The Minister for Planning has released our updated Small Lot Housing Code, making it easier to get different types of homes off the ground in Melbourne’s growth areas. The updated code allows new homes to be built with higher levels of amenity including outlook, private open spaces, trees and excellent urban design, while maximising the available land in the growth areas for new communities.

Your partner in planning great places for a growing Victoria.
About us
The Victorian Planning Authority (VPA) is a State Government statutory authority that reports to the Minister for Planning. Victoria is growing, with a projected population of up to 10 million people by 2051. It is the VPA’s main task to make sure Melbourne and Victoria’s regions remain a great places to live. This requires vision and long-term planning, to ensure Victorians have equitable access to employment, public transport, attractive public space and affordable housing. The VPA was founded in 2006, originally as the Growth Areas Authority, to plan Melbourne’s new suburbs in our growth corridors. Our work has since been expanded to include planning for urban renewal in the inner and middle suburbs, as well as planning for jobs and population growth in the state’s diverse regional cities and towns. The VPA will assist the implementation of the initiatives articulated in the long-term planning blueprint for our capital city, the refreshed Plan Melbourne. Working closely with councils, government departments and the community, the VPA’s program focuses on land use and infrastructure planning for strategically important precincts.

We were delighted to host a Ministerial Reception for the Minister for Planning, The Hon. Sonya Kilkenny. The Minister reiterated the importance of good town planning in managing our growth and achieving an even higher standard of liveability for our communities, and spoke to the range of policies the Government has announced to deliver more homes for all Victorians. We look forward to playing our part in delivering the Government's ambitious planning and housing agenda.

I’m excited to share recent government announcements and what they mean for the VPA. The Government has announced a new 10-year plan for Melbourne’s greenfields, and has approved our Business Plan for 2024-25, setting our priorities for both the year ahead and the decade ahead for our planning for new communities. The Activity Centres Program has expanded to include 25 more centres across Melbourne, building on our work so far this year to plan for an initial 10 centres. And from early 2025, the VPA will become part of the Department of Transport and Planning, bring together all of the principal functions of the state planning system under one roof.
