This is a great article by Laura Jones.  It always amazes me that whether down south or here in B.C. and Canada political leaders fail to recognize one of their primary obligations - if they want our collective support - is to create the right conditions and policies that attract investment, high paying, family supporting jobs and fair taxes.  Because with that, we can do most everything else that people want to see like hire doctors and nurses, invest in infrastructure, hire more police, build social housing and provide resources for mental health and addictions treatment. it all starts though, as stated here, with new investments and job creation that builds on the foundation of our natural capital. https://lnkd.in/g4Yr6d9e

For this week's reminder of the importance of the mining sector in Canada, let's discuss the Federal Budget. There continues to be a misalignment in support to the sector; a disproportionate amount of funds for critical minerals is being directed toward late-stage processing and manufacturing. Not enough support is being targeted to early stage exploration and development. Budget 2024 didn't do much to address the imbalance. There will certainly be widespread implications for investment due to changes in capital gains taxation. The two highlights from my perspective; - $5 billion dollars in Indigenous loan guarantees is a great step in enabling First Nations to participate in this growing sector. - $207 million to support work-integrated learning for post-secondary students- hopefully this signals a recognition of the desperate current and projected workforce shortage. Good article by Niall McGee in the weekend G&M on the difficulty getting mid-stage financing mining projects in Canada with a focus on FPX and Canada Nickel. Both of those projects have the potential to use mine tailings and waste rock to capture atmospheric carbon, so the pitch is that they are more green and less exploitative than laterite-based mines in Indonesia. The challenge seems to be that there is no bankable premium that consumers are willing to pay for "ethical nickel". There was some talk at the end of the article about the European carbon border adjustment mechanism -CBAM, and how global adoption of this type of tax/tariff would level the playing field to consider resource extraction that has a more positive effect on the environment. https://lnkd.in/gN8SsCEB

The 2024 federal budget in Canada brings both opportunities and challenges for the mining sector: 1. Clean Technology Tax Credit Adjustments: The expansion of the CTM-ITC is beneficial, but its practical impact and coverage of upfront costs remain uncertain. 2. Streamlined Permitting Processes: Reducing timelines for Impact Assessments and permitting is a step forward, but achieving these ambitious goals without compromising environmental standards will be challenging. 3. Loan Guarantees for Indigenous Communities: This initiative promotes inclusivity but requires mining companies to invest heavily in building relationships and aligning projects with Indigenous priorities, which can be complex. 4. Changes to Mineral Exploration Tax Credit (METC): While the METC extension supports exploration, adjustments to tax credits may deter investment by affecting the appeal of flow-through shares. 5. Work-Integrated Learning Opportunities: Increased funding for student placements is positive for future workforce development but doesn't address the immediate skills shortage. Overall, the effectiveness of these budget measures will depend on their implementation and how well mining companies can adapt to these new regulatory and economic environments, balancing growth with sustainable practices.
