Monitoring Europe's progress towards climate neutrality
About us
The European Climate Neutrality Observatory (ECNO) aims to help the EU achieve climate neutrality by providing scientifically rigorous analysis of economy-wide progress and an independent check on EU climate policy processes. ECNO’s leading experts analyse the data underlying a comprehensive set of progress indicators to present a unique, up-to-date picture of the whole economy, and identify any gaps in data collection, benchmarking, and monitoring that need to be addressed. Crucially, ECNO’s analysis focuses on the underlying enablers of climate neutrality, not just the observed outcomes. ECNO enables policy makers, businesses, and civil society to hold the EU accountable for the delivery of climate neutrality. As an independent observatory, ECNO further seeks to inspire the uptake of better monitoring practices and policy making, as well as greater transparency on the EU’s transition to climate neutrality.

📢 Today, the European Commission published the 9th State of the #EnergyUnion report, assessing where Europe stands regarding its climate and energy goals and identifying what more needs to be done. It emphasises achievements in the clean energy #transition, but also highlights the need for further action in sectors where the speed of reductions is clearly too slow (e.g., buildings and transport), and that the declining natural sinks trend needs to be reversed.⚠️ These headline messages are largely in line with more specific findings from this year’s ECNO assessment of EU-wide progress to #ClimateNeutrality, which undertook an in-depth analysis of 13 key areas and their respective enabling conditions for the transition. 📈 Our assessment shows progress in electricity, industry and cleantech as well as regarding just transition. The analysis also shows that agriculture, transport and buildings need targeted interventions to enable the sectoral transitions to climate neutrality, including predictable policy frameworks and additional investments, incl. in infrastructure. However, a U-turn is needed on finance and carbon dioxide removals. 📈 👉 Full report with specific policy recommendations for the next EU cycle: https://lnkd.in/ek_XuhCd #EnergyUnion #EUClimateAction #ClimateNeutrality #EnergyTransition

The newly launched 2024 ECNO assessment of EU progress towards climate neutrality reveals key areas where targeted policy actions are required in the legislative cycle 2024-2029 to get on track to net zero and a more competitive and just EU. Key #PolicyActions for incoming EU policy-makers include: 1️⃣ Advance effective #implementation of existing and recently agreed policies, especially at Member State level. 2️⃣ Take targeted additional action to unlock #EnablingConditions to the transition where needed. 3️⃣ Align #finance with the transition and close the investment gap. 4️⃣ Apply a people-centred approach to EU policy that can ensure a socially #JustTransition that has public support. 🔗 Find further details and policy actions 👉 https://lnkd.in/dtpTmXSS The ECNO report was published on 02 July. It is the second annual EU-wide assessment of progress to climate neutrality in 13 sectoral and cross-cutting building blocks of society by ECNO. The report reveals that, while there is overall movement in the right direction, progress is still too slow to reach climate neutrality by 2050. 🔗 Find all the findings of the 2024 report 👉 https://lnkd.in/ek_XuhCd #climateobservatory #EUpolicy #climateneutrality #progressreport #ClimatePolicy #ECNOlaunch

🌟 Launched today: State of progress to EU climate neutrality Where does the EU stand on its journey to become climate neutral at the dawn of the new EU policy cycle? ⚠The second annual progress report by ECNO shows positive movement in most sectors and cross-cutting areas, but the pace is still too slow to achieve climate neutrality by 2050. Compared to ECNO’s 2023 assessment, all building blocks of a climate neutral society stayed within the same progress category. However, there are promising changes bubbling under the surface! In six of the assessed building blocks – especially #electricity, #industry, #cleantech, #JustTransition – ECNO has unveiled notable improvements in enabling conditions for the transition, for example: The share of variable renewable electricity generation increased by 2.2%-points per year – a notable improvement to last year’s assessment. Likewise, employment in the renewable energy sector grew significantly, now totalling almost 1.7 million full time equivalents. In contrast, a sharp U-turn is needed in #finance and carbon dioxide removals #CDR, which are moving in the wrong direction. Join us for the Launch Event of the 2nd ECNO Progress Report ➡️ We are excited to announce two insightful thematic exchanges at our 02 July conference: 🔄 Thematic Exchange 1: Industrial Transition. How can Europe retain a strong industrial base that is both economically competitive and climate neutral? Dive into the current status and future needs of Europe's industrial transition. Together with industry experts, Suzana Carp and Robert Jan Jeekel we'll explore: ✔️ The implications of EU net-zero policy framework for GHGs from industry and the role of the EU ETS and CBAM; ✔️ How to overcome challenges raising from investment cycles and investment gaps, as well as the availability of renewable inputs; ✔️ What EU policy action should look like in the future in order to effectively support industry in its transition into the green market. 🔄 Thematic Exchange 2: Just Transition. How can we ensure that the journey to net zero is inclusive and fair for all EU citizens? This session, featuring Maciej Sytek and Giulia Laganà, will focus on: ✔️ The importance of citizen engagement and the role of regions and local level governments in the transition; ✔️ EU’s initiatives like the Social Climate Fund to support economic effects of carbon pricing; ✔️ Addressing the communication and trust gap with citizens and promoting the economic opportunities of a climate-neutral society. ⏰ Don't miss out on these crucial discussions!
