” Qualifications MINIMUM QUALIFICATIONS: Possession of a high school diploma or GED.
SUBSTITUTIONS: Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
Job Concepts Function of Work: To participate in on-the-job training to learn basic, routine sub professional engineering tasks, as defined in the Examples Of Work Section.
Level of Work: Entry.
Supervision Received: Close from an Engineering Technician 5, 6, 7, a professional engineer or manager of the agency served.
Supervision Exercised: None.
Location of Work: May be used by all state agencies.
Job Distinctions: Differs from higher level engineering technicians by the focus on learning basic methods, techniques and procedures and by the presence of detailed instructions and close supervision.
Examples of Work Function Statement: The overall function of this position is responsible for assisting professional engineer and/or higher level technicians in the performance of construction inspection work.
The incumbent must be self-motivated and be able to perform duties many times with or without minimal supervision and also be able to interpret unforeseen conditions as they may arise.
The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.
70% Utilizes a thorough knowledge and understanding of Department procedures, policies, standards and specifications in the inspection of construction work and/or in the completion and/or processing of construction-related documents such as field diaries and partial and final estimates.
Enters construction, project data into appropriate computer database or application (SiteManager & LIMS).
Applies DOTD engineering policies and procedures to normal work situations in the Project Engineers Office and/or at construction sites.
Serves as primary construction inspector in area or areas of specialization or certification.
Determines sample requirements for area(s) of expertise.
Verifies elevations/alignments work for surveys.
Reviews haul tickets to determine if loads are in compliance with authorized/approved load quantities/volume.
Prepares work reports, estimates quantities, and performs mathematical calculations necessary to complete paperwork.
May serve as the primary asphalt plant technician.
20% Completes required training classes and receives on-the-job training in performing construction inspection and completing necessary documentation and/or paperwork.
May also provide on-the-job training or assistance to newer or lower level technicians and/or consultant personnel.
Attend preconstruction and progress meetings when designated as primary construction inspector for a project.
Determines anticipated quantities and provides construction insight for projects in design phase.
5% May perform additional duties as necessary to ensure the smooth and efficient operations of the Project Engineer's office.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
100% The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment: Specialized knowledge, skills, and abilities: Construction Engineering, Leadership, Budgeting and Organizational skills Current Louisiana Class "E" license is required.
Position is subject to drug testing per LADOTD policies.
Equipment needed to perform duties: cell phone, computer, pickup truck May work in extreme weather or hazardous conditions and nights and weekends.
