The Australian Academy of the Humanities' response to the ATEC Discussion Paper makes the following key points. We need an ATEC that will: 1. Prioritise national strategy (which the sector is lacking) over administration (which belongs in the Department of Education); avoid overloading the Commission with administrative functions which would limit its capacity to provide strategic advice into the future. 2. Ensure Commissioners have current, historical and relevant knowledge of the higher education system. 3. Define education as more than ‘useful’ or a prerequisite for occupations, recognising that learning is good in its own right — for the individual and society. 4. Consult educators and researchers (not just university executives) to ensure effective decision-making. 5. Undertake whole-of-sector planning, auditing and research. 6. Collaborate with professional bodies to obtain expert advice that’s independent of universities. 7. Utilise Australia’s Learned Academies’ disciplinary expertise to help steward the nation’s sovereign intellectual capabilities. 🎉We're excited to welcome Federation University Australia, Australia’s leading regional university, as a new host institution for ARDC staff.   Federation University already supports the ARDC and the Australian Government’s National Collaborative Research Infrastructure Strategy (NCRIS) as an ARDC member. In becoming a host institution, the ARDC will now have staff based at Federation University.  Due to the strong alignment, the new ARDC staff members will be based within the Centre for eResearch and Digital Innovation (CeRDI), located within Federation University’s Research portfolio. CeRDI is a global leader in data interoperability and promotes innovation through the application of new technologies through research, knowledge transfer and commercial activities. The initial cohort of staff will be supporting the delivery of the ARDC's 3 Thematic Research Data Commons: People, Planet, and HASS and Indigenous Research Data Commons. A Call for Responsibility and Balance in the International Education Sector In recent months, I have closely observed the measures taken by the governments of Australia and Canada. While many of these changes have had a significant impact on our industry, I firmly believe that some were necessary. The speech surrounding education and democracy that some aggregators or agencies in certain markets have been promoting should not come at the expense of the citizens of these countries. We must acknowledge that the creation of unemployment, inflation, housing shortages, and the excessive strain on infrastructure are issues that the local populations can no longer bear as a result of the rapid growth driven by international education markets. It is imperative that we place greater emphasis on the genuine purpose behind international student programs. Migration should not be the primary focus of our industry. Our core mission should always be the education and personal growth of the individual. If, during their journey, students discover better job opportunities or alternative paths for their professional lives, including possible migration, we must never lose sight of their original goal as students. Supporting the international education market without fully understanding the importance of fostering a conscious, balanced, responsible, and well-structured migration process is something we, as industry stakeholders, must always strive to improve. As professionals with over 24 years of experience in education and migration, it is our responsibility to ensure that these systems remain sustainable—not only for the benefit of international students but for the overall well-being of the host nations. Only through such a balanced approach can we achieve a prosperous, equitable, and sustainable future for everyone involved. Today, I invite all my colleagues and friends in the industry to view these changes as opportunities for improvement. Often, we may not fully see the bigger picture when these shifts occur. The Australian Government is implementing numerous strategies to decrease the arrival of non-genuine international students in Australia and eliminate low-quality private providers from the education sector. While these governmental efforts are praiseworthy, there's a notable absence of action regarding establishing minimum standards for Education Agents. Though this transitional phase may present challenges for reputable providers and agents in the short term, I am optimistic about the potential for long-term benefits. Building a stronger economy to deliver a better future for all Australians requires the creation of new knowledge and skills. Universities are central to this task – providing the highly skilled workers and the research and development to guide Australia through both challenges and opportunities in the coming decades. From breaking ground on infrastructure and building energy projects to mastering new technologies and adding new industries to our economic mix, universities have a key role to play. We welcome the Prime Minister Anthony Albanese’s acknowledgement of Australia’s universities and the need to open the door to a university education for more Australians, which will underpin our future prosperity. Our graduates and our researchers hold the skills, knowledge and ideas that will continue to power the economy, spur Australia’s productivity and define Australia’s success in the coming decades. The Australian Universities Accord final report includes a series of recommendations to underpin the expansion of university teaching and research and we urge the government to commit to these reforms that will support our sector to continue delivering for the nation and our people.

DIVERSIFY TO SURVIVE: Not just fee increase but also the manner in which changes have been sneaked in makes Australia an unreliable country for visas and migration. Any agent who is Australia-based is going to be hurt the most. International Student Enrolments – Facts, Trends and Concerns An analysis of the trends in international student enrolments since 2005 to 2023 highlight the entrepreneurial success of Australian universities. They have become proportionally less reliant in Federal Government funding and have made a major contribution inter alia to the economy and regional international relations. The quantitative details are analysed in a paper available here https://lnkd.in/gsETTFRY. Students from more than 200 countries/economies are currently studying in Australia generating direct fee income of near $10 billion annually with a significant multiplier effect from living in the community through accommodation, travel, food and social expenditures. Five Group of Eight (Go8) universities are among the six Australian universities with the highest onshore and offshore student enrolment. RMIT is the other university in the top six. Those six universities account for around 35% of all overseas enrolment. The country enrolment profile is dominated by China and India as they provide some 61% of all overseas students highlighting the vulnerability of Australian universities to political and economic instabilities. Furthermore, the fact that over the past two decades enrolment from Thailand, Japan, Malaysia, Singapore, South Korea, Hong Kong and Taiwan have all declined is profiled. This is serious. The imposition of a 2025 Cap on international student enrolments will not arrest this decline from countries that should be our strategic regional partners. Three of the six universities with the highest enrolments are Sydney, Melbourne and UNSW. Relative to 2023, the cap will impose a reduction of 3,165 students on these universities so they will experience a revenue shortfall of at least $160 million p.a. The 15 universities assigned a reduced cap for 2025 will have 8,304 fewer students than the 2023 figures at a combined revenue loss of near $415 million. These figures do not include loss of increased revenue from growth that was expected for 2024 and 2025. The concern that several of the regional universities with an increased 2025 cap are unlikely to reach their targets is discussed. The caps are expected to impact on the global rankings of our research-intensive universities. The paper contains the details. The report, prepared by the ANU National Security College Futures Hub, delves into the various disruptions and challenges facing the Australian higher education sector over the coming decades. The key focus areas include geopolitical tensions, the evolving nature of education, internal institutional momentum, and the need for universities to adapt and innovate. I found some aspects to be related to VET and HE in general. In particular, the need to innovate. · Innovative Education Models: We need to increase focus on updating and improving pedagogical practices to align with contemporary research and technological advancements. We should be expanding educational offerings to meet the diverse needs of lifelong learners and different student cohorts. · Flexibility and Experimentation: We should focus on inclusivity and creating space for variety, heterogeneity, and experimentation within our institution. Our institutions should encourage and reward innovative approaches and successful outcomes. · Strategic Use of Technology: We must embrace technological advancements, particularly AI, to enhance learning experiences and administrative efficiency. #future of #HE

Increasing the fees for #internationalstudent visas is an unhelpful barrier which will dissuade students from enjoying the amazing benefits of an Australian education. More importantly, at Australian Technology Network of Universities (ATN Universities) we’re concerned about unwarranted levels of visa rejections. Students are putting their savings on the line with too little certainty about whether they’ll get a visa. As the Australian Government progresses its international student policies, it should focus on certainty for #students as well as sustainability for #universities.

In 2023, the international education sector was valued at an impressive $47.8 billion, making it Australia’s fourth largest export and the largest services and non-resources export. This substantial revenue not only bolsters the economy but also supports numerous ancillary industries, including accommodation, retail, and hospitality, thereby contributing to the overall economic growth of the country. It was responsible for a 0.8 per cent increase in GDP, contributing more than half of the economic growth recorded.
