Abstract: The AI “oversight – control” nexus is a matter of debate in both scientific literature and policy papers, given the complex and disruptive nature of the technology and the intricate legislative systems regulating the deployment of AI systems. Most approaches give precedence to the need for a multilayered governance model, while in the same time taking into account the lifecycle stages of the AI product. Oversight over the ecosystem in which the AI is deployed (the governance layer) should not be confused with the process level human oversight. At process level, human oversight is needed in the case of “high-risk systems”, and AI literacy is a precondition for this oversight to be relative. Effective oversight requires many resources at both ecosystem and organisational levels. Additionally, oversight of AI systems is also highly regulated in democratic societies and therefore can be seen as a reflection of the importance that democratic values have in the way disruptive technologies are deployed within society. #AI #AIact #AIgovernance #oversight https://lnkd.in/e5gkYJkY

I had the pleasure of meeting with students at the Centre for Pandemics and One-Health Research earlier this fall where we discussed my doctoral thesis and pandemic preparedness. 👇 This interview was released the same day as a committee led by Camilla Stoltenberg published their report "Norge kan, Norge bør: Ta lederskap for å halvere tidlig død innen 2050": https://bit.ly/4ei7FTm One of the things the committee points to, which I also discuss in my thesis, is the need for well-functioning pandemic surveillance. It involves health information systems that work both in everyday life and in crisis, i.e. a system consisting of digital technology, people and knowledge, which can be scaled up and down as needed. Another important point in the report is Norway's important role in the global pandemic preparedness work.

💡 Here's a little thought experiment. Let's say you're a global tech company with revenues of $250bn a year. The STM market - slow-growing and with total revenues of a mere $25-30bn - barely warrants a moment's consideration. You have much bigger fish to fry. Now let's say a new technology comes along whose capabilities and accuracy could be dramatically enhanced by the high-quality content from that small, slow-growing STM market. You start looking into the market and find something really interesting: this content is the product of hundreds of billions of public R&D investment, but the STM publishers get it all for free. "Let's licence some of this content and see what we can do with it", you might say. And so you find a partner with a lot of content but without the technological capability to monetise it for themselves. The initial results look promising, but it's too early to know for sure. You're a strategic thinker, and so a question is nagging at you: "What if it turns out that we really need this kind of content to maintain our technological edge, and we're dependent on third parties to supply it?" You'd find yourself competing with all the other big tech companies to licence that content, driving the price up and eating into your profits. Not where a big tech company wants to be. So you think, "What if we controlled this content at the source? We could either acquire one of these publishers and modernise their operations, or build our own publishing platform from scratch. Either way, we'd secure exclusive access to a vital resource that gives us an advantage in the marketplace.” The opportunity looks enticing. Initial research shows most publishers' technology is years behind the curve, and you could acquire one of them for what amounts to pocket change in your world. But how do you test the waters without making a sizeable initial investment? The answer is elegantly simple: launch an internal publishing imprint. Focus it on your own researchers and technical staff so it doesn't spook your partners. Position it as an initiative to "accelerate and democratise" book publishing, and promise to donate any surplus revenue to charitable revenues. The strategic beauty of this approach? If the pilot succeeds, you've proven the concept and created a blueprint for moving into the market at scale, whether through acquisition or direct entry. If it doesn't, you've learned valuable lessons at a relatively low cost, and burnished your philanthropic credentials along the way.
