What is Progressive Design-Build? Infrastructure Ontario most recent document defines the type of Delivery model as "a collaborative approach" between the Owner and its contractors during early work - Design & Specifications particular to the project in concern. Compared to P3s, PDB delivery model utilizes a target-price similarly to a traditional Design-build, rather than a fixed price enabling P3 model style. Currently, Infrastructure BC, Infrastructure Ontario and Metrolinx are using progressive design-build delivery model to healthcare and transit projects sparking the curiosity on this collaborative approach between Owners and contracting partners. On busy construction projects, complacency can cause workers to be struck and seriously injured by materials. Between 2017 and 2022, there were over 400 critical injuries and 37 fatalities caused by struck-bys at Ontario workplaces. Of these, being struck by materials caused 211 critical injuries and 15 fatalities. Superintendent of construction must be on site at all times for Major buildings. Effective 11.7.22, for all NB or Alteration jobs(MB) that require a super on the dobnow permit, there is no Competent person option. I am aware, the 2022 BC can be a little confusing the way it's written here, but make no mistake, if you have active work, and the super or the super alternate is not on site, you will get a FSWO. As of Jan 2026, there won't be any Competent person on any buildings, including Non-major(less than 75ft)

BC’s International Credentials Recognition Act, designed to streamline registration for internationally educated professionals, became effective July 1. The purpose of the Act is to make it easier, more transparent, and faster for qualified professionals trained in other countries to pursue and achieve credentials recognition while also allowing regulators to maintain entry-to-practice standards in their mandate. Canada's construction industry is suffering from a crisis trifecta: a labour shortage, low productivity levels, and continuously increasing workplace injuries and fatalities. Q: how can we address these crises? A: safety A robust safety program (physical health and mental health) with buy-in from the highest leadership of an organization improves production efficiencies, contributes to strong retention, and reduces workplace injuries and fatalities. How? Here is a list of reasons I champion a strong workplace safety culture (by no means exhaustive, and I welcome your respectful feedback): ➡ improves efficiencies: fewer incidents leads to increased production and increased quality of work. I recently attended a 15-minute safety stand down with 31 workers present. That's a loss of 7.75 production hours for a 15-minute meeting, and doesn't include the time it took to attend to the worker, the investigation, review of policies and procedures, and report writing. Additionally, production hours were lost because the worker was on modified duty. And by the way? The safety stand down was held after a person got hurt because he got up in the morning and went to work. ➡ improves recruitment efforts and increases retention: when workers feel safe going to work, they'll keep coming back. When companies actively and continuously cultivate a reputation of caring about their employees through their commitment to the physical and mental health and wellness of their workers, word gets out. People want to work for them. It's human nature. ➡ reduces workplace injuries and fatalities: there are a lot of benefits to this. First, and most importantly, workers go home to their families and communities. Full stop. Other benefits include reduced WCA premiums, reduced premiums on extended health benefits, reduced absenteeism and presenteeism, and increased production. I recently read a case study of an organization in Ontario that saw a 30-per-cent return on investment in a robust safety program. Thirty per cent? If my financial manager called me to tell me that he had an investment opportunity that could produce a 30-per-cent return, I'd be all in. We all would be. So why aren't we? I don't claim to have all the answers. I'm a safety professional, not an economist. But from my experience on the ground, in listening to workers' concerns and ideas, in getting feedback on workplace safety programs, it seems like, in an upside-down world, we need to start somewhere. And safety seems like an easy place to start. "Trust arrives on foot and leaves on horseback." Collectively, we can all contribute to an increased relationship of trust with our workers. Let's get started.

The Ontario government introduced the Safer Roads and Communities Act, 2024 yesterday. If passed, the act would address several concerning road safety trends and data in the areas of alcohol and drug impaired driving, public safety, and alternative and commercial vehicle safety. The proposals include: - A lifetime license suspension, reducible to 25 years, for impaired driving causing death. - Mandatory ignition interlock installation for all convicted impaired drivers. - A time-limited zero-tolerance condition for all drivers convicted of impaired driving. - Mandatory remedial education for first-time offenders. - Increased roadside license suspension lengths for first and second-time offenders. It also proposes measures to strengthen the enforcement of traffic laws, including providing police with greater authority to detect impaired driving off the highway. In addition to these measures, the act also proposes changes to improve e-bike safety. These changes include: - Categorizing e-bikes into distinct classes with specific operator and vehicle safety requirements. - Establishing regulation making authority under the Highway Traffic Act to allow for e-bikes to be categorized into distinct classes. - Bringing forward regulations following further consultation with stakeholders and industry. On July 24, WorkSafeBC will be holding public hearings on proposed changes to B.C.’s health and safety regulations. They will be considering changes to ensure construction workers on large job sites have access to flushing toilets and running water on the job. This is one of the final steps to making Premier David Eby’s commitment to flush toilets a reality. The BC Building Trades will be participating in these hearings to make sure the voices of the workers are heard.
