I have a preliminary implementation.

A difficulty arises: the other convert-from-unapplied commands which
consume an upstream commitish check that the upstream commitish makes
sense: specifically, that it corresponds to HEAD.  With bare-debian
packaging branches this is not possible.

I can't think of anything sensible to do instead, so I propose to just
skip that check in this case.

I will check that the tree is indeed a bare-debian repo, ie that it
has no files outside debian/.  If there are any I will treat it as a
snag (and with -f delete them in favour of whatever the upstream tree
has).
