The Australian Digital Health Agency says it is running “close to one year ahead of plan” as it continues to roll out its interoperability plan, due to be completed by 2028. The National Healthcare Interoperability Plan 2023-28, published by the ADHA in July, established 44 actions and policy tools across five priority areas to facilitate the transition to an interoperable national health system over the next five years. The Albanese Government, working with the Malinauskas Government, has been addressing some key issues in skills and training. From a minor injury to major surgery, there is little that the combined Australian and Indonesian medical team embarked in HMAS Adelaide can’t deal with. As part of Exercise Keris Woomera, the Australian Amphibious Force (AAF) deployed with a team of practitioners and specialists to deliver a full suite of medical services. The Maritime Operational Health Unit (MOHU), which is working with its Indonesian National Armed Forces (TNI) counterparts embarked for the exercise, provides quality care for the ship’s company, members of the AAF and other embarked personnel. Skills in Demand Visa is Here………Finally! Back on 26th April 2023, I attended the National Press Club in Canberra where the then Minister for Home Affairs, Hon Clare O’Neill announced the Migration Strategy Review. I sat intensely listening as one possibly of the only registered migration agent in the room with the cohort of journalists and academics. However, I knew the vastness of the changes being announced and believed they underestimated the tasks ahead. It’s been 21 months since the Migration Strategy Review was announced and piecemeal changes have been implemented, but the pièce de résistance is the Skills in Demand Visa (SID Visa). Last sitting of Parliament 2024 failed to pass the Amendment bill to introduce these changes, so the Department of Home Affairs scrambled to introduce amendments to the Migration Regulations. SKILLS IN DEMAND VISA (SID) From December 7, 2024, Australia's skilled migration framework undergoes a significant transformation with the Migration Amendment Regulations 2024. The new Subclass 482 (Skills in Demand) visa will replace the current Temporary Skill Shortage (TSS) visa, introducing a streamlined three-tier system designed to better address Australia's workforce needs. The SID will not operate retrospectively. Three-Tier Visa Structure: 1. Specialist Skills Pathway For high-income earners ($135,000+ annually) No occupation list restrictions (excluding trades, machine operators, drivers, and labourers) Premium processing with 7-day median visa processing time Annual quota of 3,000 places 2. Core Skills Pathway Based on the new Core Skills Occupation List (CSOL) Minimum annual earnings of the TSMIT (Currently $73,150, indexed annually) Expected to comprise the majority of visa grants Includes trades and skilled occupations 3. Essential Skills Pathway This pathway will not be implemented as part of the 7th December changes. A date has not yet been confirmed on when this pathway will be introduced. For roles under $73,150 annually. Focused on specific sectors (e.g., aged care and disability services). Enhanced regulatory framework with union oversight. Changes to the TSS Visa Program: Introducing the Skills in Demand Visa. We have been waiting for months for the new Skills in Demand Visa, and when the bill to introduce the visa was delayed in the Senate, we assumed it would not be introduced until at least February 2025, and even then with an impending election, it may not have been passed at all. However, today the Department of Home Affairs (DoHA) has provided an update in the news section of its website announcing the introduction of the Core Skills Occupation List (CSOL). The new CSOL delivers on the Government’s promise to simplify and modernise the temporary skilled visa program by replacing outdated, complex, and rigid occupation lists. This consolidated list, informed by labour market analysis by Jobs and Skills Australia (JSA) and extensive stakeholder consultation conducted by Jobs and Skills Australia (JSA), includes 456 occupations eligible for temporary skilled migration. The CSOL will form the basis of the Core Skills stream for the newly introduced Skills in Demand visa, which is set to replace the Temporary Skill Shortage (subclass 482) visa on 7 December 2024. The CSOL will also be applied to the Direct Entry stream of the permanent Employer Nomination Scheme (subclass 186) visa. Further information on other reforms being introduced on 7 December 2024, including the Skills in Demand visa and the National Innovation visa, will be available from the Department soon. The Australian Government had recently advise the ANZSCO occupation list would be replaced by Occupation Standard Classification of Australia (OSCA), so its baffling why the new CSOL is listed in ANZSCO occupations. Analysis: I’ve done a deeper analysis of the new CSOL vs the Drafts announced, so please see my findings below.
