Today, Disability Without Poverty and Campaign 2000 are releasing the 2024 Disability Poverty Report Card to coincide with the International Day of Persons with Disabilities. This year’s findings are a stark reminder that Canada has failed to make meaningful progress in reducing disability poverty: ➡️ 16.8% of people with disabilities live in poverty. ➡️ Poverty rates for people with disabilities are twice as high as those for people without disabilities. ➡️ 1 in 3 people with disabilities living alone face poverty. The Canada Disability Benefit (CDB) is a critical opportunity to address disability poverty, but the current plan is insufficient. The report calls for urgent changes to ensure the CDB can actually reduce poverty. Disability Without Poverty is a Cross-Disability Led, Grassroots, independently funded movement focused on the following three objectives: Mobilize Our Voice and Power As disabled people, we have to make sure we are involved in all stages of securing a Disability Benefit from design to legislation to implementation. That means we develop a shared vision and achieve consensus on tough questions rather than letting the government decide. It also means we ensure the Disability Benefit receives the support of every political party and every Premier. Shape the Disability Benefit We want to make sure the Canada Disability Benefit significantly reduces disability poverty. That means learning everything we can about what a potential Disability Benefit could look like. We are working with economists and policy experts to help us identify key design features. We are exploring different models. We are determined to find the quickest way to get a new monthly Disability Benefit into the bank accounts hands of disabled Canadians. Secure public support for ending disability poverty We won’t end poverty for people with disabilities without the support of every Canadian. That means working with disabled artists to get the attention and capture the hearts of all Canadians. It also means being active on social media, in mainstream media, recruiting thought leaders and champions and doing public opinion polling. Your engagement is paramount for success. Together we’ll ensure the Canada Disability Benefit remains a national priority. Your contribution is welcome no matter how small or big.

Judith Seidman: The Canada Disability Benefit (CDB) was introduced with great promise: a direct path to financial support for low-income individuals with disabilities, offering a chance to break free from poverty. Yet this promise is undermined by a major obstacle: the Disability Tax Credit (DTC). According to the federal government’s budget tabled in April 2024, eligibility for the CDB will be determined by prior qualification for the DTC. This is a barrier to access; to apply for the DTC, one must navigate a cumbersome process which involves extensive paperwork and certification from medical professionals. Appointments, assessment fees, and time away from work or caregiving add up, and make qualifying for the DTC a costly and time-consuming endeavor that many low-income individuals simply cannot afford. For those already struggling to make ends meet, these hurdles can be insurmountable. The financial support promised by the CDB will remain out of reach for those who cannot afford the time, money, or resources required to obtain DTC certification. "A lot of suffering could be alleviated through better health care, community support, finding community help, figuring out where you can access resources and that is the kind of help that is not offered to these marginalized patients." The trends show what Dr. Ramona Coelho says she's suspected: that people who are in lower socioeconomic situations and have a lack of support may choose to end their lives if they're not given alternatives. It's often quicker to get approved for a medically assisted death than to get access to complex care, Coelho said. "The same government that is failing to offer social systems is the same government that is offering quick and easy MAiD. There's a perverse disincentive to improve care. "It's quite dispiriting to know that it's easier for these folks to get MAiD than to get the help that would actually help them lead more fulfilling lives." Human Rights Day and the Universal Declaration of Human Rights Human Rights Day is observed annually around the world on 10 December. It commemorates the anniversary of one of the world's most groundbreaking global pledges: the Universal Declaration of Human Rights (UDHR). This landmark document enshrines the inalienable rights that everyone is entitled to as a human being - regardless of race, colour, religion, sex, language, political or other opinion, national or social origin, property, birth or other status. The Declaration was proclaimed by the United Nations General Assembly in Paris on 10 December 1948 and sets out, for the first time, fundamental human rights to be universally protected.
