Thanks for sharing Deb Carr. This is hugely worrying. Combining both the VET and Higher Ed sectors is something I don't think would be largely supported across the existing employment and training sector. With a strong VET sector and National Training Packages that are well aligned within International taxonomies, why on earth would we create something else that we are unsure would work and is a different model to what is recognised internationally? This seems bonkers to me. Would not money be better spent working on the weak areas of the taxonomies through continuous improvement rather than trying to re-create a whole new system that might not work? It's very hard for industries and different employment sectors to align to new frameworks and taxonomies, and this can take years. Poorly managed roll-outs of fundamental change have taken years to recover from. There is a huge risk. I also can't see realistically how they are going to meet their 'expected expectations'. Some of these are so pie in the sky. It seems as though it leads to potentially more compliance to meet the greater need across a vastly larger sector. Which will be a breaking point for some training organisations. I can't agree with you more Deb. A wasteful effort to overhaul two systems that are largely recognised around the world.

Jobs and Skills Australia is working to develop a National Skills Taxonomy (NST) to enable a more flexible and responsive skills system. The Australian Universities Accord identified the NST as crucial for creating a 'joined-up' education system. A skills taxonomy is nothing new. 🌍 Europe’s ESCO is primarily to support job mobility across Europe and includes skills, competencies, qualifications and occupations 🌎 America’s O’NET is the nation’s primary source of occupational information, a basis for their Career Exploration Tools and a valuable assessment instrument for workers and students looking to find or change careers 🌏 Singapore’s Skills Taxonomy was developed to systematically define, organise and communicate the most relevant clusters of in-demand skills and to provide clarity and structure around the skills required for the workplace 👉🏼 The UK's Nesta aims to address skill shortages and help workers and students learn more about the skills they need and the value of those skills 🤔a joined-up tertiary education system has NOT been a priority for any skills taxonomy. I urge the VET workforce, employers who use the VET system, RTOs and TAFE to sit up and take note. Investigate this discussion paper and ask what sector's voice is dominant. I'm currently working with UNESCO on using the ESCO to help profile the skills of 60 000 working-aged refugees. National/regional skills taxonomies are handy, they can reach into the entire supply and demand skills ecosystem. I see the benefit and need for one. However, this paper's focus on using it to join up our tertiary sectors is misguided and some say, naive. There are so many other areas where an NST could help. This paper not once mentions skilled migration, plays down the utility for career navigators, neglects veterans struggle to be recognised and the Adult Community Education sector is not mentioned. The NST is set to replace the decommissioned Australian Skills Classification because the ASC had 'limitations' (no elaboration) and because of its "strong alignment to the ANZSCO and competency-based skills definitions making it challenging to apply in education contexts". If skills supply cannot identify with skills demand - Houston, we have a problem. And when I say 'skills demand' I mean the human capital needs of the Australian economy. I hesitate to recognise this feedback as coming from the VET sector. I contend a lack of understanding and value for VETS fundamentals, its valuable resources and quality-assured systems may result in potentially wasteful effort and disregard for the real barriers to a joined-up system, ones that have been evident for many years and ones that are unlikely to be diminished with an NST. Today, the Department of Education Victoria launched its "Generative Artificial Intelligence Policy" for government schools. You can find it via the link below. In summary, it states: Schools must: - Obtain opt-in consent from parents and carers before using any #generative #AI tool that requires personal information beyond provision of a student’s #school email address and creation of a password for registration - Protect #student data and #privacy by restricting the uploading of personally identifiable information into generative AI tools or software that integrates generative AI tools - Comply with any terms set out by the provider of the tool. Schools must direct staff and students to not use generative AI tools to: - Upload or generate media depictions of students, staff or parents - Generate artefacts that mimic a cultural tradition in a way that is disrespectful or offensive. Schools must also direct staff to: - Not use generative AI tools to communicate with students and parents in ways that undermine authentic learning relationships or replace the unique voice and professional judgement of teachers and school leaders.
