The Nextier Group published the article of Dr. Ayodeji Stephen on Energizing Rural Africa: Harnessing Off-Grid and Microgrid Solutions for Sustainable Development Numerous obstacles to energy availability exist in rural Africa, mostly because of poor infrastructure, scarce financial resources, and remote location. The inability of rural communities to maintain a dependable energy infrastructure and maintain grid coverage limits access to contemporary energy services, such as heating, cooking, lighting, and productive uses of power. Furthermore, traditional biomass sources like firewood and charcoal, which present health concerns and contribute to deforestation and environmental degradation, are the only sources of biomass available to rural communities in many cases due to a lack of access to clean cooking fuels. Policymakers and funders are being urged to invest in training a workforce to serve the industries of the future A greener economy could bring millions of jobs to some of the largest countries in Africa, according to a new report. Research by the development agency FSD Africa and the impact advisory firm Shortlist predicts that 3.3 million jobs could be generated across the continent continent by 2030. Forecasting Green Jobs in Africa predicts that 60% of the roles, mainly in the renewable energy sector, will be skilled or white collar positions that can “spur the growth of the middle class in countries with high-growth sectors” such as renewable energy, e-mobility, construction and manufacturing. The report was based on forecasts from five countries – the Democratic Republic of the Congo, Ethiopia, Kenya, Nigeria and South Africa – that the study says will see more than a fifth of the jobs expected from the green transition over the next six years. About 10% of the jobs created will demand university degrees, 30% will be “specialised” work that requires certification or vocational training, and 20% administrative. Unskilled labour will be more stable, with opportunities for upward mobility, the study predicts. “This is the first public report that takes seriously the notion that human capital and talent is important as an input to green economic growth, and as a positive outcome – in the form of millions of new, direct jobs,” says Paul Breloff, CEO of Shortlist.

Drawing from Nextier's work with Enugu, Anambra, and Katsina states—where it supported policy design and the establishment of the Enugu State Electricity Regulatory Commission—this edition provides actionable insights for state-level energy reforms. The push for sustainable and efficient energy systems has led states to consider establishing State Electricity Markets (SEMs). Unlike the National Electricity Market, which centralises generation and distribution through a national grid, SEMs operate within states, localising generation, transmission, and distribution under the 1999 Nigerian Constitution (as amended). SEMs foster competition among electricity suppliers, allowing consumers to choose providers based on price and service. Historically, electricity markets began as monopolies but shifted to competitive models by the late 20th century, with states like California and Texas leading deregulation in the 1990s. These efforts promoted private investment and modernised electricity infrastructure. In Nigeria, the electricity sector has long faced challenges like inadequate supply, frequent outages, and outdated infrastructure. Efforts to reform the sector began with the Electric Power Sector Reform Act 2005, privatizing the state-owned Power Holding Company of Nigeria. Persistent issues led to the Electricity Act 2023, granting states greater control over their markets. This Act decentralises power generation and supply, reshaping Nigeria's electricity landscape and addressing longstanding inefficiencies. Market design is a fundamental component of establishing a successful electricity market. It serves as the framework that dictates how electricity is generated, distributed, and consumed within the state. A well-structured market design will ensure competition, reliability, and effective integration of renewable energy sources. It encompasses the systematic arrangement of rules, institutions, and mechanisms that govern the operations of an electricity market.
