I am proud to share the news that ICF together with KU Leuven has been awarded the leadership of the Social Situation Monitor (SSM) from DG EMPL. It’s the 8th consecutive year, I have the privilege to lead this assignment with a team of amazing colleagues, Valeria Ansaloni, Tamar Biedron, Koen van Lieshout, Corinne Mele, Fiona Sinclair. In a context of fast changing demographic and technological conditions, access to high-quality, policy-relevant research is essential to understand how Europe is to achieve rapid and equitable recovery from the impacts of the #COVID-19 pandemic, and the imperative of creating wealth and decent work within a more environmentally sustainable economic model is to be achieved. The SSM provides DG EMPL with evidence that meets these strategic needs. It helps policymakers in Member States and at EU level to track and understand change, both delivering high quality research note and debating the most key challenging topics in quarterly research seminars. Our research work is featured in reports like the Employment and Social Developments in Europe (ESDE) and its Quarterly Reviews, helping to shape European policy development effectively. #thisisicf #socialpolicy #innovation

🚨 Big News for EU Health Policy: Full Health Committee on the Horizon! The EPP, Renew, and S&D groups in the European Parliament have reached an agreement to transform the Subcommittee on Public Health (SANT) into a full committee with legislative powers! This major move, part of the deal to support Commissioners-Designate Jessika Roswall and Hadja Lahbib, shifts health decision-making in the EU. This shift will separate health responsibilities from environmental issues, allowing the new SANT Committee to take the lead on crucial health areas, from pharmaceuticals and medical devices to mental health and health crisis response. Meanwhile, the ENVI Committee will focus on climate and environmental policies. Official confirmation is expected in December, with the new committee launching in January 2025. This restructuring has the potential to shape the EU’s future health response. Synergising Health and Care: Leveraging Integrated Care for a Sustainable Future is the theme for the International Foundation for Integrated Care (IFIC) conference in Lisbon from 14-16 May 2025. This conference will be the 25th anniversary of our International Conference on Integrated Care and we are taking the opportunity to reflect on how far #integratedcare has come over the last 25 years globally and the role that #integratedcare must play in #sustainabledevelopment. This is a conversation that those of us in the #integratedcare movement have been thinking about for some time. The conversation about health and wellbeing sustainability in the context of climate change has been alive in #publichealth for some years now. The conversation within health systems has tended to focus on how providers can reduce environmental impact while meeting demands placed on them by climate effects on health. But how does #integratedcare, that is, care that is people- and community-centred, coordinated across settings and continuous over time, relate to a sustainable future for populations including reducing the negative effects of #climatechange? I tend to think about #sustainability in time horizons. There is a role for #integratedcare in the short- and medium-term responding to the challenge our populations face from climate change. 🌍 Increasing migration:- the International Foundation for Integrated Care (IFIC) is already contributing to research projects that are developing #healthnavigation models for refugees and migrants. This is a population that will grow as the number of countries effected by food insecurity and ecological catastrophes increase. 🗑️ Reducing waste and duplication:- Emerging evidence suggests that effective #integratedcare, including #technologyenabled integrated care, reduces duplication and waste in health systems but we don’t have enough high quality applied research in this area and need a lot more. In the long term, as I have argued elsewhere, #integratedcare challenges power relations in health and care systems. If we want health and care systems that are truly sustainable, they have to be rooted in the needs of communities and driven by people. Value Care approach versus usual care, inclusive and sustainable communities During the last session, under the leadership of Elena Curtopassi, our committee appreciated hearing, in the fields of social and territorial inclusion, collaboration issues with experts engaged with the bodies of the European Union. Our particular thanks go to Oscar Zanutto (ISRAA Trevise (Instituto per Servizi di Ricovero ed Assistenza agli Anciani) for his presentation on Valuecare . On May 14, 2024, a group of twenty leaders from civil society organizations focused on parenting in Belgium gathered in a Brussels meeting room. They were brought together by the Degroof Petercam Foundation, which has been committed for over a decade to addressing societal issues related to employment. The foundation’s interest in parenting was sparked by the alarming correlation between female poverty—three times higher than that of men in Belgium—and the lower employment rate among women. This low rate is closely linked to the dominant role women still play as parents in the country. The participants that day were presented with a groundbreaking opportunity: to contribute to the first large-scale citizen consultation in Belgium to use artificial intelligence (AI) in addressing the question, “How can we reconcile parenthood with work?” I am pleased to share this case study I was invited to write for Harvard University Kennedy School’s blog, reflecting on the journey of building a collective action that uses #AI to involve beneficiaries, the appropriate #leadership for this endeavor, and the role #philanthropy could embrace.

The Global Partnership for Education (GPE) is focused on ensuring that all children have access to quality education. Technopolis, in collaboration with partners Triple Line and Learn More, has conducted an evaluation of a new operating model aimed at transforming education systems to support accelerated reforms and outcomes. The report assesses the initial phase of this model, emphasising the significance of system transformation in achieving 12 years of quality education for every child, along with a year of preschool. Today is the #GAAD or Global Accessibility Awareness Day which focuses attention on digital inclusion particularly for people with disabilities. At the 12 European Conference for Rare Diseases #ECRD2024 we are rising to the challenge. Closed captioning powered by AI available in 13 languages and each speaker briefly describes themselves so that participants with visual challenges can associate a mental image with the voice they hear. Yesterday if felt strange doing it.. today it feels natural. And we have had great feedback from participants who say they truly feel included. Today, The Commonwealth Fund and Senior Harkness Fellows led a workshop EUPHA - European Public Health Association’s #EPH2024 exploring health inequities from geography, income, race, disability, and gender perspectives in different country contexts. These disparities have lead to poorer health outcomes and reduced life expectancy for many marginalized communities. Drawing from international experiences, the workshop shared effective systems-level and community-based strategies to address these disparities and enhance justice and healthcare accessibility in different countries despite persistent challenges. #PublicHealth #HealthPolicy #HealthJustice

To say the least, it was quite surprising to read yesterday in POLITICO Europe that #Belgium, home to a significant #pharmaceutical sector, supports the European Commission proposal to decrease the Regulatory Data Protection (#RDP) from 8 years to 6 years 🗓️. It's well-known that companies decide where to carry out R&D considering factors such as where science is the strongest 💪, the stability and predictability of the intellectual property framework, available data and technology, manufacturing capabilities and the ability to get the medicines used by patients. While RDP is the last layer of protection for around one in three medicines, it will be factored into the decision-making process of 100% of medicines. This is why not only the pharma industry, but also Member States, research centers, and ultimately, the patients should be concerned by the proposal of the Commission and the Belgian position: 🏳 MEMBER STATES: Decreasing the RDP baseline to 6 years could significantly impact the European Union's (EU) attractiveness for global investments. Over the past few months, we've heard the Commission repeatedly state that every additional year of RDP would result in €1.2 billion in additional costs to Member States. This estimate, however, is based on the 'List Prices of medicines' - the publicly listed price before discounts, rebates, and clawbacks. A research study by the economic research agency, Dolon, has shown that reducing RDP in Europe would on the contrary cost €2 billion a year in lost R&D investment. #Belgium would be one of the most impacted Member States if the proposal of the Commission is adopted: the industry provides there 45,000 direct jobs and accounts for almost 15% of total Belgian exports. Over the last 5 years, the number of researchers working in the sector has increased by over 25%. In 2023, there were 6,706 researchers working in the sector. 🧪 RESEARCHERS: Fewer R&D initiatives in the EU and in Belgium would mean less clinical trials, which would greatly impact especially the academic hospitals, renowned globally as major centers for clinical trials. We often forget that hospitals are crucial players in the global scientific community, contributing to innovative research that shapes the future of medicines. 👩‍🔬 PATIENTS: Fewer clinical trials in Europe and in Belgium would mean less early access to highly innovative treatments answering unmet medical needs. To conclude: The EU is at a crossroads - will it be an innovation hub or a follower in the future? As a region, the EU has already lagged behind global competitors in terms of R&D and manufacturing, with lower investment, a smaller share of global clinical trials, and longer approval times for new medicines over the past 20 years. Today EFPIA - European Federation of Pharmaceutical Industries and Associations published their WAIT-indicator. It measures the number of innovative therapies that are available in Europe and the time it takes to have innovative therapies being reimbursed. The following figures apply for Belgium: - Only 46% of the innovative therapies that received EMA-approval (76/167) are reimbursed in Belgium. This figure deteriorates vis-à-vis last year (51%) and the year before (54%). - Our neighboring countries do better. The Scandinavian countries like Denmark and Sweden, to which we often like to compare ourselves, too. - It takes 565 days to have a drug reimbursed in Belgium, taking into account non-submissions. An analysis by EFPIA and pharma.be shows however that around 70% of the authorized drugs are filed for reimbursement in Belgium, which is similar with other Western European countries and even among the highest in Europe. - Only one third of the orphan drugs that received EMA approval are reimbursed in Belgium. It will be a challenge to increase these percentages in a context of budgetary restrictions, but we will have to do better in the benefit of patients.
