*JOB DESCRIPTION*
*POSITION:* Property and Procurement Officer
*LOCATION:* Property & Procurement Office at Tribal Office
*SALARY:* Negotiable, depending on qualifications
*SUPERVISOR(S):* Finance Manager
*THIS IS A REGULAR FULL-TIME NON-EXEMPT POSITION*
*JOB SUMMARY:* Direct the operations of the Property & Procurement Office to ensure that materials and services are obtained in an effective manner and in compliances with the provisions of applicable federal, state and local statutes and executive orders.
*DUTIES AND RESPONSIBILITIES:* Under the supervision of the Tribal Finance Manager, ensure the Property & Procurement Office processes requisitions, produces purchase orders, and maintains inventory of Tribal property in accordance with the Red Cliff Property Management & Procurement System Manual and Federal/State/Local regulations and with General Accepted Accounting Principles (GAAP).
* Supervise activities of Property and Procurement Specialist.
* Ensure implementation and compliance of the Red Cliff Property Management & Procurement System Manual.
* Complete revisions to the Red Cliff Property & Procurement Manual as needed to ensure compliance with state, federal, and local regulations as well as GAAP.
* Compiles approved requisitions and supporting documentation to prepare purchase orders as required by Tribal Property & Procurement Policies.
* Consults catalogs as well as interviews suppliers to obtain prices.
* Prepares invitation-to-bid forms to vendors and/or for public posting.
* Compare prices, specifications, and delivery dates and award contracts to bidders, place orders with suppliers.
* Prepares purchase order in SAGE Fund Accounting Software and distributes as needed, including a copy to originating requestor.
* Verify bills from suppliers with quoted prices and specifications; submit to accounts payable for processing.
* Develop and implement the Fixed Asset Module in the SAGE Fund Accounting Software.
* Maintain inventory of all Tribal assets deemed to be controlled or sensitive in nature by criteria defined in Red Cliff Property Management and Procurement System Manual.
* Ensures that all Tribal assets are insured with appropriate levels of property insurance coverage.
* Establish preferred vendor list by conducting price comparisons of frequently purchased items, considering other criteria determined by policies.
* Oversee the purchase and inventory of in-house office and other supplies.
* Ensure compliance with the Red Cliff Property & Procurement Manual, including Authorization and Purchasing Limits, Standards of Conduct, Competition, and Nondiscrimination Policies.
* Direct shipping and receiving activities of all Tribal business-related property and supplies through the development and implementation of related policies and procedures.

*KNOWLEDGE: *Must have knowledge of Generally Accepted Accounting Principles.
Must have an advanced knowledge of computers and be proficient in Microsoft Office Excel, Word and Access.
Knowledgeable of Native American Tribes and the uniqueness of the Red Cliff Community.
*QUALIFICATIONS:* * High school diploma, HSED or GED required.
* Associate Degree in Accounting/related field *OR* two (2) years bookkeeping, property and procurement clerk experience or a combination of education and experience.
* Must be proficient in Microsoft Excel, Word, and Access.
* Should have working knowledge of auto, property and general liability insurance.
* Must have considerable working knowledge & experience with computers.
* Must exhibit good communication skills, oral and written.
* Must be able to operate standard office equipment.
* Must be able to be placed on the Tribe’s drivers list.
* Must be able to communicate effectively with a variety of people.
* Must have a valid driver’s license, vehicle and appropriate vehicle coverage and maintain driver’s eligibility as a condition of employment.
Be eligible to be put on the tribe’s vehicle insurance policy.
*PERSONAL CONTACTS:* Person will have daily contact with Tribal Department and Program staff along with vendors.
*PHYSICAL REQUIREMENTS:* Position is mainly sitting with some walking, stooping, and bending required.
Must be able to lift up to 50 pounds.
*WORK ENVIRONMENT:* Property & Procurement Office is located in the lower level of the Red Cliff Tribal Office.
All buildings are smoke free.
*TRAVEL REQUIREMENTS:* Person will be required to attend trainings or meetings locally or out of town area.
