On May 15, the Québec government published the final version of its anonymization regulations, setting out the requirements that private sector organizations must meet to lawfully anonymize personal information. Kirsten Thompson and Sasha Coutu offer a summary of changes from the draft version, and what they mean for organizations. “The bond market environment has undergone profound changes. We are now in a new environment, returning to the age of rationality.” Mary-Therese Barton, Chief Investment Officer of Fixed Income at Pictet Asset Management, shared her latest view on the global fixed income market in an exclusive interview with us in Beijing. In the interview, Barton first discussed the changes in the bond market. In October 2023, U.S. Treasury yields hit 5%, marking the largest rally in nearly 40 years. In 2024, the bond market experienced a massive sell-off, which she interprets as a signal of a new phase in the bond market. Looking around the global bond market, Barton maintains a positive outlook on opportunities in emerging markets. She noted that although the elevated level of yields in developed markets has supressed investor interest in emerging markets, the latter still hold a distinctive position in this evolving environment. With varied rate cut cycles across among countries and geopolitical influences to consider, there continue to be numerous investment opportunities in emerging market. Assessing the Impact of the #CannabisAct on Human Participant Research in #Canada: Five Years Post-#Legalization In a recent editorial published in the Journal of Psychiatry & Neuroscience, the implications of the Cannabis Act for human participant research with #cannabis in Canada are examined. Since cannabis was legalized for nonmedical use in 2018, following its medical legalization in 2001, the regulatory landscape has undergone substantial changes. This assessment is made five years post-legalization. Early findings from this period present mixed results regarding public #health impacts. Legalization has reduced criminalization associated with cannabis without increasing other crimes, indicating progress in social justice. However, it has also led to increased cannabis use, particularly among older adults, and a rise in emergency department visits for adverse reactions such as cannabis hyperemesis syndrome and pediatric poisoning. The COVID-19 pandemic has further complicated these assessments. On the #research front, there has been a notable increase in the number of #ClinicalTrials focusing on cannabis. However, progress has been slow, especially in studies involving the #inhalation of dried cannabis. The Canadian Institutes of Health Research (#CIHR) has led funding initiatives, yet gaps remain in understanding dosing standards, high-potency effects, prenatal exposure, driving performance, and long-term consequences. The regulatory framework has evolved, with significant changes including the introduction of the Non-Therapeutic Research with Cannabis (NTRC) framework in December 2022. This new framework facilitates nontherapeutic research with retail cannabis, providing a streamlined approach compared to the Clinical Trial Application (CTA) process. Despite this progress, challenges persist, such as lengthy review periods, compliance with Good Production Practices (GPP), and difficulties in obtaining placebo cannabis. Looking ahead, it is crucial for Canadian researchers to continue investigating the therapeutic applications and safety of cannabis, particularly as public interest and usage patterns evolve. Streamlining regulatory processes and improving access to a wider range of cannabis strains for research will enhance the ability to inform the public accurately about the risks and benefits of cannabis use. This editorial underscores the importance of ongoing monitoring and adaptive regulatory measures to optimize the outcomes of cannabis legalization, ensuring that policies remain evidence-based and responsive to emerging health risks. The visit is consistent with Joly's stated preference for pragmatic diplomacy, and her aversion to the 'empty chair' approach to bilateral relations. While Canadian public opinion regarding China remains negative following the 2018 detention of Michael Kovrig and Michael Spavor as well as allegations regarding election interference, it is still important to have regular official communications to attempt to sort out bilateral irritants and pursue issues of common concern such as climate change and trade disputes.
