I had the opportunity to be interviewed on CABLENOTICIAS about the human rights situation of women, girls, and adolescents in Afghanistan, 1000 days after the Taliban took control. This discussion was crucial to highlight the severe setbacks in human rights under the current regime. Despite international condemnation, the situation for Afghan women and children remains dire. The imposition of restrictive policies has led to a systemic erosion of rights, including education and freedom of movement. Western responses have been largely rhetorical, lacking effective measures to address these violations. This situation invites critical reflection on the role of the global community in protecting human rights. How can international frameworks be strengthened to hold oppressive regimes accountable? The Cooperation Framework Must be Placed at Front and Center in Implementing #ABAS SIDS and their partners need not wait for the finalization of the Monitoring and Evaluation Framework to kick start implementing ABAS. We got to start now! Today I spoke at a side event “After Antigua, working together for SIDS resilience by forging new partnerships: The case and contribution of IAEA Technical Cooperation”, organized by Italy Mission and the IAEA in partnership with Argentina Mission, UNOHRLLS, UNOSSC. I highlighted three key points: First: Start implementing ABAS today. We, the SIDS and our development partners, might be tempted to wait until the Monitoring and Evaluation Framework is developed and finalized to kick start the implementing ABAS. That mindset must change. The M&E Framework, of course, will crystalize the goals and targets that need to be achieved in ABAS. But the document provides a clear and practical set of actions ready to be incorporated into national strategic action plans. That process we should start today. Second: #ABAS should be at the front and center of the Cooperation Framework. The #CooperationFramework (CF) provides overall strategic guidance for the UN development system’s support to the member States. Although the CF usually follows a four-year planning cycle, it nevertheless, is, and should be, a living document. It is, therefore, absolutely necessary that the Cooperation Framework is updated to place ABAS at the very core of UN’s support to the SIDS. Third: Bilateral partners should prioritise ABAS    The objectives and indeed the motivation of bilateral development partners of SIDS might vary. Yet, it is imperative that such partners (including the specific countries, regional and global development banks and institutions) prioritise ABAS as the overall strategic framework for supporting SIDS for the next ten years. #Partnerships are the cornerstone of our collective progress. The #Maldives has greatly benefited from partnerships through both North-South and South-South cooperation. Our journey from poverty to prosperity highlights the power of partnerships. Program evaluation Trumped There has been a lively set of exchanges with Latin American evaluators, following the translation of my 'provocation' about evaluation's response to Trumpism. Thanks Leopoldo Font for that. The reactions have reminded me that we have a lot to learn about public evaluation from Latin America, where open spaces for public dialogue tend to be more...noisy. Evaluation is more often interlaced with public argument - for example, over the status of indigenous communities. Here is Leopoldo reacting: "From a Global South perspective, I’d like to emphasize the critical role evaluation has played in strengthening democratic processes in contexts marked by structural inequalities and fragile institutions. In Latin America, for example, evaluation has often served as a space for public deliberation and as a bridge between policies and the voices of historically marginalized populations." I think we can rarely say this of experience in the UK and, in recent years, in the USA - perhaps across Europe. It was not true of the USA where once, for example, evaluations of federal programs like FOLLOW THROUGH and DARE sparked often furious debate. Charles Murray's evaluation work of public welfare, and his use of 'The Bell Curve' featured prominently in arguments about how we value social security. So hot were the debates that it was necessary to commission meta-evaluations to help regulate claims to public truths - meta-evaluations like those by House of FOLLOW THROUGH and PUSH-Excel, and Stake's of Charles Murray's evaluation of the Cities-in-Schools program. To a large extent these gave rise to Gene Glass's NATIONAL EDUCATION POLICY CENTRE which plays a role similar to the PUBLIC OBSERVATORIES in Ecuador and other LA countries: as a validity mediator between citizen and the policy community. In Costa Rica and other countries, every year sees an aggregate evaluation report ESTADO DE LA NACIÓN (State of the Nation) disseminated in workshops and public meetings. Spain stunningly spawned the 15-M movement and its political off-shoots as a vigorous effort to create spaces for citizen dialogues about austerity policies. 15-M spent a great deal of time and effort working out how to deal with what counted as valid knowledge in the debates, and how to promote its argumentation. But these are, as it were, times gone by, though still thriving in Latin America. Perhaps those spaces in Europe and the USA are more (more effectively??) used by ideological groups on the Right. How, then, do we recover this ground? What can we learn from Latin America where, so often, evaluation has helped create and colonise spaces for argument? Assuming that, in the years to come, we evaluators still find acceptable commissions, how do we extend the reach of our reporting and our knowledge to create and protect those spaces? Can you imagine an evaluation team setting up a stall in a shopping mall advertising and distributing leaflets of their insights?

We are pleased to announce that Dr. Juanita Roca-Sanchez, who completed her doctorate at CEDLA (University of Amsterdam), has published a new book titled: Bolivia and the Making of the Global Indigenous Movement Anthropology, Development and Transnationalism This book investigates how western anthropological trends, development discourse and transnational activism came to create and define the global indigenous movement. Using Bolivia as a case study, the author demonstrates through a historical research, how international ideas of what it means and does not mean to be indigenous have played out at the national level. Tracing these trends from pre-revolutionary Bolivia, the Inter-American indigenismo in the 1940s up to Evo Morales’ downfall, the book reflects on Bolivia’s national-level policy discourse and constitutional changes, but also asks to what extent these principles have been transmitted to the country’s grassroots organisations and movements such as “Indianismo”, “Katarismo”, “CSUTCB” and “CIDOB”. Overall, the book argues that indigeneity can only be adequately understood, as a longue durée anthropological, political, and legal construction, crafted within broader geopolitical contexts. Within this context, the classical dichotomy between “indigenous” and “whites” should be challenged, in favour of a more nuanced understanding of plural indigeneities. We are pleased to announce the launch of the Declaration of Commitment to Collective Action on Women and Elections in Mozambique. This pivotal Declaration, drafted by 30 women's led organizations, with the support of the UNDP Democracy and Elections project and UN Women, was recently presented and is aimed at political party leaders, electoral management bodies, and civil society. The Declaration promotes collective action to ensure the inclusion of women in the electoral process as candidates, observers, voters, party agents, and polling staff. This initiative is crucial in ensuring that women’s perspectives and participation are integral to the upcoming General Elections on 9 October.
