The important issue of police use-of-force and de-escalation training has been on-going for years! Regrettably, there is no coordinated effort by the major police stakeholder associations, police colleges and academic subject matter experts in Canada, to research and standardize this critical police knowledge and training. I complement Chief Gary Conn and his CACP Committee for trying to do so. However, a National Centre of Policing Excellence would have a mandate to do this including many other critically important police training subjects. At present, there is no central repository of evidence-based training or education standards for our police officers in Canada. While sincere in their efforts, most if not all, provincial and local training police training entity in Canada work in silos. The potential of a National Centre of Policing Excellence in Canada is incredible and infinite! 𝗔𝗿𝗲 𝗧𝗼𝗿𝗼𝗻𝘁𝗼'𝘀 𝗣𝗼𝗹𝗶𝗰𝗲 𝗣𝗼𝗹𝗶𝘁𝗶𝗰𝗶𝘇𝗲𝗱? 🔍 In this thought-provoking article, editor and journalist Martin Lukacs critically examines what he calls "a one-sided policing approach" by the Toronto Police Service following the October 7th attacks. Kevin Walby, associate professor of criminal justice at the University of Winnipeg, calls Toronto's approach the “height of political policing.” 💡 𝗪𝗵𝗮𝘁 𝗶𝘀 𝗣𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗣𝗼𝗹𝗶𝗰𝗶𝗻𝗴? Political policing refers to a practice where police agencies work in the interest of political leaders instead of the public. This approach, commonplace in the 19th century, was replaced by "professional" policing in the 1920s. Professional policing, the model still employed by Toronto police today, aimed to establish impartiality, accountability, and a focus on serving the community by adhering to legal and ethical standards. However, instances of political policing still emerge, highlighting the need for ongoing awareness. In my experience working at Toronto's 13 Division, officers were regularly directed to patrol Jewish places of worship—particularly during the High Holy Days. No such attention was afforded to other religious groups (perhaps because no one asked). 📣 𝗪𝗵𝘆 𝗧𝗵𝗶𝘀 𝗠𝗮𝘁𝘁𝗲𝗿𝘀: True public safety is built on trust and accountability. Political policing, where law enforcement is used to suppress dissenting voices or serve political agendas, threatens these core principles. This highlights the necessity for sustained oversight of policing practices to ensure accountability and protect civil rights.

🇨🇦POLICE | PROGRAMMED IMPUNITY Extracts: A disciplinary decision against a former Vancouver police sergeant, who was found to have improperly shared degrading messages about a colleague who was sexually assaulted, has been voided after authorities realized the senior officer who oversaw the investigation retired a week before it was issued. The Canadian Press has obtained a copy of a letter from deputy police complaint commissioner Andrea Spindler dated Nov. 15 that said Jansen's retirement meant it did "not appear that he satisfied the definition of a 'discipline authority'" under the Police Act. "As a result, I am of the opinion that Former Chief Constable Jansen had no authority to issue his … decision, and that the decision is a nullity having no legal effect," Spindler's letter says. I was interviewed for this news story due to my involvement as the investigator hired by Methuen to expose forged police certification documents that the Municipal Police Training Committee (MPTC) attempted to cover up. It's long overdue that the MPTC faces the scrutiny it deserves. Executive Director Ferullo should have been indicted alongside Solomon and Fountain for his role in concealing the MPTC’s knowledge and involvement in the forgery and cover-up of Fountain's fake academy records. Under Executive Director Ferullo’s leadership, the MPTC has been marred by three cheating scandals and an inappropriate relationship between a male instructor and a female recruit. Now, yet another scandal surfaces. Despite this, Governor Healey has supported giving Ferullo his full salary and pension—privileges that no one else is entitled to—under House Bill 2546. She is well versed in his culpability, as her office turned the case down four times when she was the Attorney General. This level of corruption and cover-up is a stark contrast to the transparency and accountability that the MPTC desperately needs. Governor Healey, it’s time to fulfill your responsibilities to the public and stop protecting the powerful and influential. Please, just do your job. I urge everyone to contact District Attorney Paul Tucker’s Office (978) 745-6610 and demand the release of the taxpayer-funded STIRM Report. The public deserves to know the truth, and you will be shocked by what is being kept from you. Consequences: a dirty word. Consequences hold a significant role in shaping behaviour, especially among youth. In the past decade, violent crime in Canada surged by 30%, surpassing all other crime categories. The rise in youth violent crime is a concerning trend, with a 5% increase reported nationally in 2022. But if kids who violate their school’s or society’s rules don’t bump up against limits, what lesson will they take away? Everyone needs boundaries - especially youth, who will push until they get push back. And if they don’t face consequences for their behaviour, it will only escalate. Which is precisely what’s happening. Consequences, it seems, has become a dirty word. 𝗜𝘀 𝗽𝗼𝗹𝗶𝗰𝗶𝗻𝗴 𝗽𝗿𝗼𝘁𝗲𝘀𝘁𝘀 𝗮 𝗱𝗶𝘀𝘁𝗿𝗮𝗰𝘁𝗶𝗼𝗻 𝗳𝗿𝗼𝗺 𝗿𝗲𝗴𝘂𝗹𝗮𝗿 𝗱𝘂𝘁𝗶𝗲𝘀? 𝗙𝗮𝗿 𝗳𝗿𝗼𝗺 𝗶𝘁. At this week’s Canadian Association of Chiefs of Police / Association canadienne des chefs de police conference, Canada’s police chiefs are talking about how the rise in protests is stretching police resources thin, and it’s true—managing demonstrations can be taxing on resources. However, it’s important to recognize that policing protests isn’t a secondary function or a distraction from “real” police work. It’s at the core of what we ask our police to do. In the policing profession, there’s often a narrow focus on crime-fighting as the primary role of police. However, this overlooks two other fundamental pillars of police work: order maintenance and service. Effective policing isn't just about responding to criminal activity—it's also about maintaining public order. 𝗧𝗵𝗲 𝗽𝗿𝗶𝗺𝗮𝗿𝘆 𝗿𝗼𝗹𝗲𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗽𝗼𝗹𝗶𝗰𝗲 • Order maintenance • Law enforcement/ Crime control • Service Just look at the UK, where protests are a regular part of life. UK police understand that facilitating the right to protest is a central aspect of their work. It doesn’t detract from their crime control responsibilities; rather, it’s an essential part of their mission. Toronto is hosting the #FIFA World Cup in just two years’ time. As protests become more frequent here in Canada, we should look to our cousins ‘across the pond’ and incorporate the lessons they’ve learned. We know this and yet there are still many municipalities without community safety plans. It really is astonishing! Furthermore, many citizens still seem to support increases to police budgets when we know that more police and reactive measures have limited results. Prevention is key! Let’s start focusing upstream and enjoy a safer future. #CommunitySafetyMatters

As part of an ongoing hate-crimes investigation related to the Vancouver chapter of the now-proscribed 'Samidoun' terrorist organization, VPD ERT yesterday executed a search warrant on the home of the chapter's lead 'activist'. That person was arrested. I continue to be disappointed by, but not surprised with, the 'man in the street' reactions elicited by the news reporters. The young woman, dare I assume her gender, listed a litany of 'reasons' why she felt the use of ERT was "unnecessarily over the top", citing that "this is a neighbourhood with families, and older people, disabled people". The male, on the other hand, seemed to think that such tactics would have been justified had there been a "gunfight". Such comments, although eagerly recorded and repeated by the media, are utterly irrelevant to the issue at hand, and only illuminate the sad ignorance and lack of critical thinking of a population whose only exposure to police is watching TV and movies, whereupon they base their 'opinions'. While I'm not a VPD member and I am not connected in any way to this investigation or the warrant service operation, I am professionally familiar with the role and tactics of ERT and similar units in Canada and elsewhere. There would be a threat assessment conducted for this that would have necessitated the deployment of ERT; most police operations, in fact, do not involve ERT, because there's no justification for it. This warrant, this house, these people justified it, and the defence lawyers for Samidoun will test it in court. That's how policing-by-consent using minimum reasonable force works in a democracy- the very democracy that Samidoun, et al, openly seek to overthrow by terrorist means. Excellent article. We need to get back to basics in policing and the Justice system. We have deviated so far from what should be done. I see this in policing. The next shiny idea, politicians think will solve the chaos we are in couldn’t be further from the truth.

I have no direct experience in this matter, as I never worked for a law enforcement organization (save for a brief stint as a terrorism consultant for the OPP’s Provincial Anti-Terrorism Section in 2015). I did work for CSIS, however, which has a similar tool called a Section 21 warrant (in law enforcement this instrument is labelled a Part VI warrant). In speaking with former CSIS and RCMP colleagues over the years, I have learned a lot about the procedure required to apply for and receive authority for intercepting a private citizen’s communications. In a nutshell, it isn’t easy by any means. Judges are not ones to agree to warrants as if they were handing out candy at Halloween. The process is a long one and involves several steps which are, if I understand correctly: A need for an existing investigation to have progressed to the point where spies/cops believe they need a warrant to fully understand and monitor a threat to public safety/national security. Warrants, at least at CSIS, were the LAST, not the FIRST, tool used in such investigations; Reasonable grounds to suspect or believe this invasion of privacy is necessary to protect the public; The drafting of a lengthy affidavit that outlines all the facts to date and the gaps which the agency is certain may be filled by intercepted data; A long toing and froing with Crown prosecutors and the originating agency to ensure that all the T’s are crossed and I’s dotted (this often takes months); Presentation to a judge whose default position is that this extraordinary measure should be granted only in the direst circumstances. My sources tell me that few warrants are agreed to at first blush, and affiants often have to rewrite their affidavits several times before a judge will sign off on them; Wiretap warrants can be challenged in what is known as a Garofilo hearing, and if enough doubt on the content of the application is cast, the warrant is not granted. I’d imagine “we don’t like Somalis” would not pass this stage.
