V. verurteilt die Blockade auf dem Flughafen Frankfurt heute am frühen Morgen auf das Schärfste. Mindestens 140 Flüge mussten bisher schon annulliert werden. Bereits gestern hatten Mitglieder der sogenannten Letzten Generation auch den Flughafen Köln/Bonn blockiert.   Der Hauptgeschäftsführer des BDL, Dr. Joachim Lang, kritisiert: „Solche Blockaden sprengen die Grenzen des erlaubten Protests deutlich und stellen eine Gefahr für die öffentliche Sicherheit dar. Sie hindern überdies mitten in der Ferienzeit Menschen daran, ihren wohlverdienten Jahresurlaub anzutreten. Es ist deshalb mehr als überfällig, dass der Staat jetzt ein deutliches Stopp-Schild aufstellt, um solche Aktionen künftig möglichst zu unterbinden und zumindest mit harten Strafen zu belegen. Die derzeit geplante Strafbewehrung, die in der neuen Fassung des Luftsicherheitsgesetzes vorgesehen ist, sendet ein wichtiges Signal. Wir erwarten jetzt, dass das Gesetz so schnell wie möglich im parlamentarischen Verfahren verabschiedet wird.“   Die „Letzte Generation“ hat bereits weitere Aktionen angekündigt. „Wir begrüßen deshalb die Ankündigung der Bundespolizei, ihre Sicherheitsmaßnahmen an den großen deutschen Flughäfen zu verstärken“, so Dr. Joachim Lang.   Der BDL fordert überdies, dass der Rechtsstaat gegenüber Klimaklebern schneller und entschiedener handelt. Denn nirgendwo sind die Auswirkungen der Aktionen der „Letzten Generation“ so gravierend wie in Deutschland.   Der BDL-Hauptgeschäftsführer: „Es ist ärgerlich, dass zivilrechtliche Verfahren zu Schadensersatz für die Flughäfen und Airlines keine abschreckende Wirkung erzielen können, nicht zuletzt, weil sie lange anhängig sind. Häufig sind Wiederholungstäter am Werk, die der Polizei bereits aus Hamburg, Berlin, Düsseldorf oder München bekannt sind. Hier stellt sich die Frage, ob die kleine Szene der ‚Letzten Generation‘ nicht im Vorfeld enger beobachtet werden kann.“   Es ist zu begrüßen, dass verstärkt überprüft wird, die „Letzte Generation“ als kriminelle Vereinigung einzustufen. In Bayern gibt es den Anfangsverdacht auf Bildung einer kriminellen Vereinigung. Das Landgericht München hatte im November 2023 hervorgehoben, dass Straftaten kein Mittel der freiheitlichen, demokratischen, rechtsstaatlichen Diskussion seien, sondern Ausdruck krimineller Energie. Auch das Instrument des präventiven Unterbindungsgewahrsams könnte zur Verhinderung solcher Blockadeaktionen stärker Anwendung finden.

Background: In case the air defence system would become relevant, i.e. when another member state would be attacked, then neutral Switzerland will be legally required by the international law on neutrality to suspend all military cooperation. The agreement allows such suspension, but questions arise about how easy it would be to suspend and to what extent the cooperation creates "faits accomplis" and is worth pursuing. Assessments of the requirement to suspend (and the associated opportunity costs or benefits of the participation in this initiative) vary widely politically. What is clear: if one favours continued cooperation in case of international armed conflict, an open and honest debate about giving up neutrality would be needed. Getting rid of neutrality is legally possible for 🇨🇭, but only after due notification and most probably a change of the Federal Constitution. Having it both ways (being neutral but retain all flexibility in military cooperation when another state is attacked), however, is legally not possible. A frigate does not change the balance of power - not even if it is accompanied by a 20,000-ton supply ship. Nevertheless, it would be wrong to dismiss the voyage of the “Baden-Württemberg” and the “Frankfurt am Main” through the Taiwan Strait as a pitiful attempt by a middle power to show off to a great power on the other side of the world. After all, the voyage of the two German navy ships is an important - and correct - sign that Germany is committed to upholding international law. This is what I wrote in an opinion piece in NZZ on yesterday’s Taiwan Strait Passage by two German warships. Bejing declares huge sea areas to be “waters under Chinese jurisdiction”. What this means remains unclear - the term is not defined. What is clear, however, is that Beijing is claiming that might is right and tries to keep all other countries out of these waters. China's attempt to arbitrarily subject waters to its “jurisdiction” must be stopped. This is only possible if countries that value international law take a firm stand. Declarations and policy documents are not enough - a physical presence in the relevant waters is needed. Voyages with warships are therefore indispensable. #Exportkontrolle Das Bureau of Industry and Security (#BIS) hat 37 chinesische Unternehmen in die Entity List der Export Administration Regulations (#EAR) aufgenommen, um die nationale Sicherheit und aussenpolitische Interessen der USA zu schützen. Laut Mitteilung des BIS wurden folgende Unternehmen hinzugefügt: - 22 Institute und Unternehmen aufgrund ihrer Beteiligung an Chinas Quanten-Technologie und dem Erwerb von Produkten mit US-Ursprung für militärische Anwendungen, die eine erhebliche Bedrohung für die US-Sicherheit darstellen. Einige dieser Einrichtungen sind auch mit Fortschritten in Chinas Nuklearprogrammen verbunden oder waren an der Lieferung von kontrollierten Gütern an Russland nach dessen Einmarsch in die Ukraine im Februar 2022 beteiligt. - 4 Einrichtungen aufgrund des Erwerbs von Produkten mit US-Ursprung für unbemannte Luftfahrtsysteme des chinesischen Militärs. - 11 Einrichtungen aufgrund ihrer Beteiligung am chinesischen Höhenballonprogramm, das erhebliche Sicherheitsbedenken hervorruft.
