department of Health from 2010 to 2015, where he contributed significantly to initiatives such as the Hospital Accreditation Commission and the modernisation of the Philippine Orthopedics Center. In addition, Secretary Herbosa was instrumental in the passing of the Sin Tax Act which restructured the excise tax on alcohol and tobacco products.
Secretary Herbosa’s impact extends globally through his involvement in international collaborations and roles, including serving on the board of directors for the World Association for Disaster and Emergency Medicine (WADEM) and as a medical consultant/adviser for various organisations. Amidst the challenges posed by the COVID-19 pandemic, he served as a special adviser to the National Task Force Against COVID-19, offering expert guidance and contributing to the formulation of strategies to mitigate the impact of the virus.
A dedicated educator and public servant, Secretary Herbosa has played key roles in academia, including teaching at the UP College of Medicine and the National Defense College of the Philippines. His commitment to advancing healthcare systems and saving lives is exemplified by his involvement in establishing trauma and emergency medicine programs, as well as his contributions to international initiatives such as the WHO safe surgery checklist.
In his multifaceted role as surgeon, educator, and public servant, Secretary Ted Herbosa epitomises a commitment to improving healthcare systems and saving lives, both within the Philippines and beyond.
Group chief health officer, FWD Group
As group chief health officer at FWD Group, Sarah Salvilla leads the company’s business unit that provides comprehensive accident and health insurance. Since assuming this role in 2024, Dr Salvilla is focused on driving innovative partnerships with healthcare providers and industry leaders to deliver customer-led outcomes, utilising the latest developments in health technology and research. She first joined FWD Group in 2021 to lead its group customer and operations team, based in Hong Kong. Prior to joining FWD, Dr Salvilla worked at Bupa from 2011 to 2021 in senior healthcare management roles spanning international markets; she was based in London and Hong Kong.
Dr Salvilla has held various board positions including non-executive director at the Academic Health Science Network in the United Kingdom (2020–23), board director at BEI in Egypt (2018–21) and member of the board of fellows of the Map of Medicine in the United Kingdom (2010–15). Additionally, she served as an external editor for the McGill Journal of Medicine from 2006 to 2007.
Dr Salvilla graduated as a doctor from Imperial College London and began her career as a clinician and surgeon in the United Kingdom’s National Health Service. She later joined the World Health Organisation as a consultant for its safer primary care initiative.
Group chief executive, Zuellig Pharma
John Graham is the group chief executive of Zuellig Pharma, a leading healthcare solutions company dedicated to increasing accessibility in Asia through a full spectrum of world-class distribution, digital and commercial services. Prior to joining Zuellig Pharma, Mr Graham was chief executive of the Invida Group, Singapore; he transformed and executed the sale of the company in 2011 to the Menarini Group. He has also held various global leadership positions in pharmaceutical organisations such as Aventis and Genzyme and has more than 30 years of experience in biotech, pharmaceuticals and healthcare consulting.
Chief executive and managing director, ANDHealth, Australia
Bronwyn Le Grice has over 20 years of executive experience in health technology commercialisation, venture capital, capital raising and industry advocacy. In 2017 she founded ANDHealth, an organisation that supports digital health companies in Australia by providing education, resources, non-dilutive funding and mentorship to help them navigate the complexities of the healthcare industry.
ANDHealth is now one of Australia’s leading health technology commercialisation organisations with companies participating in its flagship ANDHealth+ programme raising $19.70 in new capital and generating $6.70 in new revenues for every dollar invested. ANDHealth manages over $30m in public and private commitments to digital health commercialisation and provides specialist support to a further $100m of funding managed by Brandon Capital.
Ms Le Grice was a member of the National Health and Medical Research Council for the 2021–24 triennium. She is currently a non-executive director of Lumos Diagnostics, alongside a number of other advisory roles.
Chief executive, Siloam Hospitals, Indonesia
Caroline Riady started her career teaching in public school in Illinois, and taught a few years at Pelita Harapan School in Lippo Village, Indonesia. Later, she served as a lecturer at Pelita Harapan Teachers College. In 2012, she became executive director of Siloam Hospitals Kebon Jeruk. Ms Riady leads Siloam Hospitals networks in more than 30 hospitals and clinics. She was appointed vice-president director in 2016. She obtained a bachelor of arts in primary school education from Wheaton College (US) in 2004.

Dean Ho is currently provost’s chair professor and director of the Institute for Digital Medicine (WisDM) at the Yong Loo Lin School of Medicine, director of the N.1 Institute for Health and head of the department of biomedical engineering at the National University of Singapore.
Professor Ho and collaborators manage a portfolio of over ten prospective, interventional human clinical trials. His team successfully developed and validated CURATE.AI, a powerful artificial intelligence platform that personalises human treatment for a broad spectrum of indications ranging from oncology to digital therapeutics and infectious diseases, among others. His team also developed IDentif.AI to optimise combination therapy design against SARS-CoV-2 and to address antimicrobial resistance.
Professor Ho is an elected fellow of the US National Academy of Inventors, the American Association for the Advancement of Science, the American Institute for Medical and Biological Engineering, and the Royal Society of Chemistry. He was also named to the HIMSS Future50 Class of 2021 for his internationally recognised leadership in digital health. He is also a subgroup lead in the World Health Organisation working group for the regulation of AI for health.

Einstein Rojas is a board member of the Philippine Alliance of Patient Organisations. Mr Rojas is also an innovation consultant and an engagement manager of Embiggen Group, based in the US and the Philippines. He is a certified innovation professional by the Global Innovation Management Institute in Cambridge, Massachusetts. He holds a master of science in innovation and business from the Asian Institute of Management and is a recognised innovation coach for college students at the Far Eastern University Institute of Technology Innovation Centre.

Hsien-Hsien Lei is chief executive of the American Chamber of Commerce (AmCham) in Singapore. Dr Lei is also adjunct associate professor at the National University of Singapore Saw Swee Hock School of Public Health, member of the Johns Hopkins University Bloomberg School of Public Health advisory board, vice-president of the Precision Public Health Asia Society, board member of TalenTtrust, member of the United Women Singapore STEM Advisory Panel and board committee member of SATA CommHealth.
Prior to AmCham, Dr Lei was vice-president, medical and scientific affairs, at Medtronic Asia-Pacific, where she was responsible for the Medtronic Innovation Centres in Japan and Korea, training and education, and the company’s health systems transformation strategy in the region. She has extensive experience in scientific affairs, corporate and healthcare communications, advertising, public relations and government affairs.
Dr Lei has lived and worked in the US, Taiwan, Japan, Vietnam and the UK, and is now based in Singapore. She holds a BA (with honours) in human biology from Stanford University and a PhD in epidemiology from the Johns Hopkins University Bloomberg School of Public Health, where she was the recipient of a cardiovascular disease epidemiology training grant from the US National Institutes of Health. Her doctoral thesis explored the genetic epidemiology of end-stage renal disease and type 2 diabetes. She completed her post-doctoral fellowship at National Taiwan University Hospital in the department of internal medicine.

Peter Forbes is group chief digital officer at National University Health System, where he leads digital strategy and transformation. NUHS innovates digital services to provide healthcare powered by automation and AI, which inspires the residents of western Singapore to take ownership of their health. His current work includes the OneNUHS mobile app, population health, CRM, telemedicine, robotic process automation and IT workspace. He has over 20 years of experience working across business, digital and IT functions to deliver value from technology-enabled change. Prior to NUHS Mr Forbes performed consulting roles at Boston Consulting Group and IBM.

Robert JT Morris is chief technology strategist for the Ministry of Health Transformation (MOHT) Singapore and concurrently professor, National University of Singapore Yong Loo Lin School of Medicine. He is also an adviser to the National Research Foundation in the Prime Minister’s Office. His current focus is on application of computer and information sciences, including AI, to transform healthcare.
From 2011 to 2017, Mr Morris led all of IBM Research’s global laboratories, in Australia, Africa, China, India, Japan, Singapore and South America. During 2006–11, he was vice-president of services research at the IBM TJ Watson Research Centre in New York, helping to start IBM’s healthcare and IoT businesses, and earlier vice-president of assets innovation for IBM Global Services. From 1999 to 2004, he was vice-president and director of IBM Almaden Research Centre in Silicon Valley, where innovations such as relational database technology and the disk drive were invented. Earlier he led advanced systems research at TJ Watson Centre, including the Deep Blue chess machine, which defeated world champion Garry Kasparov in 1997. Originally from Australia, Mr Morris began his career at Bell Labs working on early neural networks and the largest packet switch of the era. He has lived in and worked from Asia since 2011.
