#SAARCInsights: The Asian Development Bank (#ADB) will provide $2 billion in annual assistance to #Pakistan over the next three years to support infrastructure development and climate-resilient projects, the bank’s chief announced on Tuesday. During a meeting with Pakistan’s President Asif Zardari in Islamabad, ADB President Masatsugu Asakawa highlighted that Pakistan is dealing with severe impacts of climate change, including accelerated glacier melt, and reaffirmed the bank’s commitment to addressing these challenges. “Pakistan is facing the harsh realities of climate change, and we are committed to helping mitigate these effects,” Asakawa said in a statement released by the President's Office. The funds will be directed toward climate resilience and improving infrastructure, supporting the country’s recovery from recent devastating natural disasters. President Zardari emphasized Pakistan’s urgent need for climate finance, citing the catastrophic floods of 2022, which severely impacted the country’s economy and damaged its agricultural sector and infrastructure. He praised the bank’s continued assistance, especially in the aftermath of the floods, which caused widespread destruction. The 2022 floods, described as unprecedented, killed 1,700 people, affected 33 million, and caused an estimated $30 billion in losses across multiple provinces, including vast damage to farmland, roads, and schools. Despite international pledges, Pakistan has only received $10.9 billion of the $30 billion required for post-flood reconstruction, according to a recent report by the Policy and Strategy Committee and the Oversight Board. The $19.1 billion shortfall has slowed efforts to rehabilitate flood-affected areas. Policy in the long run Mansoor Ahmad Long-term policies create a stable environment for businesses and investors, enabling them to make informed decisions. Stability is particularly important for large investments, which require time to materialise. Pakistan has struggled to have consistent economic and industrial policies, primarily due to political instability. There have been periods of relative consistency, for instance during the Ayub Khan era (1958-1969) when economic policies were relatively stable, with a focus on industrialisation and infrastructure development. The Green Revolution also transformed agricultural productivity during this period. A five-year economic roadmap provided by the regime was implemented in letter and spirit. The dictator had a firm grip on the state apparatus that assured implementation of his plans. A later five-year plan, however, faced hiccups as Ayub Khan’s grip on power loosened. Another period of policy consistency was witnessed during the Musharraf era (1999-2008). His policies were fairly consistent, focusing on deregulation, privatisation, and liberalisation of the economy. Pakistan experienced strong economic growth in the mid-2000s, though this it could not be sustained afterwards. The Musharraf regime sought greater transparency in economic affairs but was unable to implement a five year sector-specific policy. The first auto policy of the regime resulted in rapid growth in the auto sector but then the government started tinkering with the policy and the import of used cars was allowed. The investors that had entered the Pakistani market based on the policy then faced difficulty in competing with the used cars prices and eventually failed to comply with the localisation of manufacture targets. They were then granted several waivers in this regard. In the same way, a textile Vision 2020 was announced but the expected investments did not materialise. The roadmap provided by Vision 2020 had anticipated huge investments in value added textiles. However, most of the investments during the era were made in spinning. As a result of this lopsided investment, Pakistan’s growth in the value added textile sector was compromised. Earlier, the Musharraf regime, too, had announced a five-year textile policy. Unfortunately, it was never implemented in its true spirit. Hardly five percent of the promised allocations and facilitations were provided by the state, during the five years. Elected governments, too, have a poor record of sector-specific policy consistency. Most of their policies remained subject to revision. This eroded the confidence of the investors. Our automobile production today stands almost at half the production level achieved in 2007-08. In textiles, we are struggling to compete with Bangladesh, Vietnam and now Cambodia. Madam Romina Khurshid Alam - Coordinator for Prime Minister on Climate Change, Pakistan Climate Change Authority (PCCA) Ministry of Climate Change and Environmental Coordination thank you so much for your contributions in our fight against climate change, you have indeed stepped up collaboration and cooperation among government and non government organizations to achieve climate resilience, environmental sustainability, and low-carbon development goals. From the news update on ‘The Nation’ today, I have summarised two main components I.e. ‘key objectives’ and ‘next steps’. Key Objectives: •⁠ ⁠Enhance Collaboration: Strengthen federal and provincial organizations' cooperation to implement the national climate change policy. •⁠ ⁠Climate Adaptation: Develop programs to reduce impacts of floods, droughts, and rising temperatures. •⁠ ⁠Mitigation Programs: Cut greenhouse gas emissions through sustainable practices and renewable energy projects. •⁠ ⁠Public Awareness: Educate communities on climate change effects and engage them in climate action. Next Steps: •⁠ ⁠PCCA will review and enhance implementation of the national climate change policy. •⁠ ⁠Develop actionable plans for climate resilience and low-carbon development. •⁠ ⁠Foster cooperation among government organizations, NGOs, and international partners. In my humble opinion the local private sector can play a significant role and also positively contribute towards achieving the defined objectives. May I please suggest that in the ‘next steps’ section the role of the the National private sector is also included along with international partners. The International Monetary Fund (IMF) has urged Pakistan to invest one per cent of its GDP annually — equivalent to over Rs1.24 trillion based on current estimates — in climate resilience and adaptation reforms to prepare for recurring extreme weather events, particularly floods, and sustain economic growth and reverse inequalities.

Advancing Crisis-Resilient Social Protection Through a Hybrid Social Protection Scheme in Pakistan : An Empirical Analysis In Pakistan, the World Bank released an empirical analysis to provide inputs to the Hybrid Social Protection Scheme (HSPS) pilot. The findings show that people are more likely to save money if they have good financial knowledge, access to digital tools, and family support. The analysis shows that people prefer to save monthly and are motivated by the possibility of earning good returns and receiving matching contributions from the government. Additionally, the study suggests that a High-Savings Potential Scheme (HSPS) could work well for BISP beneficiaries if they are willing to open bank accounts. To make this happen, it's important to improve financial literacy, increase access to digital services, and provide tailored training and awareness programs.

Pakistan’s economic crisis: governance failures and missed opportunities By Mansoor AhmadSeptember 10, Pakistan’s economic troubles are deeply rooted in governance failures, flawed policy priorities and an overreliance on foreign assistance. Internal governance and resource allocation decisions have largely shaped the current situation, with terrorism and global geopolitics also playing a role. The economic decline, as viewed by various experts, is a multifaceted issue primarily driven by internal governance failures and compounded by the country’s involvement in external conflicts, including the war on terror. Here’s a breakdown of the issues based on expert opinions: Pakistan was once strategically positioned as a trade corridor for Central Asia. However, this advantage has been lost due to a combination of poor governance and neglected infrastructure. While the war on terror contributed, the gradual deterioration of governance standards is seen as a primary cause. The China-Pakistan Economic Corridor (CPEC) has also struggled to make significant progress. The country’s road, railway, and air transport infrastructure are in disarray. Railways, which were once the most cost-effective mode of transportation, have been neglected despite having excellent tracks. The situation has become so dire that shipping a 40-foot container from China to Karachi costs less than moving the same container from Karachi to Lahore. This clearly indicates inefficiencies in domestic logistics and transport networks. The preference for road-based transport over rail has increased transportation costs, reduced competitiveness, and worsened traffic congestion. Instead of capitalizing on a well-developed railway system, Pakistan’s policy focus has been flawed. Blaming external forces -- foreign powers, the war on terror, or even weather -- is common in discussions about Pakistan’s economic problems. However, the fundamental issue lies in domestic governance. Politicians, bureaucracy, the military, the judiciary, and economic planners have collectively contributed to the turmoil by neglecting economic development and governance. While external factors have played a role, experts believe Pakistan’s woes are largely self-inflicted. Poor planning, corruption, inefficiencies, and a lack of accountability have eroded the country’s ability to leverage its natural position effectively. IMF programmes have led to a situation where the poor are burdened with heavy taxes, while wealthier segments, including the elite, enjoy tax exemptions. This imbalance further fuels inequality and economic stagnation.
