New Zealand’s approach to environmental problems is complex and it’s time to take a local approach to freshwater problems. Fish & Game is a statutory organisation under the Conservation Act, managing resources on behalf of the Crown, and answerable to a Minister. We also represent over 150,000 licence holders. This means we are both guardians of our fresh water, public servants working for the Government and the voice for a strong and passionate community. We are in a unique position where we can see both sides of the arguments and can play a useful role finding common ground and enduring solutions. The Parliamentary Commissioner for the Environment (PCE) recently released two reports: Exploring land use change under different policy settings in two case study catchments – (Mataura and Wairoa catchments) and Going with the grain: Changing land uses to fit a changing landscape. (https://lnkd.in/gciwRdEa)   Complex and overlapping policy and regulation in New Zealand creates a push pull of incentives and penalties for freshwater management in New Zealand. This report is right to focus on change at catchment level – each river or aquatic ecosystem is different and national rules are too blunt in many cases and can even create perverse outcomes. I feel strongly that there’s a real role for grass root initiatives such as catchment community initiatives. The people in the community know their areas and need to be empowered and supported with good science and information to do what is needed. Freshwater quality targets should be set for whole catchments, all the waterways within a catchment are connected so artificial boundaries don’t make sense. In some very degraded catchments, it will be necessary to transition some land uses over time.  Converting some areas from intensive pastoral farming to less intensive land uses can increase profitability and reduce emissions, and it may also improve freshwater health. Where it’s not economically viable there needs to be compensation, but doing nothing will harm us in the long-term. We hope these reports can be built upon to create a more local and joined up way to protecting and enhancing our environment.

The taste of success in Every Bite. I've been so pleased to hear about the success of Every Bite, a collaborative initiative by Environment Hubs Aotearoa and Zero Waste Network Aotearoa in partnership with the Ministry for the Environment | Manatū mō te Taiao. This innovative food waste prevention program empowers individuals to make impactful changes at home, reducing food waste through practical solutions. Since its launch in November last year, over 150 participants have completed the pilot program, contributing valuable insights and experiences. A big thank you is owed to our member partners including Environment Network Manawatū, Go Eco (Waikato Environment Centre), Sustainable HB - Centre for Climate and Resilience and Wastebusters, whose commitment has been instrumental in capturing valuable learnings, and shaping the program's success. Program launch events like this one at Sustainable HB - Centre for Climate and Resilience were a warm welcome, and provided inspiration and ideas to help participants get started. They were noted to be the most helpful in raising awareness of the food waste problem. Once everyone was back home, regular text, email and social media reminders helped participants maintain the momentum. Kia ora tatou, Aotearoa’s environment hubs urgently need your support. Anyone involved in the non-profit sector knows that operational funding is the hardest type of funding to come by. Usually, funders are keener to support projects and outcomes, rather than the stuff we need in order to keep the lights on, like computers, utility bills, salaries for admin and HR staff, and maintenance. Environment hubs across Aotearoa were dealt a heavy blow when Ministry for the Environment funding for hubs up and down the country were cut without notice. That funding went towards vital operational costs for many hubs, which, like EcoMatters, are all places that serve their local communities with environmental education and opportunities to take action. When a budget line like that is struck off the books - especially when it happens without any prior notice, it really is the community that suffers. Collectively, environment hubs have 318 staff and over 213,000 volunteers engaged in 350+ projects across climate action, nature restoration and community resilience. For many hubs, especially for our younger and smaller hubs, it's a threat to their ability to continue to deliver their transformative environmental programmes, or even to their ongoing viability. Environment Hubs Aotearoa urgently needs funds to support our collective operations across Aotearoa, and this month we have set a fundraising goal of $500,000. REDcycle updates - sustainability partnership to reduce plastics in landfill The Australian Broadcasting Corporation (ABC) has reported that Coles and Woolworths have been given another ten months to deal with thousands of tonnes of soft plastic waste left stranded by the collapse of REDcycle. But does this actually mean REDcycle is completely clear to continue operations for another 10 months? Specifically, the supermarkets applied to NSW Environment Protection Authority (EPA) for an extension to Clean-up Notices issued to them, as they continue to explore options to keep the soft plastics out of landfill. The supermarkets have been granted an additional 10 months to comply with the notices until March 2025.  https://lnkd.in/gNGnuMMd At the same time, REDcycle partners are operating under an interim authorisation from the ACCC to allow the supermarkets to continue collaborating on a short-term solution to manage the soft plastics stockpile and to facilitate the resumption of in-store collections for recycling. The ACCC may grant an authorisation for any conduct that could raise concerns under the competition provisions of the Competition and Consumer Act when it is satisfied that the likely public benefit from the conduct outweighs any likely public detriment. This is a very helpful mechanism in the Australian competition law, which is not available in many jurisdictions. In March 2023, ACCC Deputy Chair Mick Keogh said: "We believe the authorisation will lead to public benefits such as the developing of interim solutions to be jointly funded by the supermarkets, the maximising the opportunities to divert soft plastics from landfill and ensuring clear and consistent messaging to consumers on the resumption of in-store collections." On 30 June 2023, the ACCC issued a final determination granting authorisation, with conditions, for a period of 12 months, until 22 July 2024. Soft plastics collection has recently recommenced through a pilot program at 12 Victorian supermarkets. However, condition 3 of the ACCC determination requires an immediate termination of arrangements upon expiry of authorisation, unless a further authorisation is granted. It appears likely further ACCC authorisation would be required for the current arrangements to extend beyond 22 July 2024, or for any longer-term solutions. #SDG17 #partnershipsforthegoals #sustainabilitypartnerships #authorisations

Food Waste - the known but little explored conundrum! Congratulations to James Shaw being appointed to Air New Zealand’s Sustainability Advisory panel. This could be a master stroke in greenwashing or it might actually help reduce aviation emissions. We will watch with interest. Here are a few of the challenges: Tāmaki Makaurau’s Greenhouse Gas Inventory to 2019 indicates that aviation emissions accounted for 7% of total emissions for the region. Auckland’s Transport Emissions Reduction Pathway sets a goal of reducing domestic aviation emissions by 50% by 2030. Yet the airport is expanding. Based on 2018 data, Aotearoa New Zealand has fourth highest per capita domestic aviation CO2 emissions in the world. Our per capita emissions are over 9 times those of Germany, nearly 8 times for the UK, 4 times those of Finland and 3 times those of Sweden. We are also very big emitters via international aviation. Air New Zealand states “To guide us on our journey, we have set an ambitious 2030 interim science-based target, validated by the Science Based Targets initiative, to reduce carbon intensity by 28.9%, from a 2019 baseline.” This is ‘intensity’. It means using strong marketing, the airline can still increase passenger numbers and thus total emissions. Study after study suggests that while many technological innovations are being researched or being developed, projected airline growth will still lead to increased aviation emissions over the coming decades. For example, ‘alternative aviation fuels’ are in very short supply and many have dubious environmental credentials. In order to reduce emissions, demand reduction strategies are required. “Avoid’ and ‘shift’. Let’s hope that talk of often fantasy technological solutions do not mean already proven alternative forms of low emission travel, such as domestically reviving passenger rail, are not overlooked. Following on from Woolworths Group AGM, Coles Group had an enormous 39.11% of its shares voting to requisition a report on the environmental impact of farmed salmon, in light of the looming extinction of the Maugean Skate, only 140 of which are left in the world, uniquely found in Tasmania's Macquarie Harbour. They were also grilled for over an hour over the risks posed to Coles from being the only major Australian food retailer without a zero deforestation target. Businesses and especially food retail business that neglect nature-related risks face material physical, supply chain, transition and reputational financial risks that shareholders will no longer tolerate. These risks can translate into portfolio-wide losses and have spillover effects that interact with climate and modern slavery risks. Coles was at pains to stress that the motion was moved by a small fraction of a percent of its share register. Yet it was supported by nearly half of all shares. Like Woolworths, they also said it was more prudent to wait for Government action. Of course it is the opposite of prudent. Well done to Sustainable Investment Exchange and Neighbours of Fish Farming for moving the motion. Kudos as well to the Australian Conservation Foundation, The Wilderness Society and Greenpeace Australia Pacific for a large presence outside the AGM urging Coles to eliminate deforestation from its supply chain. We are living in a mass extinction event, but momentum is growing for sustainability.

DOCTRINE OF DISCOVERY -> INABILITY TO COMPREHEND PRE_EXISTING RIGHTS -> COLONISATION -> ACT/NZF/NATIONAL COALITION. The missing link in understanding the efforts of ACT, NZFirst + National as a coalition government informed by the doctrine of discovery, in re anti-Maori rhetoric + sentiment: te Reo, history, treaty principles, etc. I'm sorry it's taken so long to write this. 1. The Doctrine - The doctrine of discovery cemented + 'codified' the prevalent (but pre-existing) European sense of pre-eminence (superiority) in the world. - A central idea of the doctrine is that only Christian heritage + traditions would be recognised in meeting with new populations. Non-Christian populations are declared to have no rights as humans or in land or property, + no means to call on justice to protect them. They could, of course, call on God, & many did, but were still not spared. 2. Colonisation - Doctrine-informed colonisation followed, with the superiority recorded in the doctrine fuelling the take over of lands and the degradation, killing, and taking into slavery of hundreds of thousands of people globally. - The doctrine set the scene for not recognising those populations as having any rights whatsoever. - The idea emerges that 'we cannot comprehend the rights of any other peoples - we cannot perceive them to have any underlying and real interest in the thing we now have an interest - our interest is simply more important. 3. Customary law and common law - For the English, this doctrinal heritage was met (and maybe even hindered by, to some small scale) with an entrenched common law recognition of common law - a recognition of pre-existing rights, rights which were found outside of legal doctrine (recognition of which is at issue in the foreshore debate, where more white voices express dismay at any recognition being afforded those pre-existing rights, even when it is by their own legal system). 4. ACT, NZFirst and National coalition - The ACT, NZ First and National coalition can't accept or recognise the existence of customary rights and common law, where those thing cut across their current colonial/capitalist interests. - The coalition's policies battle forthrightly against the very simple and core notion that through te Tiriti the Crown (the Crown itself!) sought to recognise, in small ways, genuinely or disingenuously, that Maori had existing rights in Aotearoa, rights that pre-existed the Crown's interest. - The coalition, informed by the doctrine of discovery, can't comprehend a world in which someone has existing interests or rights in something they now have an interest in. Their policies implement this ideology of supremacy and none other. - The coalition, informed directly by the doctrine of discovery, can't comprehend a world in which non-Europeans have rights in something they now have an interest in, that compete against their expectations as Pakeha of superiority. Their policies implement this ideology of superiority and none other.

To many fair minded New Zealanders, the idea that indigenous peoples would have underlying pre-existing rights in their lands is no surprise, and nor is it contrary to our way of life, collectively. To many fair minded New Zealanders, the idea that the inherent interests of indigenous peoples can be recognised in law is no surprise, and nor is it contrary to our way of life, collectively. To many fair minded New Zealanders, the idea that we should scrape away those indigenous rights, ignore them, pretend them away, marginalise, is unjust. To do so requires us to look through the lens of superiority, through the lens of the doctrine of discovery... and we are learning to not do so. Slowly.

Prime Minister Anthony Albanese has an opportunity to deliver on an election promise to bring in a new generation of environmental laws that work to protect nature and the places we love, with an independent agency that takes politics out of environmental decisions. This week Australian and international leaders from government and the finance sector will be gathered at the Nature Positive Summit to talk solutions and galvanise private sector investment in nature repair. Aussies love nature - we make up stories about animals to trick tourists and name our sporting teams after them. But nature in Australia is in crisis - we have the only deforestation front in the developed world and hold the record for mammal extinctions. Environmental laws should stem extinctions - but the ones we have don't work and are mostly used to accelerate destruction, and are poorly enforced. An independent Environmental Protection Agency would depoliticise decisions and reduce industry pressure. New laws, a new agency, and an environmental data clearing-house were promises before the last election - and politicians should keep their promises. The Government has a clear pathway through the Senate to deliver on their commitments. More is needed to not just halt but also reverse nature destruction and start to repair nature so that we have more habitat in future than we do now. We need mandatory nature disclosures by companies, increases in environmental spending and to abolish harmful subsidies. The Nature Positive summit is a great opportunity to make good on the Government's promises. The closer we get to an election, the more people will focus on which alternative Prime Minister is trustworthy and will do what they say they will do.

Big ideas to solve workforce challenges like this one are found across our #Tourism industry. As outlined in Australian Trade and Investment Commission (Austrade)'s July #VisitorEconomy News, Barry Iddles of Restaurant 360Q began purposefully recruiting retirees and mature-age workers to plug worker shortfalls. That’s just one of many benefits to hiring mature Australians, Iddles says. His older staff have been quick to learn, have great #CustomerSkills and have 'been absolutely amazing’. Iddles’ decision to hire older workers came amid post-COVID staff shortages. An accidental encounter sparked the idea. He was clearing tables at a friend’s restaurant, when a customer asked him how old he was. He realised if he had the energy for the job at 66, other seniors would. The restaurant’s regular winter postcard included an invitation to retirees to apply for positions. Iddles distributed 42,000 postcards across Bellarine Peninsula and region attracting many applications and media coverage. 2 years on, Iddles has older workers in his #Restaurant and upstairs function room with 7 mature-age Aussies on roster typically working 3-5 hour shifts among his 70 strong team. Some work only a shift or 2 a week, others more. None has a #Hospitality background. Instead, they’ve been nurses, retail workers and more. Among them is waiter/dishwasher Kenton, 68, a former food importer. When COVID upended his plans, he found a job with more shifts at Restaurant 360Q. Susie, 74, a former shop-owner who moved to the area wanted a job to get to know people and rebuild her confidence. Another staff member, Ken, came to 360Q because his wife at a lunch told Iddles that her husband was thinking of applying but didn’t have a CV. ‘He was 73,’ says Iddles. ‘I said, at that age you’d have some life experience, and I don't need a CV!’ That experience and a thorough training program have seen everyone slot right in. Older staff forged strong bonds with younger ones – at work and outside. The camaraderie across generations has made the team a well-oiled machine. The Australian visitor economy is still facing labour shortages. Iddles is looking to take on more returning #Retirees for the season. ‘Our population is getter older & I recommend this to every other employer in Australia. It’s vital. It gives an amazing balance in the workforce. It’s just been so successful.’ Building a secure and resilient workforce is a THRIVE 2030 priority - that's Australia’s national strategy for the visitor economy. Mature-age workers bring benefits from a lifetime of experience with transferable skills useful in tourism. They are resilient, with the ability to relate to a variety of people. The Environment Hubs Aotearoa Board recently signed off our updated Te Tiriti Commitment. It's so good to work for an organisation that genuinely wants to the do the mahi in this space. Our Commitment to Te Tiriti: We recognise Te Tiriti o Waitangi as the founding document of Aotearoa and acknowledge that hapū in Aotearoa never ceded rangatiratanga. Māori have an intricate, holistic and interconnected relationship with te taiao which is synonymous with the beliefs of EHA: Ka ora te wai, Ka ora te whenua. Ka ora te whenua Ka ora te tangata. If the water is healthy, the land is healthy. If the land is healthy, the people are healthy.
