The ctime(3) man page references newctime(3) in the "SEE ALSO" section.
There is no newctime man page. This seems related to bug 30493, fixed in
1.22-2, which is unfortunately not archived. It presumably relates to
tzfile(5), which has already had newctime(3) commented out.

Note also that tzselect, zic, and zdump have the same problem, but are
not currently being shipped.
