Building on the milestones like the Aalborg Commitments (2004) introducing local targets, the Basque Declaration (2016) promoting systemic change, and the Mannheim Message (2020) calling for Local Green Deals, the Aalborg Conditions lay out the framework needed to implement this sustainable transformation! "We need a common voice because many of the challenges we face are the same as in other cities. We have to act in the short-term but make a better framework for long-term planning and the Aalborg Conditions speak to that," notes Lasse Frimand Jensen, Mayor of Aalborg and Vice President of ICLEI Europe. Wolfgang Teubner Regional Director, ICLEI Europe adds, "The Aalborg Conditions mark a pivotal moment in Europe's sustainable cities movement, reflecting 30 years of progress. In order to implement their advanced transformative action plans, cities need the right framework conditions. By advancing Shared Governance, Integrated Finance, and a Cohesive Transition, we ask for a way forward that empowers local governments to lead the democratic transformation towards a climate-neutral, equitable, and resilient Europe." Cities like #ICLEIMember Wrocław 🇵🇱 are demonstrating that preparation 📒, innovation 💡 and collaboration 🤝 are the keys to resilience. In a recent article with Open Access Government, Jakub Mazur, Deputy Mayor of Wroclaw [Wroclove] and Member of ICLEI Europe’s Regional Executive Committee, shared how the city is shaping its first-ever urban food policy. This initiative aligns with the EU’s Farm to Fork strategy and reflects Wrocław’s broader goal: ensuring food security and equitable access to healthy, sustainable food – especially in moments of crisis. Wrocław’s approach mirrors the principles outlined in the Aalborg Conditions: ✅ Local governments need the enabling conditions to advance policies that lead to a climate-neutral, just, and resilient Europe. ✅ Partnerships across cities, regions, and EU frameworks are crucial to building sustainable food systems. As Mazur emphasises, "Food security is not a challenge that can be solved in isolation, which is why partnerships that involve strong cross-city cooperation, and efforts to bring food to the forefront of the policy arena, are valued at all levels." As Poland prepares to hold the Presidency of the Council of the European Union starting in January 2025, the moment is ripe for cities like Wrocław to amplify their leadership. 🌍 Local Governments are at the core of #SocialClimateFund success! 🌟 The EU’s €86 billion Social Climate Fund aims to protect vulnerable households – but there’s a hitch: municipalities are being left out of the conversation. Why does this matter? #Localgovernments have deep insights into their communities and are uniquely positioned to craft impactful, targeted solutions. Without their involvement, the fund risks missing its mark. We as part of the Local Alliance, which represent 8 major European local government networks, is urging the national level to actively involve local authorities. Together, we can ensure the fund delivers meaningful support to those who need it most. 📢 Let’s prioritise collaboration and multilevel governance to make this vision a reality. #JustTransition 🌱 Energy Cities Eurocities Climate Alliance ICLEI Europe ACR+ | Association of Cities and Regions for sustainable Resource management POLIS Network Council of European Municipalities and Regions (CEMR)

Local Governments are Key to the #SocialClimateFund's Success! The €86 billion EU Social Climate Fund aims to support vulnerable households, but a new report reveals a concerning trend: lack of consultation with local governments. Local governments possess invaluable expertise and understanding of their communities' unique needs. They are best equipped to tailor measures that effectively support those most vulnerable. The national governments must ensure an active engagement of local authorities to guarantee that the Social Climate Fund reaches those who need it most. The Local Alliance, a coalition of 8 major European local government networks, is raising the alarm.
