    1 Year of CBAM: Progress & Next Steps Yesterday’s ERCST - European Roundtable on Climate Change and Sustainable Transition webinar offered valuable insights into CBAM’s first year and what’s next.  Key Takeaways: 1 Expansion in 2026: Reports on the inclusion of downstream goods and additional sectors (e.g., organics, chemicals) will be released in 2025, with decisions expected before the definitive phase begins. Implementation challenges remain significant.   2 CBAM Reporting so far: 80% of emissions are covered by 15% of importers. Among large importers (>1,000 tonnes/year), 85-90% use actual emissions data. For others, 50% of declarations rely on actual values.   3 Export Challenges: Carbon leakage risk for exports remain unresolved. EU Commission suggests the need for further adjustments to mitigate this risk.   4 Ongoing Issues: Questions persist around certificate calculations, emission methodologies, resource shuffling, circumvention, deductible carbon prices, liabilities distribution and Coordination across National Competent Authorities (NCAs). Regular CBAM system reports will begin every two years starting January 2028. However, the MAIN challenge remains collecting accurate emissions data, particularly for SMEs, with verification posing additional technical hurdles. That is why a decision will be made on the CBAM threshold, which will likely decrease the number of affected companies, considering that 15% of companies are responsible for 80% of emissions.     🚨 CBAM Reporting for Q3 2024 Deadline in Just 10 Days! 🚨 ⏳ The Q3 2024 CBAM report is the first one where at least 80% of the Product Carbon Footprint (PCF) must be based on actual data from your international manufacturers, based on installation consumption, rather than default values. Only 20% of the PCF can be based on defaults. Failure to meet these standards could result in fines from National Competent Authorities (NCAs), if you didn’t put enough effort into the task. Many importers are at risk of double fines due to incorrect customs codes. For example, importing spare parts under the wrong CN code (e.g., instead of using the specific code for screws/bolts) means you’re breaching both CBAM and customs regulations.     ANALYSIS: Importers begin hedging EUAs to shield against CBAM costs 🛡️🚦 S&P Global Commodity Insights has recently analysed how the impending costs from the EU's Carbon Border Adjustment Mechanism (#CBAM) are prompting importers to hedge against climate taxes, building on industry insights from Dan Maleski.
