In Mexico, about three out of 10 Mexicans with internet access use the network to interact with the government. Data from the Inegi National Survey on the Availability and Use of Information Technologies in Households (ENDUTIH) reveal that in 2019 35.4 percent of Mexicans communicated with the government through the internet. “OECD proposes to review public policies for SME’s •The recommendations focus on initiatives to provide access to financing and simplify processes” El ECONOMISTA Jul 17, 2024 Andrea Salvador Pérez “ SMEs can boost their development. • In Mexico, it is necessary to give greater impetus to the ecosystem. 57% of SMEs in the country are unaware of public business support programs. Small and medium-sized enterprises (SMEs) in the country are one of the main engines of the economy, representing 99.8% of companies and generate 52% of the Gross Domestic Product, according to data from the National Institute of Statistics and Geography (Inegi).” ….. ….. “ OECD recommendations The OECD expects that in the next six-year the initiatives focused on SMEs will be reviewed and changes will be made in the public policies that impact these businesses, since 57% are unaware of public business support programs, according to Asem. ….. • Simplification of processes. The OECD points out that despite the fact that in Mexico there are initiatives to formalize companies, there are still challenges. For example; you have a good score in e-government, with a rating of 4.7, out of a total of five points, as well as the registration of companies with 3.9, but the ease of declaring taxes is 2.9, which represents difficulty in administrative and accounting processes in SMEs. ….. • Access to financing. 23% of companies fail due to problems in obtaining financing, according to Asem data; however, in Mexico there are no accompanying programs for entrepreneurs whose projects did not work and went bankrupt. Due to the difficulty in accessing financing, the OECD advises promoting an independent section or securities market for SMEs, as well as allowing institutions to accept movable assets as collateral throughout the financial system. ….. • Innovation and technology. One of the advantages that Mexico has is the large number of incubators, accelerators, science and technology parks, technology transfer offices and innovation centers. But programs and financial aid for the innovation of small businesses are scarce, which delays technological advances. LACNet & the Government Blockchain Association teams up to provide #Blockchain Maturity Model Assessments in Latin America and the Caribbean. LACNet, an organization established to orchestrate the #LACChain blockchain networks in Latin America and the Caribbean. The Inter-American Development Bank (IDB), through its innovation laboratory, IDB Lab, initiated the LACChain program in 2019 to develop a blockchain ecosystem in the region. LACNet was created as an independent entity to manage and operate the blockchain networks developed under the LACChain framework. This collaboration allows LACNet to provide a secure and decentralized environment for enterprises, governments, NGOs, and startups to develop innovative projects in accordance with regulations. And today, LACNET is a Government Blockchain Association BMM Business Associate. In this capacity, they will be offering Blockchain Maturity Model Assessments to organizations around the world. In the second quarter of 2024 and with seasonally adjusted figures, GDP increased 0.2% at a quarterly rate, in real terms. By component and with series adjusted for seasonality, in the reference period, the behavior was as follows: the GDP of secondary activities grew 0.3% and that of tertiary activities, 0.1 percent. The GDP of primary activities fell 0.2% compared to the previous quarter. At an annual rate and with seasonally adjusted series, GDP increased 1.0% in real terms, in the second quarter of 2024. The tertiary activities advanced by 1.5% and the Secondary, 0.4 percent. The GDP of the primaries fell by 2.5 percent. Por considerarlo de interés para exportadores colombianos de productos clasificados en las PA del HTS (Nomenclatura de Estados Unidos), 3301295142 - 3301295150 - 9403409040 - 9403409060 and 9403409080, comparto esta publicación del APHIS (Animal and Plant Health Inspection Service, por su sigla en inglés): On May 31, 2024, the U. S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) published a notice in the Federal Register regarding the implementation of Lacey Act Provisions. The notice listed the Phase VII implementation schedule for the 250 Harmonized Tariff Schedule (HTS) codes for plants and plant products that will require a Lacey Act Import Declaration on December 1, 2024. APHIS accepted public comments until July 30, 2024. Based on stakeholder feedback from the May 31, 2024, Federal Register Notice, we are making the following clarifications: Regarding implementing HTS codes in Chapter 33 that cover essential oils. A company identified HTS code 3301295142 (essential oil of vetiver) as a common cultivar product that should not be on the implementation schedule and should be exempt from the Lacey Act. APHIS agrees and will not implement the HTS code 3301295142 as part of Phase VII. Other companies expressed concern about HTS code 3301295150 (other essential oils) because it contains many different species in the broad category of 'other'. The commenter asked for an additional 12-month extension beyond December 1, 2024. APHIS did not agree with the commenter's extension request and a Lacey Act Import Declaration will be required on December 1, 2024, for HTS code 3301295150. APHIS responded to industry's concern about HTS code 3301295150 (as part of Phase VI) in 2020 and delayed the declaration requirement to allow industry to prepare. It has been 4 years since APHIS agreed to postpone declaration requirements and during that time they have engaged in almost 24 months of targeted outreach for Phase VII. The Lacey Act Program team does not believe an extension is needed. Regarding omission of HTS codes in Chapter 94 that cover furniture. A letter from a group of non-governmental organizations brought to APHIS' attention that HTS codes 9403409040, 9403409060, and 9403409080 (from the furniture chapter) were omitted from the Phase VII list. APHIS will correct the oversight and publish a Federal Register notice with these codes and provide a 6-month waiting period before implementation.

📉 Colombia: A Decade in Learning Poverty The current state of education in Colombia is alarming. Students are graduating without the necessary tools to continue their education or enter the labor market effectively. This highlights a critical issue: the quality of education across the country, with significant disparities between urban and rural areas. The challenges extend beyond the classroom: poverty, safe environments, and student engagement are all factors that need urgent attention. Until we have a quality education system, above average, whether public or private, both being excellent and of high quality, no peace agreement on paper will serve us. Peace is built with quality education, education that teaches us to live in society, to build a dignified country understanding that corruption is the worst infection for a country like ours. Only when new generations feel motivated and experience how education opens opportunities for them to escape poverty and create a life of their dreams, can we achieve true peace. I truly wish and hope that education will be 100% a priority for an upcoming president. Some key pillars often discussed within this vision include: Renewable Energy Leadership: Chile has immense potential in solar, wind, and geothermal energy. The Atacama Desert, for example, has some of the highest solar radiation levels in the world, making it a hub for solar energy projects. Digital Transformation: The push for technological innovation, digital infrastructure, and the integration of new technologies like AI, IoT, and blockchain across industries. This would improve productivity and create new opportunities, especially in sectors like mining, agriculture, and services. Education and Innovation: Strengthening education, particularly in science, technology, engineering, and mathematics (STEM), is crucial for the future. There's a growing focus on developing a culture of research, entrepreneurship, and innovation. 🇲🇽 Claudia #Sheinbaum, the president-elect of Mexico, has decided to delay the appointments of the heads of the Secretariat of National Defense (#SEDENA) and the Secretariat of the Navy (#SEMAR) until just days before taking office on October 1. She stated that these appointments would be announced in late September, as is customary. These designations are crucial in the fight against #Cartels, given the vital role these institutions play in safeguarding the Mexican state and supporting public security efforts, especially where other institutions have been overwhelmed by #organized #crime. No announcements have been made for the heads of the National Guard or the Intelligence Center either. The Armed Forces are central to the #legitimacy of the sitting president, in this case, Andrés Manuel López Obrador #AMLO. These institutions are tasked with ensuring Mexico's sovereignty, territorial integrity, independence, and internal security. The National Administrative Department of Statistics - DANE Colombia presented the results of the 7th round of the Migration Pulse Survey funded by the Inter-American Development Bank. Some findings from the survey: About 2.8 Venezuelan migrants settled in Colombia, 80% want to remain in Colombia, 41% migrated irregularly, 25% struggle to engage in the labor market, and 60% face multiple hurdles to accessing health care due to the lack of proper ID and documentation; 30% of Venezuelan migrants have felt discriminated against, most of them in public spaces. These findings underscore the urgent need for policy changes to address these issues.
