Fixed as of the upcoming MySQL 8.1.0 release, and here's the proposed changelog entry from the documentation team:

The MySQL source code documentation was missing the following information
about C API protocols: zstd_compression_level is only sent when
CLIENT_ZSTD_COMPRESSION_ALGORITHM is set.
