About us

The Negative Emissions Platform is a Brussels-based partnership to improve the political and public recognition of carbon removal technologies and solutions. We represent technology developers, providers and sponsors, research centers, academia, think-tanks and the civil society. Our main focus is on engineered and hybrid approaches with a potential for permanent removal of CO2 - direct air capture and bio-energy with carbon capture and storage, enhanced weathering on land and in the oceans, biochar, soil carbon sequestration, mineralisation in building materials and the use of wood in lasting products and materials. We also actively promote the use of atmospheric CO₂ in e-fuels, materials and chemicals as a way of closing the carbon cycle, while delivering the economies of scale and cost reductions for atmospheric capture technologies. Membership in Negative Emissions Platform is open to a wide range of organisations (varying fees apply), providing they meet the following criteria: They fully support the platform objectives. They are, or want to become active in Europe as a technology developer, retailer, distributor, promoter or sponsor or; They are a national research entity, higher education institution, think-tank or civil society organisation dedicated fully or partially to contributing to research, advocacy and communication in the area of negative emission technologies. Building on the great progress for carbon removals (CDR) at COP29, the CDR industry is now starting to mobilise to make COP30 📈 the breakout COP for CDR. 📈 🫵 And we need you. Specifically, we are looking for someone who will lead the industry’s efforts to prepare, set-up, and run the first ever CDR Pavilion at a COP.   • 🤝 A united call for integrating carbon removals into the Clean Industrial Deal 🤝 Together with 44 organisations, the Negative Emissions Platform has addressed an open letter to President von der Leyen, Executive Vice-Presidents Ribera and Séjourné, and Commissioner Hoekstra. The letter calls on the European Commission to ensure the Clean Industrial Deal supports investment, innovation, and deployment in carbon dioxide removal (CDR), a cornerstone of Europe’s path to climate neutrality.   ℹ️ Our key asks: ♾️ Streamline permitting processes to accelerate CDR deployment. ♾️ Establish an Important Project of Common European Interest (IPCEI) for CDR to foster cross-border coordination. ♾️ Introduce competitive financial incentives to attract and retain CDR companies. ♾️ Invest in workforce development to support a growing CDR industry and ensure a just transition.   CDR is critical to meeting net-zero targets.     Last week at #COP29, XPRIZE in partnership with ClimeFi (formerly CarbonX) launched the Global 1000 CDR Challenge—a bold initiative to drive transformative action on climate change. 🌎 The Challenge calls on the world’s top 1,000 companies to commit to purchasing at least 1,000 tonnes of permanent carbon removal (CDR) by 2025, creating over 1 million tonnes of new demand for CDRs by the end of next year—crucial to getting to gigatonne-scale removal. Participating companies will be celebrated on a global leaderboard, showcasing those at the forefront of climate action.   • ⏰ ⏰ Now is the time to secure the European Union's competitive edge! 2025 will begin with the European Commission's revision of the EU Climate Law (ECL) to set the EU's 2040 climate goals. While the current plan is to propose a net 90% target, this is a crucial opportunity to include distinct sub-targets for gross emissions reductions, permanent carbon removals, and natural sinks. Establishing these dedicated targets would provide the clear market signals needed to unlock investment, scale operations, and reinforce Europe’s competitive advantage in the growing carbon removal sector. 📈 As global demand for carbon removals accelerates, Europe has the chance to lead❗ Separate targets for emissions reduction and carbon removals will prevent mitigation deterrence. This will ensure that carbon removals complement, rather than substitute for, deep and sustained emissions reductions. By making this distinction, the EU can provide a solid foundation for the parallel development of both strategies, strengthening the credibility and integrity of its climate policy. By adopting these sub-targets, the EU can drive innovation and ensure carbon removals play an important role in achieving our climate goals.     📈 Permanent carbon dioxide removal (CDR) activities must be scaled up drastically to meet EU climate targets. However, despite the significant public benefits they offer, high upfront investments and operational costs hinder the development, deployment, and diffusion of CDR technologies. 📊 We conducted a survey conjointly with Negative Emissions Platform, to identify financing barriers and better understand where policy interventions might be necessary. 🗝️ Here are 4 key findings: 𝗔𝗱𝗱𝗿𝗲𝘀𝘀𝗶𝗻𝗴 𝗰𝗮𝗽𝗶𝘁𝗮𝗹 𝗰𝗼𝘀𝘁𝘀: Capex remains a significant barrier for most CDR methods. Both pre-commercial and commercial-scale systems need targeted relief through mechanisms such as investment subsidies and loan guarantees. 𝗥𝗲𝗱𝘂𝗰𝗶𝗻𝗴 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗻𝗴 𝗰𝗼𝘀𝘁𝘀: Policy interventions must address Opex to enable CDR business models. For instance, access to affordable renewable electricity can influence siting decisions for energy-intensive methods like DAC, ensuring firms avoid relocating to regions with lower costs. 𝗖𝗮𝘁𝗮𝗹𝘆𝘀𝗶𝗻𝗴 𝗱𝗲𝗺𝗮𝗻𝗱: CDR developers emphasise the transformative potential of demand-side mechanisms. Price guarantees such as Contracts for Difference (CfDs) provide revenue predictability and stability. Public procurement of CDR units offers a lifeline for CDR projects by bridging the gap to future market demand, thereby fostering scale and learning curves. 𝗣𝗵𝗮𝘀𝗶𝗻𝗴 𝗶𝗻 𝗰𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲 𝗽𝗼𝗹𝗶𝗰𝘆: Over the longer term, compliance mechanisms need to establish reliable demand for CDR. However, market-based incentives must be complemented by separate targets and clearly defined strategies for CDR in climate policy.   • 🎬 Negative Emissions Platform Board Recommendations! This week, NEP President M. Kemal Armada highlights the Netflix series “What’s Next? The Future With Bill Gates”, which features an episode on the issue of climate change, that further dives into the role of carbon removal technologies. This Netflix episode places the spotlight on Direct Air Capture (DAC). Featured in the series are Climeworks and Carbfix, both NEP Members, showcasing their groundbreaking work in capturing and storing CO₂. As the documentary explains, to limit warming to 1.5°C, we need to remove about 10 gigatons of CO₂ annually for the next 50 years. Climeworks is at the forefront, currently capturing CO₂ at scale with the only commercially operating plants, while Carbfix demonstrates the revolutionary process of turning CO₂ into stone beneath the Icelandic bedrock — the world's first injection well for this method! However, with current capture plants removing less than 100,000 tons annually, scaling up to billions of tons is essential to make a significant impact.   • Big news for the European Union! The European Parliament has officially approved the new College of Commissioners. Congratulations to the new leadership team who will drive the EU’s priorities over the next five years! A few highlights: 🔴 Teresa Ribera, Executive VP, will lead the new competitiveness agenda and help shape the post-2030 regulatory framework, key to reaching the EU’s 2040 climate goals. 🔵 Wopke Hoekstra, Climate Commissioner, will focus on enhancing carbon removals and exploring new business models for permanent carbon dioxide removal (CDR). This is a crucial step to include CDR in the revised EU Climate Law. 🟢 Stéphane Séjourné, Executive VP, will push cleantech development and lead the Clean Industrial Deal, with a focus on decarbonizing industry and scaling up sustainable tech. ⚪ Dan Jørgensen, Energy Commissioner, will prioritize building CO2 infrastructure to scale permanent CDR and phase out fossil fuel subsidies. 🟡 Ekaterina Zaharieva, Start-ups and Innovation Commissioner, will boost EU innovation by enhancing funding for start-ups and research, key for advancing CDR tech. Exciting times ahead as the Commission begins its new mandate on 1 December, with major milestones on the horizon: 1️⃣ Within 100 days, we expect the Clean Industrial Deal to be unveiled. 2️⃣ In Q1 2025, a revised Climate Law will be proposed, creating opportunities for carbon removals to be integrated into the EU's climate strategy.   • As COP29 wraps up, it’s clear that carbon removals are gaining the attention they deserve, but there’s more work ahead! Negative Emissions Platform staff and Members were on the ground in Baku, calling for separate targets for emissions reductions and carbon removals in climate commitments. Here are some key takeaways from COP29: 🔑 Article 6 Progress: Countries adopted key recommendations on Article 6, marking significant progress. However, critical distinctions between emissions reductions and carbon removals, as well as temporary vs. durable removals, still need to be addressed. 🏆 European Parliament Resolution Win: We applaud the European Parliament’s COP resolution, which calls for separate targets between gross emissions reductions, permanent carbon removals, and LULUCF in the upcoming revision of the Climate Law and NDCs. This step is essential to combat mitigation deterrence and signals the growing demand for carbon removal solutions. ❓ Clearing Up Confusion: While awareness of CDR is growing, misunderstandings about its role, its differences from CCS, and why we need it still linger. Our mission? To keep educating policymakers and stakeholders on  why carbon removals are crucial to net-zero pathways. 🔭 Looking Ahead to COP30: Discussions on carbon removals gained momentum, but the call for a coordinated and dedicated CDR pavilion is louder than ever.
