Of all the patently false and ridiculous articles written this month about the obscure IANA transition which has become an issue of leverage in the partisan debate over funding the USG via a Continuing Resolution, this nonsense by Theresa Payton is the most egregiously false and outlandish. As such, it demands a critical, nearly line by line response. more
In the latest development from the World Conference on International Telecommunications, a new "compromise proposal" has been leaked to wcitleaks.org. This proposal is certainly no compromise, as it not only is a bald faced power grab by the sponsors (Russia, UAE, China, Saudi Arabia, Algeria, Sudan at this point), but shows a stunning lack of comprehension of how the Internet works and how it is currently governed. It also shows that the coalition of Civil Society groups and private sector organisations that have focused on WCIT have been correct all along. more
Amongst all of the media pieces in the run up to WCIT-12 next week, few have been as counterfactual as that appearing on the website of the National Journal. The editor, Jean-Christophe Nothias clearly has very little knowledge of how Internet economics or governance works, making such uninformed statements such as "Critically, the connections between the approximately 40,000 autonomous servers at a global level are ruled by contractual agreements between operating agencies." more
In the run up to the WCIT negotiations in December, the most talked about proposed change to the ITRs (International Telecommunications Regulations) is the ETNO proposal... Much of the discussion has focused on how this would deter innovation, hamper start-ups and make Internet access much more expensive. Overlooked thus far are the unintended consequences of how this proposal will affect the Content Distribution Network (CDN) industry while simultaneously making cybercrime much easier. more
"Breaking the Internet" is really hard to do. The network of networks is decentralized, resilient and has no Single Point Of Failure. That was the paradigm of the first few decades of Internet history, and most people involved in Internet Governance still carry that model around in their heads. Unfortunately, that is changing and changing rapidly due to misguided government intervention. more
In the efforts to promote the public interest over that of monied interests in Internet Governance few issues are clear cut. One issue that has recently been discussed is that of requiring a "needs assessment" when transferring IP addresss blocks from one organisation to another (in the same or different RIR regions) or indeed when requesting IP resources from your friendly RIR. more
The recent tempest in a teacup on ARINs PPML list over the transfer of IP address blocks from Nortel (a company in Chapter 11) to Microsoft has some interesting Internet Governance dimensions that are yet to be discussed. One aspect that has been overlooked amidst all the sound and fury, is the governmental perspective on IP address transfers. more
At the IGF2010 in Vilnius, two folk are floating a trial balloon about separating the allocation function from the registry services function. Currently, these functions are seen as indivisible by the Internet addressing community. In other words, one gets an allocation or assignment from a RIR and the RIR adds the assignment to their database... The question being asked is "Is it time for a split between allocation and services for Internet number resources as was the case for domain name resources?" My answer is no more
I took an instant dislike to The Digital Divide on IP Addresses post for some reason, well for many reasons actually. First and foremost is that the implication that the "digital divide" is somehow caused by IP address allocation policies. While it is certainly true that there are "digital divides" between developed and developing parts of the world, the historical imbalance in IP addressing is not one of them. The fact is that while we will "run out" of IPv4 addresses at some point in the not too distant future, there are an unimaginably large number of IPv6 addresses available. more
Lost in all the discussion around the recent ITU meeting (TIES account required of course) is any discussion of the current policy regarding the formation of new RIRs. You may recall that one of the reports that the ITU commissioned on this subject suggests that it would be possible, even desirable for the ITU to be allocated a /12 of IPv6 from the IANA to be further allocated to Country Internet Registries. more
Paul Wilson, Secretary-General of APNIC, was correct when he reminded the panelists of the IGF2009 workshop "Adopting IPv6: What You Need To Know" that "countries don't typically get IP address allocations, network service providers do". The ITU stills seems to cling to the notion that countries get IP blocks... more
At today's "Managing Critical Internet Resources" session of the Internet Governance Forum 2009, the ITU agenda on taking a role in IPv6 distribution once again reared its ugly head. In a heated exchange, Professor Dr Sureswaran Ramadass, the Director of Nav6 an ITU consultant/fanboy squared off with the new ICANN CEO about competition in IPv6 address distribution. more
