Chaos looms in N. America supply chains over potential rail strike in Canada Teamsters Canada Rail Conference (TCRC) union has reported “no progress” in talks between the union and Canadian rail operators, a prospect that could cause widespread chaos across North American supply chains.  Since mid-May, TCRC has been negotiating with rail operators Canadian National Railway (CN) and Canadian Pacific Kansas City (CPKC).  The parties’ collective agreement expired on 31 December 2023. A strike was planned for 22 May but postponed following a request from Canadian government, due to concerns that the strike could pose a threat to national safety. TCRC, however, has said it will begin the strike at the earliest opportunity if their conditions are not met, the Loadstar reported. “Despite being ready to negotiate over the long weekend, the company declined to participate unless their original demands were met. The committee found this unacceptable, given the membership’s response to the strike mandate and CPKC’s options,” said the union.  TCRC’s negotiations with CN from 13 to 17 May proved unsuccessful, and its most recent negotiations with CPKC from 17 to 21 May were no different. What issues can de minimis thresholds create? Extra import charges If you're shipping goods to countries with low DMTs (such as Canada), it’s likely that extra import charges will apply, and these must be paid – by the buyer or the seller – before the goods are released for delivery. These import charges can be a mix of tax, duties and/or clearance fees, depending on the rules of the destination country. Delays If these duties are not paid upfront, this can cause delays in your package being processed by customs and delivered to your customer. Negative customer experiences If your customer was not fully aware of these additional charges, they may decline to pay, or reject the shipment and ask for a refund. Whether or not you're obliged to pay the refund under the terms of your sale, this situation creates a negative customer experience. It can also damage your brand and adversely affect repeat sales.

Rail volume in the United States continues to rise, even after the Canadian rail strike, with a 40% increase since its low in March 2023. Driven by record-breaking imports, rail volume is expected to keep climbing. This surge will likely impact ramp operations and container availability. As volumes increase, we may see more freight shift to truckload, not only due to capacity constraints but also in the event of an East Coast port strike on October 1st. While unlikely, If the strike happens, shippers will be forced to reroute cargo to other ports including the West Coast, opting for cross-country trucking solutions once they arrive. The ILWU union strike in Vancouver port is not gaining any coverage from media outlets. but it has been ongoing for a week now. Canada largely depends on the Vancouver port for its inbound and outbound shipments for all of British Columbia, Alberta, Ontario and more. Canada also handles roughly 20% of the US midwest imports. With the expected increase in volume for the next 2 months (pre-tariff hike) the ports of Los Angeles and Long Beach will inevitably experience some port congestion, which makes the Canadian strike all the more pivotal. Rerouting to Montreal is not an option due to the ILA union dispute over there....
