The International Tax Compact (ITC) aims at enhancing domestic revenue mobilisation (DRM) by promoting fair, efficient and transparent tax systems for sustainable development in partner countries. It fosters networking, peer learning and capacity development bringing together a large number of stakeholders – policymakers as well as representatives from academia, civil society organisations and the private sector working in the field of taxation and development. The International Tax Compact hosts the secretariats of three international initiatives: the Addis Tax Initiative (www.addistaxinitiative.net), the Network of Tax Organisations (www.nto.tax) and the DRM Innovation Fund (www.drm-innovation.fund). The German Federal Ministry for Economic Cooperation and Development (BMZ) launched the platform in 2009 and commissioned Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) to host the ITC Secretariat. It is co-funded by the European Union (EU) since 2022.

Ce programme d'une durée de 6 mois, destiné à renforcer les compétences en leadership des femmes du CREDAF, à créer un réseau de femmes au sein des administrations fiscales francophones et à contribuer à l'amélioration de l'équité et de l'efficacité des systèmes fiscaux donnera l'opportunité à nos 65 femmes sélectionnées de suivre des cours spécialisés, de bénéficier de mentorat personnalisé et d'échanger les meilleures pratiques avec leurs pairs. 🚀 CREDAF, in collaboration with the Secretariat of the Network of Tax Organisations #NTO, has launched its Women in Tax Network and Pilot Mentorship Programme, an initiative that aims to empower #women to take on #leadership roles in tax administrations as well as inspire young women to join the field. The programme brings together over 60 participants — tax professionals at entry, mid, and senior levels — from CREDAF member #tax administrations. Earlier this week, on 17 December, the programme hosted its orientation session. Opened by catherine Lemesle (CREDAF) and Stefanie Rauscher (NTO Secretariat), the session outlined the six-month programme’s objectives, structure, and support mechanisms, highlighting the importance of #mentorship and goal-setting as keys to leadership success. 🏁 The NTO-IBFD training course 'Using Beneficial Ownership transparency for tax collection' successfully concluded last week after four engaging modules and eight live sessions. The ATI Tax Gap Community of Interest held its second quarterly meeting on 4 December, focusing on innovative methodologies and collaborative efforts to address #tax revenue shortfalls. The session featured case studies from Kenya and Uganda, as well as global perspectives 🌏 Highlights included: 🔹Kenya's approach to CIT gap estimation: Naomi Kirimi, from KRA(KENYA REVENUE AUTHORITY), shared insights on using the top-down methodology to identify compliance gaps in key sectors. 🔹Uganda's #taxgap analysis: Maria Jouste, from UNU-WIDER - United Nations University World Institute for Development Economics Research, presented a bottom-up approach leveraging tax return and audit #data for sectoral gap estimates. 🔹Søren Pedersen, from the International Monetary Fund, demonstrated how the Heckman model corrects sample selection bias in audit data. 🔹Global perspective: Bojan Nastav, from UN Trade and Development (UNCTAD), explored illicit financial flows (IFFs) linked to #profitshifting by multinational enterprises (MNEs). 📅 Next meeting of the CoI is scheduled for March 2025. 📅 On 28 November, the Pacific Islands Tax Administrators Association hosted the orientation session for its Women in Tax Pilot Mentorship Programme, an initiative launched in collaboration with the Secretariat of the Network of Tax Organisations #NTO aimed at establishing a network of women tax professionals in the Pacific Region. 26 women — at entry, mid, and senior levels — from 12 PITAA member tax administrations were selected to take part in the first cohort of this initiative. During the session, representatives from the Secretariats of #PITAA and the NTO introduced the goals, timelines, and formats of the six-month programme. The discussion included participants’ expectations, the Code of Conduct, and the various support and resources available throughout the programme period. The #WomeninTax Network and its Pilot Mentorship Programme for the Pacific Region was officially launched during PITAA's September Annual Heads Meeting together with the NTO Secretariat. The programme is designed to empower more #women to take on #leadership positions within member #tax administrations and to attract young women to the field of taxation. The first monthly webinar for Programme participants is scheduled for 12 December 2024. This marks an important step toward strengthening diversity and leadership in #taxadministration across PITAA member countries.
