The head of German intelligence says Russia plans to test the effectiveness of NATO's collective defense. Bruno Kahl, the head of Germany's Federal Intelligence Service (BND), believes that Russia continues to prepare for an actual military confrontation with Western countries, but a full-scale attack by Russia will be preceded by local operations designed to test the strength of NATO's charter. The idea is that Moscow will try to undermine the obligation to provide direct military assistance to NATO members, enshrined in Article 5 of the defense alliance's charter. Russian officials are considering creating an "emergency" for one of the NATO countries, in which other members of the Alliance would not "respond appropriately," Kahl explained. As examples, he cited a possible "short-term attack" on the Norwegian archipelago of Spitsbergen or a conflict with the Baltic states under the pretext of protecting local Russian-speaking minorities. We should also take into account paragraph 11 of the Washington Summit Declaration issued on 10 July 2024 by the NATO Heads of State and Government participating in the meeting of the North Atlantic Council in Washington, D.C.: “Transatlantic defence industrial cooperation is a critical part of NATO’s deterrence and defence. Strengthened defence industry across Europe and North America and enhanced defence industrial cooperation among Allies makes us more capable and better able to deliver against the requirements of NATO's defence plans in a timely manner. It underpins Allies’ immediate and enduring support to Ukraine. We will continue to reduce and eliminate, as appropriate, obstacles to defence trade and investment among Allies. Building on the Defence Production Action Plan agreed at the Vilnius Summit in 2023, we commit to doing more together as Allies, including to strengthen defence industry across the Alliance, act urgently to deliver the most critical capabilities, and reinforce our commitment to NATO standards. To that end, we have today agreed the NATO Industrial Capacity Expansion Pledge.”

The result of economic incentives (bribes) and subsequent coercive pressures aimed at vulnerable nations is that subordinate dependent vassals are being held ransom by authoritarian finance that exploit governance and regulatory gaps, resulting in the co-option of national sovereignty, the pillaging of critical minerals and national resources, targeted political interference, transnational repression, criminalized markets and online marketplaces, full penetration by diasporic criminal proxies, and help to finance armed conflicts through the laundering of dirty money. 🤝 At the Washington NATO Summit Allied Heads of State and Government endorsed the long-term projects of the Comprehensive Assistance Package (CAP) for Ukraine*. The projects are focused on post-war recovery and reconstruction, development of institutional capacities of the security and defense sector of Ukraine, and transition towards interoperability with NATO countries. One of the projects is the NATO-Ukraine Joint Analysis, Training and Education Centre (JATEC), located in Bydgoszcz, Poland. JATEC is the first joint NATO-Ukraine organization that will focus on learning the lessons of the Russian war against Ukraine. The Center will also increase interoperability between the Allies and Ukraine. Allied Defence Ministers agreed to establish JATEC at the NATO-Ukraine Council in February 2024. *NATO Comprehensive Assistance Package (CAP) for Ukraine is the key practical cooperation framework between the Alliance and Ukraine. The reviewed CAP was adopted at the Madrid Summit 2022. At the Vilnius Summit in July 2023, the Allies agreed to transform CAP into a multi-year programme for Ukraine and to continue providing assistance to Ukraine in the short, medium, and long term. At the Washington Summit 2024, the Allies announced a pledge of long-term security assistance to Ukraine and intend to provide €40 billion in funding over the next year.

Civic Resilience Initiative
The Defending Baltics 2024 conference will gather military leaders, defense experts, and policymakers to discuss the ever-evolving role of NATO, the transformation of Europe’s defense industries amid a shifting security landscape, as well as threats posed by hybrid warfare and the increasing importance of cybersecurity. Panels will cover key topics such as military spending, strategic communication, and the integration of civilian support into national defense strategies. Roman Osadchuk, Resident Fellow at the Atlantic Council’s Digital Forensic Research Lab (DFRLab) and one of the conference’s panelists, will focus on the New Face of OSINT in the Wake of the Russia-Ukraine War. Roman Osadchuk researches disinformation narratives and technology uses for their spread in Eurasia. He is interested in the role of information policy and the media cycle in the spread of disinformation. Before joining the Atlantic Council, he held several positions at the Ukraine Crisis Media Center (UCMC), where he was involved in communications for the decentralization reform. He and his team successfully oversaw the production of the TV show ‘Hromada on a Million’, which promoted decentralization. The show was viewed by more than 7 million people. NATO Defence Ministers agree plan to lead coordination of security assistance and training for Ukraine 🇺🇦 Following two days of meetings in Brussels, on Friday (14 June 2024) NATO Defence Ministers agreed a plan on how NATO will lead the coordination of security assistance and training. “This will allow NATO leaders to launch this effort at the Washington Summit in July, putting our support to Ukraine on a firmer footing for years to come,” said Mr Stoltenberg. With a command in Wiesbaden, Germany 🇩🇪, NATO will coordinate training and equipment donations, with nearly 700 personnel from Allied and partner nations involved in this effort. NATO will also facilitate equipment logistics and provide support to the long-term development of Ukraine’s Armed Forces. “These efforts do not make NATO a party to the conflict, but they will enhance our support to Ukraine to uphold its right to self-defence,” said the Secretary General. 75 years of NATO With eastern Europe and the Middle East being entangled in conflict, it gives #Xi Jinping an opportunity to leverage the situation and achieve what it calls reunification of Taiwan with mainland China. It is high time for NATO leaders to pivot to Asia with the aim of curbing the rising hegemon—#China—that aims to destroy the very foundations of liberty, freedom, and human rights on which the West-led rules-based order is grounded. The evolution of warfare and its transcendence to public life by means of non-kinetic #warfare tactics, which are being employed by countries like #China, predominantly require like-minded countries to collaborate on security matters, especially in the Indo-Pacific. Heads of state and government descending upon Washington in July will face the imperative to reaffirm #transatlanticunity and deliver on commitments to #collectivesecurity. Please join the Atlantic Council’s Transatlantic Security Initiative, in the Scowcroft Center for Strategy and Security, for a hybrid public event evaluating priorities for the milestone NATO Summit taking place in Washington, DC, this summer. Held in partnership with the Ministry of National Defense of the Republic of Lithuania, this event will take place on Monday, April 29, from 10:00 a.m. to 1:00 p.m. ET at the Atlantic Council’s headquarters (1030 15th St NW, 12th Floor, Washington, DC 20005) and virtually. As NATO accelerates preparations for its 75th Anniversary Summit taking place in Washington this July, the transatlantic alliance will have much to celebrate. The accession of Finland and Sweden has added two highly-capable militaries to NATO’s roster. Allies bolstered NATO’s regional force posture and readiness with the adoption of a new suite of defense plans. And after decades of underinvestment, NATO’s European allies have ramped up defense spending in support of Ukraine and in recognition of the mounting Russian threat. These causes for celebration are, however, juxtaposed with a deteriorating security environment and a collection of unfinished business from last year’s Vilnius Summit. Securing the future of the world’s most successful military alliance will require this year’s Summit to be one of implementation. NATO will be expected to take action to improve the underequipped state of its defense industrial base, to reinforce its vulnerable eastern flank, and to demonstrate executability of its defense plans while also preparing for a new slate of challenges cutting across domains and beyond the military alliance’s traditional area of responsibility.
