In my experience it always helps to go from the end to the beginning. In this case, define what the Organization goals are. And zoom in to what your department does to contribute to that goal. And then what your program does to contribute to the department's goal. It becomes easy to understand and align incentives once each player recognizes their contribution to the overall game.

Most important is to decide properly calibrated objectives at Strategic management level of Business organisation. A tangible Objective breakdown structure (OBS) to be developed to go to the program & project levels, with measurable results, KPIs. Reverse audit to be done from Program to Strategic levels to ascertain its efficacy. OBS should be easy to learn, measure, adopt & implement at all levels, especially Project level also, where we get output or tangible results. If those results are superimposed at Program level & planned vs actuals match, then your exercise is correct. Post program analysis is important to take lessons learned to them in future.

I agree with @Thahitha Vani's three step process and would add that programs usually struggle to align their objectives with organisational strategy because the organisational strategy is either not clearly defined or clearly communicated. It is the responsibility of the senior executives to clearly define and communicate the organisational strategy. This way program teams are clear as to what they need to align to and why. The program team can therefore continuously challenge itself during delivery if the work they are doing is contributing to the overall strategy and demonstrate this ultimately to the organisation through regular reporting and program outcomes in the business.
