Edmonton's Capital Power cancels $2.4 billion carbon capture project at Genesee Carbon Capture and Storage (CCS) was supposed to be a silver-bullet to save the world from the impacts of climate change — or at least slow Alberta’s growing emissions profile. But far from being an arrow in the quiver of CO2 reduction, Edmonton-based Capital Power has pulled the plug on its $2.4 billion CCS project at its Genesee generating facility for being too expensive. “Through our development of the project, we have confirmed that CCS is a technically viable technology and potential pathway to decarbonization for thermal generation facilities including Genesee,” it said in a statement. “However, at this time, the project is not economically feasible and as a result we will be turning our time, attention, and resources to other opportunities to serve our customers with balanced energy solutions.” ”At this time, the project is not economically feasible and as a result we will be turning our time, attention, and resources to other opportunities to serve our customers with balanced energy solutions.” Capital Power It comes after the company on Wednesday released slightly lower — but still healthy — first quarter financial and operating results. Total revenues of $1.12 billion compared to $1.27 billion the year before. Consequently, net earnings fell to $205 million or $1.57 per share from $285 million or $2.38 per share in the first quarter of 2023. Capital said it would reconsider CCS at Genesee and other locations “as economics improve.” But it was an indictment on a technology that has already received substantial moral and financial support from both the federal and Alberta governments in the form of investment tax and emissions credits. The company has already received $5 million from the government of Alberta and the project would have been able to access both federal and provincial tax credits. Then there is the matter of the emissions themselves; Capital obviously thinks it cheaper to pay carbon taxes than spend the dollars needed to avoid them. Since 2021, the federal government has offered up more than $4.6 billion in tax credits through three successive budgets. The Genesee project was expected to provide around $5.4 million in local property taxes annually ($151 million over the project life), provide up to 1,000 jobs during peak construction. We’re nodding our heads in agreement over here at PPF on the cornerstones to a successful energy transition identified in the Canada Electricity Advisory Council’s final report: speed, affordability, reliability and Indigenous participation. As we said in our Project of the Century report on electrification last year, electricity is the bulwark of a clean energy future; it cannot be allowed to become unaffordable or unreliable. “A clean energy transition is both unavoidable and not for the faint of heart,” we wrote. “It will challenge every fibre of Canada’s policy design and execution faculties.” The Canada Electricity Advisory Council’s final report, released Monday, appears to agree, charting an ambitious path forward. ▪ On speed, the Advisory Council says: Addressing climate change demands pragmatic flexibility; accelerating the pace of clean electricity growth is essential; and access to clean electricity will be a decisive factor in investment decisions. ▪ On affordability: The council estimates electrification will cost $1.4 Trillion, and that most households will eventually see net savings as a result. ▪ On reliability: The council notes that while electricity trade within Canada falls short of its potential, regional transmission can enhance reliability and limit costs. ▪ On Indigenous participation: Electrification represents an opportunity to accelerate growth alongside benefits to Indigenous communities and nations. We love Shoshana's comment that the clean energy sector provides opportunities to learn how projects impact people, build relationships and hear different perspectives on ways to improve and modernize project development. 1. Where are you from? SP: Toronto 2. Where do you work, what's your job title and how long have you held that position? SP: Senior Associate, Government Affairs at Invenergy. I’ve worked at Invenergy since 2023. 3. When and why did you decide to work in the clean energy industry? SP: I started working in Energy within the Ontario government in 2019. When I joined, Ontario was at the cusp of a clean energy transition. At the time, many jurisdictions were still working on phasing out coal and so demand for new clean energy resources was increasing. Now, its equally exciting as electrification is increasing demand and the opportunity to contribute to a clean transition is expanding. I get to work in an industry that ensures the power stays on and helps reduce emissions. 4. What excites you the most about being in the clean energy sector? SP: Its exciting to help build something that people need and use everyday. Our sector ensures schools, hospitals and workplaces can run without black outs and businesses and households don’t have to stress about their hydro bill by competing and offering a fair price. We also get to create jobs while innovating to make electricity more accessible and affordable. 5. What do you find personally most challenging/rewarding in your career? SP: The energy sector is complex, and there are constantly policy changes that impact development. Problem solving and finding an approach that balances what communities want, what developers require to get projects done, and what the government needs is challenging, but very rewarding. So, while it is challenging, it provides an opportunity to learn more about how projects impact people, build relationships and hear new perspectives on how we can improve and modernize the way we develop projects. 6. What advice would you give a young female high school student wanting to pursue a higher education with the eventual goal of working in the clean energy industry? SP: The clean energy industry needs experts from many educational backgrounds, such as engineering, finance, business, and, in my case, politics. You will succeed best in a subject matter that is interesting to you. As you start your career, you should make sure not to be intimated by some rooms where you may be the only woman. The industry is progressive and accepting and working on creating a more equitable environment with more women in leadership positions, everyone in the room will be happy you are there and providing your perspective.
