It's possible we'll look back on December 5th 2024's EUCCS Preparation - previously BroadEUNet #EUCCS session at Public Safety Communication Europe (PSCE) Winter Conference #Brussels as an important moment for our #publicsafety #missioncritical #criticalcommunications industry. Only time will tell, but it's clear EUCCS will demand a truly monumental, collective effort from all those involved. European Commission #DG_HOME Alice Mazzetto was first up yesterday afternoon, presenting Commission President Ursula von der Leyen's political guidelines for 2024-2029 for a safer & more secure Europe "centred around a new European Critical Communications System". Support right from the very top! Key figure, PSC Europe's David Lund then provided more details about the long journey from BroadMap to BroadWay to BroadEUNet - now EUCCS Preparation -; looking ahead to its ambitious goals & even more ambitious timeline! The 4 successful contractors - Leonardo Airbus Public Safety and Security, Frequentis & Teltronic - are now in a race against time to deliver full, cross-system & cross-border operational mobility to multiple EU member states (& eventually the whole of Europe with the rest of the industry). First up was Leonardo's Massimo Lenzi. Together with its MCX subsidiary, Alea S.r.l., Leonardo has signed an agreement to deliver MCX services to #Ireland Department of Public Expenditure and Reform & #Finland Suomen Erillisverkot -konserni. All the contractors will need to provide MCX-MCX interconnection between their 2 countries; then MCX-MCX interconnection with one other contractor & its 2 countries; with full evaluation from end-users before summer 2025 with further phases following until all goals are reached. Next up was Airbus Public Safety & Security's Yves Van Tente. MCX services will be delivered to #France ACMOSS - Agence des communications mobiles opérationnelles de sécurité et de secours & #Greece Center for Security Studies (KEMEA). Frequentis, represented by Ole Haram Olsen, will deliver MCX services to #Netherlands Politie Nederland & #Sweden MSB (Swedish Civil Contingencies Agency). Ole wanted to emphasize the continuation of #BroadPortEUConsortium from BroadWay, with its partners, Nemergent Solutions SL CROSSCALL & sub-contractors, Lyfo Zebra Technologies. Teltronic, represented by Raquel Frisa, is the only contractor not to have participated in #BroadWay, so Raquel introduced the Zaragoza, Spain-based manufacturer of #TETRA #LTE #5G #MCX technologies to a wider audience. Teltronic will work together with #Belgium ASTRID & #Italy Ministero dell'Interno. Bayerisches Rotes Kreuz (BRK), represented by Margareta Mihalic Dogan is leading the all-important agency/user-driven Operational Procedures Team (OPT) that will guide the whole #EUCCS programme, making sure it satisfies user requirements. The second Day of the #PSCE #Winter #Conference kick-started with the FIDAL #PPDR #Workshop. The event was conceived to share some examples of innovations that are currently being explored within FIDAL in the vertical of PPDR. Presenters touched upon key three thematics led by FIDAL Use Cases and followed by examples from the 1st Open Call projects that are currently testing their solutions leveraging on the facilities offered by the FIDAL testbeds. 🌍 TOPIC 2: Pan-European Critical Communication and Information Exchange 🌍 🕤 Yesterday, to close the morning time, key experts in their domain took the floor on cross-border critical communication (from the last 10 years to the future of it) and on civil security with the use of space-based solutions (chaired by Charlotte Roesener). 🔺Michel Duits (Norwegian Directorate for Civil Protection - DSB) presented the Lessons learnt from 10 years of cross-border communications: the prework done in Norway for the ISI deployment, including the importance of the (ETSI TETRA) standards (2010-2015), the built-up to the roll-out and ISITEP participation (stressing the importance of collaboration in Europe), the support from CBC during a few incidents, like forest fire and SAR missions in Sweden, the Barents Rescue exercise 2019 and how their users worked during the pandemic with covid at and across the borders. The end of the presentation zoomed in on the importance of transition , the operational mobility as deployed and stressing the impact of making a cross border setup from the start with our broadband systems, something we did not achieve with Schengen and TETRA across Europe. 🔺🔺Fredrik R. (Swedish Police Authority) followed up with Transitioning to future public-safety broadband critical communications. Fredrik is a Superintendent and head of Operations RG2 at the Swedish Police Authority with focus on operating procedures and end-users perspectives. Rakel G2 is the next generation communication system that will replace the Tetra system, called Rakel, that is used today in Sweden. He has been a police officer for 17 years. He is appointed by Swedish government to represent Sweden at the Mission Critical Communication Group (MCCG) at EU where he is chairman for the SOP (Standard Operating Procedures) group. 🔺🔺🔺 Christopher Topping (European Space Agency - ESA) presented the ESA Civil Security Space Programme. “The access to information, swiftly, anywhere at any time is imperative in times of urgent action. We are all too familiar with the natural disasters, the geopolitical instabilities and the impact they have on people, state and critical assets. We need responsive availability to actionable information, we need it through the lifecycle of incidents, to reduce its impact by preventive measures, to reacting to unfolding events, and to the recovery phase.” 🔺🔺🔺🔺 Seliman Niakate and Sébastien d'Antuono (Starion) presented the SAFEPLACE project, an innovative system designed to enhance crisis and disaster management through advanced communication and information exchange. SAFEPLACE aims to augment existing Crisis Management Centres (CMCs) by providing near-real-time data and facilitating communication between first responders and crisis managers. Leveraging cutting-edge technologies such as satellite communications (Satcom), Earth Observation, navigation data, IoT sensor networks, and artificial intelligence.

A highlight of Day 2 morning at Public Safety Communication Europe (PSCE) Winter Conference #Brussels has been the Industry Committee Workshop led by TCCA-Critical Communications #CCBG Chair & Suomen Erillisverkot -konserni's Tero Pesonen & PSCE President & Frequentis' Charlotte Roesener, focusing on #TCCA's wide range of activities & areas for collaboration between TCCA/PSCE. 2 of Tero's opening slides appear to compare the challenges facing our #publicsafety #missioncritical #criticalcommunications community as we move from #TETRA #P25 narrowband to 3GPP broadband as climbing Everest, although in fact, there's no final "summit" as the journey we are undertaking is one of continuous technology evolution. As a niche player in global #mobile #telecoms, #TCCA must collaborate both internally with competing members, & externally with ETSI, Global Certification Forum (GCF) & of course, PSCE. Long-term collaboration with ETSI & GCF, under the leadership of Harald Ludwig, Asif Hamidullah, Saurav A., Fidel Liberal & others, has produced the ETSI #MCX #Plugtests & now real GCF #certification. Frequentis received the 1st official certificate - based on 3GPP Release 14 #MCPTT - in June 2024, for its MissionX Android SDK Client Platform verified by RISE Research Institutes of Sweden #AstaZero Ericsson AB MSB (Swedish Civil Contingencies Agency). No doubt many more certificates & services will follow soon, with certification appearing in tenders. #6G discussions are beginning in earnest within 3GPP. TCCA's 6G position can be summarised by one word: #Trust! Tero also highlighted #spectrum as one of the keys to opening up full, future mission-critical services. Within TCCA CCBG/BIG groups, Nokia's Noel Kirkaldy leads TCCA's spectrum efforts within #CCBG #BIG groups, liaising with International Telecommunication Union, 450 MHz Alliance & many more. Existing 380-400 MHz NATO spectrum needs to be protected into the future, perhaps with civilian/military sharing & 600 MHz could be available in the 2030+ timeframe following future WRCs. Charlotte then looked forward to PSCE events & activities during 2025, which will also include participation & collaboration with TCCA at our community's premium annual global gathering TCCA Critical Communications World #CCW2025, also here in Brussels hosted by ASTRID on June 17-19, 2025. On a personal note, with my long background in critical communications & also representing TCCA members, ENENSYS Technologies & Quixoticity-EU, it's pleasing to see TCCA & PSCE working ever closer together, especially as so many member organisations are actively involved in both. As we come to the end of one year & look forward to 2025, with many common challenges & battles ahead, cooperation & collaboration are essential if we are to achieve our common goals serving the public safety & wider critical communications community. And EUCCS Preparation - previously BroadEUNet - & more - is coming this afternoon! What an event! Peter Clemons

🧩Stand-alone presentations (Civil protection, and 5G/6G applications) 🧩 🗓️ Yesterday afternoon (chaired by Mario Drobics), high-level speakers presented: 🔸Civil Protection Priorities for the new term of the European Commission (Joanna Serdynska - European Commission)🔸 Joanna is Team Leader Legislation & Governance at DG ECHO for more than 15 years. 🔸Feedback from recent flooding in Germany (Benjamin Taitsch - Deutsches Rotes Kreuz in Bavaria)🔸 Benjamin is the Deputy Chairman of the Bavarian Water Rescue (Wasserwacht Bayern/Bayerisches Rotes Kreuz (BRK)). He shared valuable insights and lessons learned from the devastating flood disaster that hit Bavaria in June 2024. 🔸Smart Networks and Services Joint Undertaking (SNS JU): The European 6G vision (Pavlos Fournogerakis)🔸 Pavlos Fournogerakis is Deputy Head of Programmes in Smart Networks and Services Joint Undertaking (SNS JU). His responsibilities include coordination of SNS/Horizon Europe programme implementation and project portfolio, 6G research strategy and work programme definition as well as policy feedback activities in the area of connectivity. From 2012 to 2022 he held various positions in the CONNECT Directorate General of the European Commission and in the Research Executive Agency, where he was involved in the implementation of the 5G Public Private Partnership and cybersecurity programmes, research and policy development in the areas of 5G and future communication networks, IoT and network security. Prior to joining the European Commission, he has occupied several telecom engineering and project management positions in the Greek public sector, industry and academia. He holds a degree in Electrical and Computer Engineering and a Master of Business Administration, both from National Technical University of Athens (NTUA). 🔸Field trials beyond 5G (Ioannis Markopoulos - Nova ICT)🔸 Dr. Ioannis Markopoulos is the Head of EU & International Business in NOVA ICT. He has extensive participation in EU and local R&D projects and commercial projects in 5G private networks and services, dataspaces, security, and large ICT solutions. Dr. Markopoulos has led the 5G-PPP task force on mapping network KPIs and the respective White Paper. He is collaborating with the Association of ICT Companies in Greece, contributing to reports for the forthcoming national ICT strategy. 🔸PARAGON: Cross border emergency planning, crisis coordination and management (@Martijn Mol - Centre de crise National)🔸 Martijn Mol is a young project manager withing the Paragon project. After his Master studies in History and afterwards European Politics, Martijn started his career at the National Crisis Centre. For the next year and a half, he worked with all different emergency and security partners in Belgium in order to optimize the Belgian security platform and make sure its 10.000 users can navigate themselves within the system.
