The Australian Research Data Commons (ARDC) has launched the Australian Internet Observatory (AIO), a major new #research facility that will open the ‘black box’ of digital platforms and their algorithms so we can better understand how people use search engines, social media, messaging systems, and other digital services. AIO Program Lead and Director of the ARC Centre of Excellence for Automated Decision-Making and Society (ADM+S), RMIT Distinguished Professor Julian Thomas, said digital platforms play a critical role in Australia’s economy and society, yet our capacities to collect and analyse data from digital platforms and observe their activities is very limited. “Over the past decade, there’s been a dramatic transformation in how Australians use digital platforms, how they interact with the automated systems and the digital economy, and how they communicate with machines and each other,” he said.  “Every day, we are now using more platforms, more intensively, for a wider range of activities. But as researchers we’ve had very little visibility of how digital platforms work.” The initiative supports innovative approaches to the collection and analysis of digital social data and internet platforms and the analytical tools and governance required to support cutting-edge research on social, economic, health and environmental issues. The AIO is an initiative of the ADM+S Centre and led by RMIT University in partnership with Swinburne University of Technology, The University of Queensland, QUT (Queensland University of Technology), University of Melbourne and Deakin University, enabled by the National Collaborative Research Infrastructure Strategy (NCRIS). ⭐ Brilliant submission from ATSA - Assistive Technology Suppliers Australia to the #NDIS Bill inquiry.⭐ Do take a look to see how pathetically inadequate the view of the government and the #NDIA is on #AssistiveTechnology. With many others, I have been banging on about this for YEARS (check out my article in the comments below) - so bravo to #ATSA for calling this out. This is where the government's view of #Technology becomes unravelled. #AssistiveTechnology is a massive industry and economic driver, but here's the government and the #NDIA - with no clue about technology - restricting people's access to funding for essential #AssistiveTechnology and in doing so undermining what should be an #NDIS sustainability factor and a national powerhouse industry. Michael Sukkar You can't seriously support this Bill, and claim your side are #Technology enlightened? Ed Husic MP Please explain. Don't stay silent on this and at the same time advocate for an Australian #Robotics plan? How big is the #AssistiveTechnology market globally? Answer: Market size expected to reach US$39.1 Billion by 2032. The Australian market, $4Billion+ pa. Calling on the AIIA and ACS (Australian Computer Society) to get behind Australia's #AssistiveTechnology industry. Think #AugmentedHealthcare. But here's the #NDIS Bill - created by people who "don't get #Tech" - cutting the guts out of #AssistiveTechnology and think that's how the #NDIS is made "sustainable". From the #ATSA sub: ------------------------------- "Assistive technology is only mentioned in Section 10(a) (iii) in reference to mobility. It does NOT address the use of AT for: 👉 independence and safety in the home (e.g., systems for people with cognitive issues, 👉electronic pill dispensers, shower chairs, commodes, adaptive kitchenware) 👉safety (pressure mattresses, hoists, adjustable beds and chairs, pressure cushions) o communication (alternative and augmentative communication devices), 👉 home environment controls 👉trials, training participants and carers and other services rather than product outcomes." "As an active WHO member state, it would seem a backward step for Australia to provide less assistive technology than recommended by the WHO to developed and developing countries. Additionally, the ISO Standard 9999:2011 is a globally recognised source of information/list of assistive technology products/systems and ATS suggest this should also be referenced in the Bill. Bill Shorten Media Release: New NDIS providers receive grants to co-design new payment options The Albanese Government is trialling a new approach to paying for disability supports to ensure National Disability Insurance Scheme (NDIS) participants receive high quality supports that produce meaningful outcomes. As part of the 2023-24 Budget, the Australian Government committed $24.6 million over four years to work with participants and providers to trial blended payments which will test if there is a better payment option than the current fee-for-service model. Since then, the Albanese Government has been working closely with participants, providers and representative groups to design the best way forward on the trial.  The National Disability Insurance Agency (NDIA) today announced 31 providers would share in $330,000 and take part in the co-design of blended payment options to explore how they might work. Minister for the NDIS the Hon. Bill Shorten MP said the Blended Payments trial is an opportunity to test different ways providers can be paid which encourage them to deliver better quality supports and achieve outcomes for participants.  “Under the current fee-for-service model, a participant pays a provider for their services and often that’s the end of it. The idea of a blended payment method will test if there might be a better option – where both participants and providers are clearer from the start on the desired outcome and thereby work more effectively towards that,” Minister Shorten said. From next year, following the co-design process, the NDIA and Department of Social Services (DSS) will begin trialling blended payment methods (among small groups of voluntary participants) to test their effectiveness. The trial will involve combining two types of payment. The first is an enrolment payment, where providers are paid for providing supports over a period of time (for example 1 or 2 years). The second is an outcome-based payment where a provider is paid when a participant’s goal is achieved. By trialling the blended payment method, we are testing if changing the payment approach can achieve better outcomes for participants. The fee-for-service payments currently used can narrow the focus to be on the amount of support delivered, rather than whether the supports are achieving results for participants. “This is a necessary innovation in shaping how payments could work differently in the NDIS in the long-term. We need to give participants more options in the future on how they engage providers and how they may pay them.” “To ensure we get this right, we’re co-designing the payment model with participants, Disability Representative and Carer Organisations (DRCOs), providers and peak bodies.” Full story:

Earlier this week the Joint Select Committee on Social Media and Australian Society released their final report Social media: the good, the bad, and the ugly which has a number of important recommendations for improving internet observability for researchers: Recommendation 3. The committee recommends that the Australian Government introduce legislative provisions to enable effective, mandatory data access for independent researchers and public interest organisations, and an auditing process by appropriate regulators. Recommendation 7. The committee recommends that the Australian Government support research and data gathering regarding the impact of social media on health and wellbeing to build upon the evidence base for policy development. We also note Recommendation 6 which calls on the Government to include the opinions, expertise and lived experience of children in designing laws that will impact their online experience: Recommendation 6. The committee recommends that any features of the Australian Government's regulatory framework that will affect young people be codesigned with young people. All supports need to meet the criteria in these laws before they can be funded in an NDIS plan. This list of is called the NDIS funding criteria. For example, supports need to relate to your disability, be effective and beneficial, and be good value for money. One of the key principles of the NDIS is that support and services must be “reasonable and necessary” in order to be approved and funded by the NDIS.
