While it is true that--to the best of my knowledge--Lucent does not have relevant intellectual property rights relating to Web Ontology WG, Lucent has indeed disclosed its IPR policy [as below].
This is to affirm that Lucent Technologies Inc., in accordance with long-established practice, will offer patent licenses for submissions made by it which are adopted or recommended as a standard by your organization as follows:
If part(s) of a submission by Lucent is(are) included in a standard and Lucent has patents and/or pending application(s) that are essential to implementation of such included part(s) in said standard, Lucent is prepared to grant - on the basis of receiprocity (grantback) - a license on such included part(s) on reasonable, non-discriminatory terms and conditions.
I have personal knowledge of IPR claims held by Network Inference Limited regarding the optimised implementation of reasoners for description logics such as DAML+OIL.
Network Inference Limited holds the sole non-GPL licence to Dr. Ian Horrocks' FaCT classifier. Note that the GPL version is available via Dr. Horrocks' Web site, and also that this technology is not essential to the implementation of DAML+OIL.
To my knowledge, Network Inference Limited does not hold any IPR regarding the specification of DAML+OIL itself.
To the best of my personal knowledge, my organization has no essential patents regarding OWL language recommendation specifically.
We do have intellectual property work in the general area of our implementations regarding the consumption of an OWL document, but these elements are in accordance with the provisions in the Consortium's guidelines. This work does not impinge on the general nature of OWL documents, nor restrict any organization from the free use of OWL documents.
We fully support the principals and intent of the W3C's Patent Policy.
Deborah McGuinness does not have personal knowledge of any IPR claims held by the Knowledge Systems Laboratory of Stanford University nor of Stanford University regarding the Web Ontology group. However, a patent search through Stanford's past and pending patent applications has not been done and would be cost and time prohibitive.
