COVID RESPONSE REVIEW MISSES SYSTEMATIC COORDINATION POINT The long-awaited review of the government's response to COVID-19 provides an opportunity to reflect on what was, what could have been, and what needs to be in future. Those involved in the response at all levels should be proud of what they achieved, which was the most effective nationwide response on the planet. Disappointing though, but not at all surprising to see that the review has perpetuated to the false-fixed narrative that New Zealand's Coordinated Incident Management System (CIMS) was not fit for purpose for an emergency of this type, is a tool used in CDEM emergencies only, that it was not applied in the COVID response, and apparently that it has no place in future responses of this sort. Many of the findings of the review point to a lack of consistent, inclusive response intelligence, particularly strategic intelligence, comprehensive consequence analysis, strategic all-agencies planning, operational coordination, strategic communications, community wellbeing, and systems to support them. All of this is provided for in the 2019 version of CIMS to an extent that the national-level response would have benefitted from significantly. That senior officials training systematically avoids knowledge of and competence in CIMS, even its more inclusive, significantly more mature Version 3, is something that should have been noted. CIMS is in fact the system used by Public Health for all emergency situations, as incorporated into the National Health Emergency Plan and National Pandemic Influenza Plan. The review suggests otherwise. The reliance of short-term "insights" in the COVID response, rather than more inclusive "intelligence", tangibly limited the ability of those involved get ahead of the natural tempo of the emergency and miss opportunities to develop and consider the pros, cons, and risks of options otherwise available. More emphasis of the constant underfunding and the Health Emergency Management Unit and suspension of the National Pandemic Exercise Programme from 2009 to 2017, and impact of this on national capability should have been included. A matter of considerable concern today as the nation's public health capabilities are yet again being stripped bare by a government lacking an appreciation of the consequences of their actions. The announcement of the review and defunding of Public Health NZ in the same week should be ringing alarm bells everywhere. At the very least we need to factor substantially reduced Public Health capacity into our risk assessments, planning, and capability development. Meanwhile the CIMS review, about to commence, needs to move the system to a level of capability and mandate to be able to be the flexibly applied, unified, community-focused basis for all future emergencies, including the next pandemic. https://lnkd.in/gNavbucV

❗ BREAKING NEWS! ❗ The Department of Health and Human Services (HHS) has extended the Public Readiness and Emergency Preparedness (PREP) Act Declaration for Medical Countermeasures Against COVID-19 until December 31, 2029. This extension continues liability immunity for the manufacture, distribution, administration, and use of specific medical countermeasures related to COVID-19. The amendment is effective as of January 1, 2025. Key Details: -Extension Period: The PREP Act Declaration now extends through December 31, 2029. -Effective Date: The amendment takes effect on January 1, 2025. -Scope: Provides liability immunity to covered persons against claims of loss related to the administration or use of designated medical countermeasures, except in cases of willful misconduct; and Authorizes state licensed pharmacists to order and administer certain vaccines and point-of-care tests and authorizes pharmacy interns and qualified pharmacy technicians to administer certain vaccines and point-of-care tests, when specified requirements are met. -Reason for Extension: Despite the public health emergency for COVID-19 ending, HHS has determined there remains a credible risk that COVID-19 may again pose a public health emergency in the future. This extension aims to prepare for and mitigate that risk.
