OUT NOW | ASEAN-Australia Special Summit Maritime Cooperation Forum Report. In March 2024 Blue Security co-delivered the Maritime Cooperation Forum at the ASEAN-Australia Special Summit in Melbourne with the Department of the Prime Minister and Cabinet and Australian Department of Foreign Affairs and Trade. This report provides a summary of key issues and recommendations from the Maritime Conference. Partnering with the Blue Security Program, the Australian Government brought together nearly 200 maritime experts from ASEAN members states, Timor-Leste and Australia for the Conference. Taking a holistic view of maritime security, exploring both traditional and non-traditional security issues, the Forum aimed to “generate new solutions to maritime challenges”. Defence Industry cannot exist without the infrastructure that enables it. This is "far and few between" across Northern Australia and cannot exist for Defence alone as it would never be economically sustainable. Just as the Commonwealth is supporting commercial industries with Defence applications across engineering, cyber, human performance and others, it needs to look to support those places, projects and operations that hold strategic value to force disposition, sustainment and activity. This must be done through the lens of future requirements and not just our current status. Is this a current stated requirement - no. Should it be? Will this benefit our national defence strategic readiness - absolutely!! Our nation is not preparing for today's environment - we need to be ready for what is to come. We are doing that across platforms, equipment, systems and people - but not so much in places and infrastructure......... #Gascoyne Gateway Limited

Almost 6 years since launched by the Queensland Government, Maritime Safety Queensland (MSQ) and its partners have overseen the removal of more than 1,350 vessels from Queensland’s waterways. The current round of funding enables this work to continue to 30 June 2025. MSQ currently has 554 vessels flagged as being of interest. Recognised nationally for its success, the War on Wrecks program has removed the larger vessels that the authorities have been made aware of, focusing recently on the more easily salvaged, smaller craft. Community and industry can get involved by emailing: [email protected] if you: - know of the location of an unseaworthy vessel that is a danger to navigation or a threat to the marine environment or public safety. - own such a vessel and would like to discuss ways of removing it. - know the identity and contact details of the owners of such vessels think you can help with suggestions to prevent vessels becoming derelict and abandoned in future.

The Australian Government is calling for vessels to participate in #Australia’s Strategic Fleet Pilot. The pilot will run for five years and consist of three vessels - which will be privately-owned and commercially operated, but be available to the Commonwealth to requisition in times of need, crisis or national #emergency – such as natural disasters or conflict. The vessels in the pilot will be expected to each offer at least three training berths per year, which will boost our #maritime workforce by increasing the amount of Australian qualified #seafarers at a time of a growing global shortage. Throughout the past two decades, we have developed a significant capability and pedigree in the Maritime domain, including supporting the capability design and definition for major projects such as SEA5000 and SEA1000. We’ve also sustained core Mission Engineering capabilities across all major domains, including air, land, maritime, space, and cyber. Join Darren Rix & Craig Cormick on Thursday 12th September at Australian National Maritime Museum as they talk about their new book Warra Warra Wai - How Indigenous Australians discovered Captain Cook, and what they tell of the coming of the ghost people. For the first time, the First Nations story of Cook’s arrival, and what blackfellas want everyone to know about the coming of Europeans. Both 250 years late and extremely timely, this is an account of what First Nations people saw and felt when James Cook navigated their shores in 1770. We know the European story from diaries, journals and letters. For the first time, this is the other side. Who were the people watching the Endeavour sail by? How did they understand their world and what sense did they make of this strange vision? And what was the impact of these first encounters with Europeans? The answers lie in tales passed down from 1770 and in truth-telling of the often more brutal engagements that followed. Darren Rix (a Gunditjmara-GunaiKurnai man, radio reporter and Archie Roach’s nephew) and his co-author Craig Cormick travelled to all the places on the east coast that were renamed by Cook, and listened to people’s stories. With their permission, these stories have been woven together with the European accounts and placed in their deeper context: the places Cook named already had names; the places he ‘discovered’ already had peoples and stories stretching back before time; and although Cook sailed on, the empire he represented impacted the people’s lives and lands immeasurably in the years after. ‘Warra Warra Wai’ was the expression called to Cook and his crew when they tried to make landfall in Botany Bay. It has long been interpreted as ‘Go away’, but is perhaps more accurately translated as ‘You are all dead spirits’. In adding the First Nations version of these first encounters to the story of Australian history, this is a book that will sit on Australian shelves alongside Cook’s Journals, Dark Emu and The Fatal Shore as one of our foundational texts. The maritime domain is a critical component of global security and economic stability, and for Australia, with its vast coastline and strategic maritime interests, maintaining an effective and efficient naval supply chain is paramount. The naval supply chain encompasses the entire lifecycle of ships, submarines, and other vessels, from acquisition and construction to maintenance, repair, and operations (MRO), sustainment, and eventual decommissioning. In the context of the recent AUKUS partnership, which promises a significant uplift in capabilities, Australian supply chains must undergo a step change to meet new requirements and challenges. 🚢 Australia to Command Red Sea Task Force Amid Persistent Trade Route Threats The Royal Australian Navy will soon take command of international maritime operations in the Red Sea, despite not deploying any naval assets in the region. This move, set for October, underscores Australia’s commitment to global maritime security as threats from Houthi rebels continue to escalate. Military sources confirm that Australia will lead Combined Task Force (CTF) 153, part of the US-led Combined Maritime Forces (CMF) headquartered in Bahrain. This task force, established in 2022, focuses on security and capacity-building efforts in the Red Sea, Bab al-Mandeb, and Gulf of Aden. Australia’s decision comes months after declining a US request to deploy a warship to the Middle East. Instead, a small team of Australian personnel will head the mission, marking Australia’s first command of CTF 153. CMF operations, involving personnel and warships from 44 nations, aim to counter piracy and terrorism in critical international shipping lanes. Each member country selects its missions, contributing to the collective maritime security effort. Despite some criticism for not deploying naval assets, the Australian government emphasizes its commitment to supporting the global rules-based order. This includes contributions to CMF under Operation Manitou and support of US and UK strikes on Houthi rebels under Operation Hydranth. Tensions in the Red Sea have recently intensified, with Israeli forces intercepting a missile launched from Yemen. This volatile environment underscores the importance of Australia's leadership in CTF 153. Former navy officer Jennifer Parker, who previously directed operations for the CMF, supports the deployment of Australian personnel but insists a warship should also be sent. She highlights the strategic significance of the Red Sea and Gulf of Aden to Australia’s maritime trade. Insights from day one of the Protective Security in Government (PSG) Conference with the ANZ Chapter of the Institute of Strategic Risk Management (ISRM): Legislative Gaps: The Australian legislative environment is leaps and bounds ahead of New Zealand’s, highlighting a critical need for NZ to catch up. In NZ, we are underestimating the complexity of critical infrastructure, only scratching the surface of the interconnected nature of the supply chains and the systemic risk posed by critical infrastructure failure. Governance: Effective governance is essential for addressing broad, organization-wide security challenges strategically. Without this, organizations risk siloed and conflicting security, resilience, and risk programs. There’s a pressing need to understand the scope and alignment of these initiatives across the entity. 🔊 Side Note: Look out for the updated ISO22340 - Security and Resilience — Protective Security standard, expected in the coming weeks. This standard aims to establish a unified security language, helping create a common language. Decision-Makers: To truly support safety and security, authorized roles need not just permission but executive and board-level endorsement to make tough calls—even when they might impact business interests in the short term. These roles must balance authority with a culture of accountability for the outcomes of their decisions.   🔔 Key Takeaway: Empowering these roles to not just “hold the pen” but confidently use it is crucial for meaningful security actions. Collaboration Requires Communication: We are often inundated with information, and with AI's exponential growth, this volume is only set to increase in unpredictable ways. Purpose: No matter what risk you’re assessing—whether it’s Financial, Cyber, Security, Business Disruption, or Insider threats—it all starts with a deep understanding of the organization’s purpose, values, or objectives. Here’s what we found especially important: 🔍 Balancing Transparency and Efficiency LLMs often provide reasoning for their translations, which may be helpful, but also complicates things. How to balance being clear and efficient? 🚫 When LLMs Refuse to Translate Some models choose not to translate certain content (e.g., harmful or copyrighted material) for ethical reasons. When is it too cautious or restrictive? 📊 Evaluation Challenges LLMs are being penalised for being too verbose or refusing to translate. How to evaluate them to reward ethical behaviour, rather than punish it? ⚖️ Bias in Handling Sensitive Content Each LLM handles sensitive topics differently, which introduces bias, depending on what’s prioritised (safety, copyright, etc). Where is the transparency? 💡 User Experience Multiple translations can give users more control, but too much information can be overwhelming.
