The eSafety Commissioner's directive to X and Meta to remove violent videos after the horrific Sydney events over the last few days is a wake-up call. Kudos to Julie Inman - Grant for getting on the megaphone and taking decisive action to protect users and uphold community standards. However, these incidents highlight the need for proactive strategies to prevent the spread of harmful material in the first place. As individuals and organisations committed to fostering a safe online environment, let's amplify our efforts to raise awareness, advocate for policy reforms, and support initiatives that promote digital well-being for all. Bill Shorten Media Release: New NDIS providers receive grants to co-design new payment options The Albanese Government is trialling a new approach to paying for disability supports to ensure National Disability Insurance Scheme (NDIS) participants receive high quality supports that produce meaningful outcomes. As part of the 2023-24 Budget, the Australian Government committed $24.6 million over four years to work with participants and providers to trial blended payments which will test if there is a better payment option than the current fee-for-service model. Since then, the Albanese Government has been working closely with participants, providers and representative groups to design the best way forward on the trial.  The National Disability Insurance Agency (NDIA) today announced 31 providers would share in $330,000 and take part in the co-design of blended payment options to explore how they might work. Minister for the NDIS the Hon. Bill Shorten MP said the Blended Payments trial is an opportunity to test different ways providers can be paid which encourage them to deliver better quality supports and achieve outcomes for participants.  “Under the current fee-for-service model, a participant pays a provider for their services and often that’s the end of it. The idea of a blended payment method will test if there might be a better option – where both participants and providers are clearer from the start on the desired outcome and thereby work more effectively towards that,” Minister Shorten said. From next year, following the co-design process, the NDIA and Department of Social Services (DSS) will begin trialling blended payment methods (among small groups of voluntary participants) to test their effectiveness. The trial will involve combining two types of payment. The first is an enrolment payment, where providers are paid for providing supports over a period of time (for example 1 or 2 years). The second is an outcome-based payment where a provider is paid when a participant’s goal is achieved. By trialling the blended payment method, we are testing if changing the payment approach can achieve better outcomes for participants. The fee-for-service payments currently used can narrow the focus to be on the amount of support delivered, rather than whether the supports are achieving results for participants. “This is a necessary innovation in shaping how payments could work differently in the NDIS in the long-term. We need to give participants more options in the future on how they engage providers and how they may pay them.” “To ensure we get this right, we’re co-designing the payment model with participants, Disability Representative and Carer Organisations (DRCOs), providers and peak bodies.” Full story:

I know I recently shared some insights on the Paralympics, but I think this is too good not to share. Paralympics Australia has released a new guide aimed at providing more accessible, inclusive, and equal opportunities for people with disabilities in sports and recreation. The Universal Design Guide for creating Inclusive Sport in Australia is encouraging sports’ representatives to think about the ‘who, what, when, where, why and how’ of inclusivity — including using the right language, accessible documents, and sharing motivating case studies. This is a strong step forward for true inclusivity in sports — it’s all about challenging those preconceived notions and adopting new mindsets and perspectives. The trial of a blended NDIS payment model, while well-intentioned, raises a number of concerns ... 🧼 📦 Yes, I'm on my soap box again! ⚠️ First, parents & carers, with the best intentions, may set ambitious goals for their loved ones, completely unaware of the pressure this places on providers. ⚠️ In turn, providers may lower expectations by focusing on easily attainable goals to avoid failure, limiting the full potential of their clients. ⚠️ Then there's the possibility of funding being removed once these goals are met, without considering the need for ongoing support. E.g. I may have a goal for my 12yr old daughter - Sophie, who's ASD2, anxious, ADHD, ODD, EFD, etc etc - to become a participating & valued member of a local sports team. With support, she joins netball, connects with the Team & gives her all. Goal achieved. Funding for the support is therefore removed. However, Soph soon loses interest in the sport & without support, reverts to being socially introverted & refuses to leave the comfort of home. System failure. ⚠️ I'm also concerned that this trial mirrors the flawed federal employment payment model, (the model implemented with the privatisation of Commonweath Employment Services). Due to payments largely rewarding short-term outcomes - rather than sustainable growth & progress - significant numbers of job seekers are now entrenched in unemployment. 💔 The heartache is that trial risks seeing the same cycle within the disability sector, where individuals are supported only until they meet a goal, only to have resources withdrawn when maintenance & continued development are needed. This approach creates a dangerous precedent, one that treats goals as static achievements rather than dynamic, evolving targets (that require ongoing support & reinforcement). 🌱 There's always room for growth. 🪜 There's always a level up. A more thoughtful approach is needed. One that funds not just the achievement of goals but also the continued efforts to maintain & build upon them. NDIS should be funding the ✨️ EVOLUTION ✨️ of those with disability. And it all comes back to having a payment model that encourages & enables this. Do you or don't you? Should you or shouldn't you? Where do you sit on compensating individuals for their role in community engagement? I've heard this mentioned a few times over the last few months as more organisations explore when and when not to do it and the biggest question how. I personally have been involved in a few big projects where compensation of some format was key to ensuring a representative group can work together over a long period of time. Whether it was covering travel, accommodation, payments for care and even a living wage for weekend work. It worked really well. It's time for my next challenge, LinkedIn! I’m closing an epic chapter at Bupa, where I led and scaled the Enterprise Design team delivering new, data-driven services, digital products and healthcare initiatives for 4.7m customers across Australia. As you know, Enterprise Digital Transformation is a team sport, so while we worked across dozens of Agile squads rapidly designing platform software products to be ‘built once, used everywhere’ - we also led the co-design of the Digital Channel Strategy and strategic Programs such as the Enterprise 'Accessibility Uplift Program' and the first Enterprise 'Research Repository'. A big shoutout to Hamdam Bishop and Natalie Field for bringing me into such a critical phase of the Digital Transformation process - and for building an 'A team' of talented leaders. It was a delight to work alongside Natasha Vansleve (née Potzsch), Alana Gibbs, Grant Burrow, Ed Falconer, Nikki Saleeba, Dr Kobi Leins (GAICD), Katie Carter, Lambros Kallianiotis, Anna Stevens, Jessica Merz, Marcelo Menezes @Bec Modera and team including Ashley Kay. Mark Lenzner shared some important emergent insights uncovered by the Innovation Procurement Pathways Program in his keynote at the Future of NSW Government. The IPP team are drafting an Agile public procurement definition: * an approach to buying innovation that favours flexibility and collaboration, incorporating feedback throughout the procurement stages. * an iterative approach to finding and assessing solutions and suppliers while focussing on outcome and upholding governance and probity principles. It does this by breaking the procurement into multiple stages. Each stage has defined deliverables that require increasing levels of detail and evidence of feasibility and value. * a supporting framework that protects buying objectives and outcomes, similar to the roles of Assurance, Risk and IP frameworks. * incorporates a cross functional team of SMEs who work closely together and with key stakeholders in a process that formalises early stakeholder engagement, ways of working, cadence, feedback loops and allows for adjustments as intelligence and requirements evolve. The key difference between procurement of ICT solutions in the private sector, and public procurement is the need for compliance with probity and policy provisions, which may impede scaling successful solutions. Agile public procurements consist of a single sourcing strategy with multiple discrete stages and options for solution providers to tell us, show us, prove it, and demonstrate how they will work with us before building it with us at scale. As a Strategy & Policy Designer it is great to see the keynote from Catherine Livingstone on the value of design thinking for strategy and for boards to approach in this new way at the AICD Governance Summit 2024. “Design thinking is hard, but pays enormous dividends and with the increasing velocity of change, as a capability, will be a critical success factor. It drives simplicity from complexity, providing a rigour, which enables more resilient strategic thinking.” Highlighting examples from Tesla to Apple, and her own executive career at Cochlear, she stressed the transformative power of design thinking in strategic disruption, challenging the notion that its application is limited to product or fashion design. The AICD webinar on AI governance has been very interesting. The key message is that board directors need to focus on AI from various perspectives: principles and practices, strategy, governance, and infrastructure. It's important for us to start thinking about it now. Initially, the focus will be on risk management. However, the biggest opportunity lies in exploring AI's potential. How can we use AI to optimise business operations and discover new opportunities? Boards need to work with management to see how AI can play a significant role. There are also safety and ethics issues to consider. We must tackle these challenges head-on. The AICD has developed some useful resources and frameworks, which have been very helpful.
