FINTRAC Canada | CANAFE Canada is on a roll... second penalty posted today against #Binance. $6MM for 2 violations of law. But specifically, there were  5,902 separate occasions during 2021-mid 2023 where they did not file the required reports for virtual currency transactions over $10,000. The other violation is regarding their registration in Canada... they let it lapse, it appears. "Binance... was provided with several opportunities to register with FINTRAC as an FMSB, however, they had not completed their registration by the deadlines provided." Our analysis reveals that a CBDC can amplify or mitigate the effects of shocks, depending on the nature of the shock and the monetary policy framework. Moreover, different choices on design features of the CBDC can give rise to different implications on investment and other variables. In response to a traditional monetary policy shock, the introduction of a zero-interest CBDC tends to magnify the contractionary effects. This occurs because the presence of a zero interest CBDC raises the overall cost of liquidity, weakening the New Monetarist channel that typically offsets some of the downturn in output and consumption. Conversely, in the case of a positive reserve quantity shock, our results indicate that a CBDC could mitigate the effects on investment, consumption, and output. Furthermore, our paper underscores the importance of the monetary policy framework adopted by a central bank. Different approaches to setting the interest rate, whether through a CBDC or, traditionally, through reserves, can lead to markedly different outcomes. When the CBDC interest rate is used as the primary tool of monetary policy, the economy responds to the CBDC interest rate shock in the same manner as it responds to a traditional monetary policy shock in the standard monetary policy framework. However, when reserves are used as the main tool, the response to a CBDC interest rate shock can be expansionary, enhancing labor supply and consumption through mechanisms akin to the NM channel. Our framework can be used flexibly to study other questions that we did not address in this paper. For example, in the appendix we have added cash to the model, which naturally brings about an effective lower bound for nominal rates in this model. One could use this extended version of the model to study the effects of supply shocks or shocks to banks’ financial conditions. Another research topic is the introduction of quantitative easing in this framework and comparing its effects with those of a CBDC, as they look like similar measures in some papers (such as Barrdear and Kumhof (2022)). All these topics are left for future research.

So, Hong Kong Is Now Officially Promoting Its Crypto & Web3, Technology Hub. As It Shows Off It's Crypto & Web3 Prowess, In Toronto, Canada... 🚀🚀 A Toronto ETO official has officially stated that, Canadian crypto and Web3 startups could benefit from “lower taxes” and regulations that cater to “pre-commercial specialist tech companies”. Hong Kong government entities are dedicated, to attracting foreign investments, as they visited a tech conference in Toronto, to advertise its offshore ready-to-move tech hub for Canadian crypto and Web3 startups. ​The Hong Kong Economic and Trade Office in Toronto, InvestHK and StartmeupHK (SMUHK) co-hosted an event at Collision 2024 in Toronto, highlighting Hong Kong’s crypto centric landscape. Speaking at the event, Toronto ETO director Emily Mo underscored existing startup-friendly regulations, such as lower taxes than in Canada and Hong Kong’s willingness to work with “pre-commercial specialist tech companies”. She added, “there is a creative mindset on Web3/virtual assets developments. Fintech, health tech, green tech and property tech etc, are trending in Hong Kong and Asia these days.” #TaxTreatyBetweenCanadaAndHongKong... 🇨🇦 🇭🇰 Mo officially stated that, Canadian businesses in Hong Kong are allowed to receive public and private funding. The governments of Canada and Hong Kong have had a double tax agreement in place for more than a decade. It was designed to avoid double taxation and prevent fiscal evasion regarding taxes on personal and corporate income. On June 22, Hong Kong Legislative Council member, Johnny Ng Kit-Chong, announced the formation of the Subcommittee on Web3 and Virtual Asset Development to promote the development of Web3 and digital assets in Hong Kong. The council seeks feedback on several critical aspects of Web3 policy development, including balancing technical, legal and regulatory frameworks. So to create a cohesive environment for Web3 development with robust and clear regulations. #CryptoExchangeExodusInHongKong... 💭 💭 In May, crypto exchanges operating without a license in Hong Kong were forced to shut down. While more than 20 exchanges had initially applied for a crypto license, most withdrew it after failing to meet the set requirements. One Hong Kong based crypto exchange, GateHK, said it would relaunch its services after reconstructing its platform to comply with Hong Kong’s regulatory requirements. These requirements include establishing Anti-Money Laundering and Counter Terrorism measures. The company stated, “GateHK is actively working on the aforementioned overhaul. We plan to resume our business in Hong Kong in the future and contribute to the virtual asset ecosystem after obtaining the relevant licenses”. Here's some pontificating from me regarding blockchain and crypto in Canada that the Globe and Mail agreed to publish in its paper. A first for me. But let me add some thoughts here. - A lot of my colleagues, like Will Cong, Fahad Saleh, Julien Prat, Agostino Capponi, Cam Harvey, Kose John, Evgeny Lyandres, or Katya Malinova, just to name a few (#CBER), have thought very, very carefully about the merits and pitfalls of blockchain tech, and there are a ton of good arguments in favour of the technology. That being said, I find a lot of the debate around blockchain and crypto really frustrating and disingenuous. - The focus on Bitcoin and tokens and prices is entirely unproductive and exactly as purposeless as Bitcoin itself, as much as its existence is a cool tech feat. - No, governments should not buy Bitcoin as a reserve assets, that just serves intermediaries and existing holders. Just stop with that nonsense. - But I want to see that people can freely use the technology and develop technology on it without arbitrary explicit or implicit government restrictions. - Whether blockchains like Ethereum are useful or useless ought to be decided by the marketplace, not governments, civil servants, or parties that stand to lose from a competing tech (#cronycapitalism). - This means that blockchain must be allowed to exist even if they does not work for everyone or everything, and even if it don't solve any problems that you or anyone you know cares about. - In a free society, people ought to be able to do as they choose and use whatever tools they want to - provided they don't harm or significantly risk harming others. - With that said, when there are huge knowledge and/or information discrepancies, as is the case with financial instruments, there is usually a need for regulations of some sort. - But many regulations for existing financial instruments are deeply grounded in existing institutions and technologies. - When new tech comes along, we must rethink instead of trying to shoehorn everything into our existing thinking. Let me give an example. - With the exception of cash -where governments spend a fortune to ensure authenticity- you cannot reasonably self-custody existing financial assets. You need an intermediary, which creates risk and the need for rules and obligations. - But once there are intermediaries, governments also have a path to impose rules that they cannot impose on the general population. - Now blockchain comes along that allows people to choose self-custody. - That something makes it difficult for governments to achieve a policy goals is not a good reason to forbid the usage of a tech! The act of owning something itself is not illegal, so don't construct rules to prevent self-custody because self-custody is inconvenient. Anyway, rant over.
