The EU's unique approach to integration involves overcoming language and system differences across 27 member states. The European Directive 2011/24/EU emphasizes #patientsrights in cross-border #healthcare, pushing for #interoperability in national eHealth systems. The eHDSI project involves National Contact Points for eHealth (#NCPeH) in each country, connecting through standardized interfaces. The project covers #PatientSummary (PS) exchange, electronic prescription (eP), dispensation (eD), and Original Clinical Documents (#OrCD) exchange. Although eHDSI seems to be a viable project, its real-world usage is currently low. This can be attributed to technical complexities and incomplete implementation. Broader use should be pursued instead of expanding the system's capabilities. The complexity of the eHDSI and its implementation could pose additional challenges, and widespread use may not be achieved before 2030. Council of the European Union: Council adopts #regulation on #use of #supercomputing in #AI development The Council has today adopted an amendment to the regulation on the European High-Performance Computing (EuroHPC) joint undertaking to expand its objectives to include the development and operation of ‘AI factories’. AI factories are entities which provide an AI supercomputing service infrastructure. The amended regulation will make the EU’s supercomputing capacity further available for innovative European start-ups and SMEs to train their AI models and develop their projects. With the regulation adopted today, the EuroHPC joint undertaking will promote and operate AI factories, facilities which should include an AI supercomputer, an associated data centre and AI-oriented supercomputing services. The activities covered by AI factories will be open to public and private users, with ad-hoc access conditions for start-ups and small and medium-sized enterprises. The host entities of AI factories will be entitled to receive EU financial support to cover up to 50% of the acquisition costs of AI supercomputers and up to 50% of their operating costs. AI supercomputers will be used mainly to develop and test AI training models, applications and solutions.

📚New #OpenAccess Publication in Innovation: Organization & Management Laurin Arnold & Philipp Hukal (2024) The varying effects of standardisation on digital platform innovation: evidence from OpenStreetmap Link: https://lnkd.in/d5bUqzyd Abstract: We investigate the effects of standardisation as a means of direct control on digital platform innovation. Specifically, we study the standardisation of parameters and procedures implemented in the web editing API on the popular geodata platform, OpenStreetMap. Using a regression-based approach to interrupted time series analysis, we assess the quantity and quality of new content generated on the platform before and after the standardisation. We find that the intervention had positive and negative effects on the generation of platform content on OpenStreetMap, which we summarise in three different effects (control, simplification, spill-over). Through the control effect, standardisation decreases the generation of content in quantity by enforcing conformity and reducing complementor’s freedom in producing certain outcomes. Through the simplification effect, standardisation increases the generation of new content in quantity by simplifying and streamlining the production of certain outcomes. Lastly, through the spill-over effect, standardisation increases the generation of content in quality and new areas of the platform by improving the compatibility and interoperability of content. Framing these findings through the rich body of work on standardisation and innovation in the technology management literature, we engage a long-standing tension in research on digital platforms – the balance between control and innovation. We discuss the prospect of standardisation as one way to directly control the balance between desirable and undesirable variation necessary for platforms to innovate, as it restricts some activities while enabling others. Artificial intelligence and machine learning (AI/ML) provide valuable tools to address these challenges. In this presentation, we provide an overview of the cybersecurity challenges of critical systems of systems and the directions of AI/ML adoption addressing these challenges. We also present results in attack detection employing federated learning, a promising method for highly distributed environments including SoS.

AI4Gov solutions will be tested through three pilots across Europe: 👉 “Using AI for Sustainable Development and the European Green Deal,” is led by the Jozef Stefan Institute, Ljubljana, Slovenia, with a focus on international applications using resources like the SDGs and the OECD - OCDE repository. 👉 “Tourism-driven Multi-domain Policy Management and Optimization,” is led by the Municipality Vari Voula Vouliagmeni, Greece, in cooperation with the Greek Ministry of Tourism. 👉 “Policies for Sustainable Water Cycle Management at a Large Scale,” is led by the Diputación Badajoz, Spain, focusing on local implementation and promoting economic and social development within the provincial territory.
