Getting there ... #digitalID legislation is good ✅ and now terrific to see some funding for trials of #digitalwallets and #verifiablecredentials as part of the Australian Government Digital Identity System (AGDIS). Identity is great but only half the story. We need an end-to-end and secure system. It is pointless to be able to prove who you are digitally if you still have to produce/copy/send paper documents and certificates.

A 2011 Harvard Business Review article highlighted that most business failures are foreshadowed by near misses (close calls) that, had luck not intervened, would have had far worse consequences… The space shuttle Columbia’s fatal re-entry; BP’s Gulf oil rig disaster; and Toyota’s stuck accelerators were preceded by near-miss events that should have tipped off managers to impending crises. Leaders in any organisation should be encouraging staff to highlight these near misses. The recommended system  Tier 0 – Purchase visibility: No registration requirements are needed and applies only to goods purchased from retailers, such as ramps from hardware stores, where no support is provided to the participant. Authorities would have visibility over this via real-time purchasing arrangements.  Tier 1 – Basic registration: Worker screening not needed. Subject to complaints process and must report incidents. This tier is for those providing lower-risk supports, such as sole traders and those with limited one-on-one contact with people with disability.  Tier 2 – Self-directed registration: This would apply to participants or their guardians who directly contract all their supports, such as service for one arrangements. Workers don’t have to register, but the participant or self-director will.  Tier 3 – General registration: Worker screening needed. This tier is subject to the complaints process and must report incidents. It could apply to providers offering supports that require skill and training, such as complex bowel care or injections, and those involving significant one-on-one contact with people with disability.  Tier 4 – Advanced registration: Worker screening needed. This tier is also subject to the complaints process and must report incidents. If you have completed the survey back in November 2023, the finalised white paper was published in January 2024. We were pleased to see recognition of health need for health consumers/patients who are homebound. From Executive summary. "Ready access to primary care is a mainstay of Australia’s healthcare system. General Practitioners (GPs) are usually the first point of contact for preventive care, diagnosis, treatment and coordination of services. However, people who are homebound find it difficult to access primary care in a timely manner. This can lead to inappropriate visits to emergency departments, avoidable hospitalisations, untreated health issues and a lack of preventive care.  Brisbane South PHN commissioned this white paper to investigate and articulate the opportunities for better serving the primary care needs of  homebound consumers living in the Brisbane South region.  A series of workshops were held with primary care professionals across the Brisbane South area, along with one-on-one interviews and a survey of  stakeholders to explore barriers and opportunities to improve access by homebound consumers to primary care in the region. Further details can be  found in the Technical Addendum of this report. Being homebound is considered to be a flexible concept falling across a continuum from being preferentially homebound to being physically  confined within the home due to functional, cognitive, social and/or mental health reasons. This study identifies that limited primary care services  are available to homebound individuals, including meeting the distinct needs of the diverse and multicultural communities within the Brisbane South region. Primary care services provided to this group are highly dependent upon the goodwill of individual GPs. The lack of a systematic approach and a clear  standard or model of care, along with supporting funding, has resulted in few practices and GPs providing home-based primary care services. Health system structures, processes and procedures that create barriers to accessing primary care are a mix of funding constraints, limitations in the care model, workforce supply and skills mix, and the tools and technologies to support care delivery." The Australian Treasury has released the final report of the Productivity Commission's review of a revitalised National Competition Policy. https://lnkd.in/gKUF3i22.  The PC was tasked with analysing the impact of 26 proposed reforms, two of which are particularly relevant to my current work on standards:   Dynamic Business Environment (B1), Overseas Standards: Lower barriers to the adoption of trusted overseas standards. Net Zero (NZ2), Overseas Standards: Streamline the adoption of trusted overseas standards to enable an efficient net zero transformation.   The Commission wisely chose not to include these measures in the CGE modelling, opting instead for a case studies approach. Without getting into the specifics of their methodology, they found that B1 could result in direct effects of $500 million per year in lower costs for businesses. For NZ2, they estimated a net present benefit of $2 billion from enabling Vehicle-to-Grid (VTG) technology, due to the substitution effects reducing the need for grid-scale battery storage.   The Commission's estimates are conservative and likely represent a lower bound on the impact of these measures. These reforms will lead to a significant reallocation of resources. Regulators will be able to shift their focus from duplicating the efforts of trusted overseas standards-setting organisations, which serve much larger markets, to addressing gaps and specific risks unique to Australia. This shift will enhance, not diminish, the safety and quality of goods and services available in Australia. Businesses will benefit from greater regulatory certainty and lower compliance costs, leading to increased variety, more competition, and lower prices for consumers.

Another spotlight on the State Budget here, this time focusing on areas responding to homelessness. Q Shelter and its members are actively participating in the ‘independent review of the homelessness response in Queensland’, being led by Rachel Hunter. We are pleased to see the previously announced 20% uplift in funding for specialist homelessness services (SHSs) included in the State Budget until June 2025. The budget papers show that additional investment is for another 12 months only, so depending on the review outcomes, it is very likely both the government and the sector will need to revisit that investment based on increasing needs, which are pretty plain for all to see. We consider it essential that the 20% uplift is locked in permanently now, while the review helps to determine how a successful system can be designed and delivered, with a future focus on prevention as well as crisis response. Looking forward to the Opposition budget reply tomorrow to see how this and many other housing and homelessness matters are considered. This week, Ministers Katy Gallagher and Ed Husic MP announced the policy for the responsible use of AI in government. Coming into effect 1 September 2024, the policy aims to build public trust by encouraging responsible choices across the APS. The launch of this policy is the result of months of hard work from my talented colleagues at the Digital Transformation Agency and the Department of Industry, Science and Resources. This situation not only affects the financial stability of support coordinators but also impacts the quality of care provided to NDIS participants. **The Dilemma:** 1. **Dual Funding:** Many participants are eligible for support from both the NDIS and other funding sources (such as Medicare, state programs, or local services). However, determining which agency should cover specific supports can be complex. 2. **Support Coordinators Caught in the Middle:** Support coordinators often find themselves caught in the crossfire. They must navigate the intricacies of multiple funding streams while ensuring participants receive the right supports at the right time. 3. **False Allegations:** Unfortunately, some support coordinators face false allegations when they advocate for proper funding allocation. These allegations can harm their professional reputation and financial stability. **The Impact:** - **Loss of Income:** When support coordinators advocate for cross-funded supports, they risk losing income due to disagreements with other agencies. Their commitment to participant well-being sometimes comes at a personal cost. - **Participant Experience:** Participants may experience delays or gaps in services due to funding disputes. This impacts their quality of life and ability to achieve their goals. **The Way Forward:** 1. **Clear Guidelines:** We need clearer guidelines on which agency should fund specific supports. As a Strategy & Policy Designer it is great to see the keynote from Catherine Livingstone on the value of design thinking for strategy and for boards to approach in this new way at the AICD Governance Summit 2024. “Design thinking is hard, but pays enormous dividends and with the increasing velocity of change, as a capability, will be a critical success factor. It drives simplicity from complexity, providing a rigour, which enables more resilient strategic thinking.” Highlighting examples from Tesla to Apple, and her own executive career at Cochlear, she stressed the transformative power of design thinking in strategic disruption, challenging the notion that its application is limited to product or fashion design.
